Port Townsend, Washington, February 20, 1934,
The City Council of the City of Port Townsend, Wash., met in regular session the 20t1i
day of February 1934, at 7:30 P. M., in the Council Chambers of the ,City Hall, Mayor'Geong
Bangerter.presiding.
ROLL CALL.
Upon Roll Call there were present Mayor Bangerter, Deputy City
Attorney W. J. Daly, Acting Deputy Clerk Clyde L. Peach Sr., and Councilman W. S. Lafferty
Wm. Lammers w,, Jacob Miller, C. P. Aubert. Councilmen Smith and McGee were present afte:

MINUTES.
On motion of Councilman Aubert, seconded by Councilman Lafferty, which
was carried, it was ordered that the reading of the minutes be dispensed with until the ne:
regular meeting,
City Clerk:
The following letter, under date of February 20, 1934, addressed to the
Mayor and Council, was read:
Fort Townsend, Wn., Feb. 20, 1934.
Gentlemen: -
I hereby name and appoint Clyde L. Peach, Sr., as Deputy City Clerk to net in my
place and stead, and to do all acts and perform such duties as would be rgquired of me if
present in person for this regular session (February 20, 1934) of the City Council.

Councilman Smith Arrives: -
At this time Councilman Smith arrived.
Application for License
was read:
The following application for license to retail bottled beer
Port Townsend, Feb. 20, 1934.
Gentlemen of the Council:
I hereby make application for a license to retail bottled beer, to be consumed off the
premises. Cash for one month Six Dollars and Twenty-five cents ($6.25) accompanies this
application.

It was moved by Councilman Aubert, seconded by Councilman Smith and carried that the
fee be accepted and a temporary license issued.

At this time Councilman McGee arrived.
REPORTS OF OFFICERS.
Meter Readings:
Report of meter readings by Ben Green, City Water Superintendent,
dated February 17, 1934, was read and ordered filed.
Monthly Report: -
Monthly Report of the Superintendent of Water Department for the
month of January, 1934, was read and ordered filed.

Council, and that nothing further had been heard from Mr. Smythe on the subject.
Councilman Lammers:
Councilman Lammers reported a dangerous condition of the walk on
the north west corner of Tyler and "F" streets, where the roots of a row of poplar trees he
caused the walk to bulge in places, which had caused a severe fall to a pedestrian. This
was referred to the Street Committee.
Councilman McGee: -
Councilman McGee reported that the Washington Street cave-in had
endangered a man's house and out off his water supply. This•llas referred to the Street
Committee.
COMMUNICATIONS:
HARRY A. COTTON.
The following request for building permit, addressed to the Mayor
and City Council, under date of February 20, 1934, was read:
Gentlemen: -
We hereby ask permission to tear down the old building on lots 7 & 8 of
Block 8 of the original townsite of Port Townsend, Washington.
To bring the sidewalk and building foundation up to grade, and build a 10 ft. drive
way on the north aide of Front Street, adjoining Lot 7 of Block 8.

To build a one story store building 56 x 110 ft.., of stucco, galvanized iron, frame
and plaster construction, consisting of six stores, and office rooms, on Lot 7 of Block
8.
To close sidewalk on Taylor Street in front of said work and use 10 ft. of adjoining
street for storage of material while building is in progress.

It was moved by Councilman Miller that the request permit be granted, on a deposit of
$10.00 to guarantee the removal of debris; this was seconded by Councilman Aubert. On vot
of the council the motion was carried.
LOUIS SCHULTZ, C. D. SLOW, JR.,
The following communication from Louie Schultz and C.
D. Slow, Jr., under date of Feb. 20, 1934, was read:
Mayor and City Council
Gentlemen:- .
Permission is hereby requested to install a dry cleaning plant at 103
Taylor Street in the City of Port Townsend. These are the premises formerly occupied by
Mr. Howie and all the metal sheds and fire -proof equipment are now on the premises.

Councilman Aubert submitted the following written.motion:
" I move that Louis Schultz and Courtland Slow be allowed by the City Council to
establish in the place named in their petition, a cleaning and renovating business, pro-
vided they meet the ordinance requirements of the City."
Mr. Louis Schultz was called to the floor and explained the situation.
The motion was seconded by Councilman Lafferty, and on vote of the Council, the Per-
mit was ordered granted.
E. M. STARRETT•
The following communication from E. M. Starrett, addressed to the
Mayor, dated Feb. 20, 1934, was read:
Dear Sir:
Permission is hereby requested to close for lease that portion of bth
Street, in the City of Port Townsend, Washington, lying between McPherson Street and
Thomas Street, and to lease same for garden, lawn and other purposes.

This was referred to the Street Committee for report.
A communication from the Department of Labor and Industries of the State of Washing-
ton, dated Feb. 18,•1934, with reference to Firm No. 4206, was read. The City was in-
structed as follows: "It will be necessary for you to continue reporting the time of.
your employees as you have in the past in class 48-8." The communication was ordered file
A communication from the Association of Washington Cities, with reference to exchangc
of;information between Cities, and planning operations, was read, and referred to the
Finance Committee.
NEW BUSINESS.
Mr. Joe Kirkpatrick, Chairman of the Park Board, was called to
the floor, and reported, with reference to cottage at City Park, in part, as follows:
Bills contracted $230.43
Bills paid 49.85
Private payments 84.65
Balance unpaid 95.93
Further, that one bill for $49.55 had been presented by Lofthus Lumber Company, at a
former time, which should be paid.
He stated that he had one estimate of coat of Ia inting cottage in the sum of 044.50.
He stated that he would prepare a detailed report later for filing.
UNFINISHED BUSINESS.
Bids'were submitted for garbage disposal, as follows:
By C. F. Meyer, Jr., offering to pay the Bum of $60.00.
By F. H. Lammers, offering to pay the Bum of $125.00.
On motion of Councilman Aubert, seconded by Councilman McGee, which was carried, the
offer of F. H. Lammers was accepted, upon his filing a suitable surety bond, the success-
ful bid being worded as follows:
Port Townsend, Wash. Feb. 20, 1934.
Sire:
In accordance with the call for proposals for the privilege of hauling and dlapoBinj
of all garbage and rubbish within the city limits of Port Townsend for the ensuing year
the undersigned agrees to pay $125.00. The maintenance of garbage dump shall be at
bidders expense. The bidder further agrees to keep in effect the three days a week
collection in the business district as in the past year.

Mayor Bangerter suggested that in future the garbage contract be let for a period of
three years, or a Bufficient time to make it possible for the contractor to provide an
incinerator.
