Upon Roll Call Councilman Smith;538 Truck License Ordinance: ; Pursuant to the order of the Council, Deputy City Attorney Daly, presented the following ordinance amending ordinance number 1036 and entitled. The City Clerk read the said Ordinance in full for the first reading, it was moved by Councilman Abbert and seconded by Councilman Lafferty that the let be considered the second reading and that the third be title only. Upon Roll Call all 7 councilmen present voted in the affirmative and motion was declared carried. It was moved by Councilman Tostinbend and seconded by Councilman Smith that section which be amended be substituting the word rated for the word licensed, in relation to the capacity of. the said truck. Upon Roll call all 7 Councilmen voted in the affirmative and motion was declared carried. Trailers: - It was moved by Councilman Townsend and seconded'by Councilman Lafferty that the weight of trailers to be used for stating the license fee be directed to the Chief of Police. Motion declared carried. 3rd 7ieading:and Adoption: The City Clerk then read the said Ordinance by title only for the 3rd reading, it was then moved by Councilman Aubert and seconded by Councilman Townsend that said Ordinance be put on final passage and declared to pass. Upon Roll call all 7 Councilmen present voted in the Affirmative'and motion declared carried. Copy of Ordinance: - The following is the full truehanddoorreotcoppyodfoeddd Ordinance Number 1039 as passed by the City Clerk February 6, Approved by the Mayor Feb. 6th, and published in the Port Townsend Leader February 8th, 1934, To -wit: - ORDINANCE NO. 1039 AN ORDINANCE amending Ordinance No. 1036 entitled "An Ordinance relating to and pro- viding for the licensing df certain motor and other vehicles; defining offenses; providing regulations for the same; providing penalties; pro- viding for the suspension and revocation of licenses and repealing Ordinance No. "879"; and repealing a section of said Ordinance. THE CITY COUNCIL OF THE CITY OF PORT TOWNSEND DO ORDAIN AS FOLLOWS: Section 1. That Section 5 of Ordinance No. 1036 entitled " An Ordinance re- latin% to and providing for the licensing of certain motor and other vehicles; de- fining offenses; providing regulations for the same; providing penalties; providing for the suspension and revocation of licenses and repealing Ordinance No. 879" be and the same is.hereby amended to read as follows: LICENSE FEES For each "for hive car - .00 per annum, For each "jitney bus"- the sum of $5.00 per annum, For each "auto stage" the sum of $5.00 per annum, For each "transfer" or "commercial truck" truck: Having a manufacturers rated capacity of 3000 pounds or less- $3.50 per annum; Having a manufacturer's rated capacity of more than 3,000 lbs. and not to exceed 6,500 lbs., - $5.00 per annum; Having a manufacturer's rated capacity of more than 6,500 lbs. and not to exceed 10,000 lbs..and not to exceed 12,000 lbs. - $10.00 per annum; Trailers used as trucks, above the weight of 1000 lbs.- $5.00 per annum; Trailers used as trucks, under 1000 lbs. weight,o$l150'lpbb3annum. For each motor cycle the sum of $1.50 per annum. Section 2. That section six of said Ordinance No. 1036 he and the same is here- by repealed. Section 3. That this Ordinance be published once in the Port Tansend Leader to be in force and take effect as provided by law. Passed by the City Council February 6th, 1934. Christian City Clerk UNFINISHED AND NEW BUSINESS: Garbage Contract: Pursuant to advertisement the following proposal was opened and read for garbage, to -wit: - Port Townsend, Wash Feb. 6, 1934 Biro: In accordance with the call for Proposals for Privilege of hauling and disposing of all garbage and rubbish within the City limits of Port Townsend for the ensuing three years The undersigned agrees to pay $200.00 for the first year and $150.00 a year for the succeeding two years, the care and Maintenance of garbage dump shall be at bidders expense. The bidder further agrees to Keep in effect the three collections a week in the business district as in the past year. Yours truly, F. H. LAMMERS This bid of F. H. Lammers, being the only bid pending, it was moved by Councilman Aubert and seconded by Councilman Townsend that the said bid be accepted as tendered. Upon Roll Call Councilmen McGee, Aubert, and Townsend voted in the Affirmative, Council Smith, Lafferty, and Miller in the Negative, and Councilman William Lammers was excused from voting. Being a tie vote the motion was declared lost. 1 II 539 To Advertise for Bids: - It was then moved by Councilman Smith and seconded by Council Man Lafferty that the City Clerk be instructed to re -advertise for bids for one year only, bids to be opened at the session of Bebruary 20. Upon Roll Call Councilman Smith; Lafferty, Miller, and Townsend Voted in the Affirmative, Councilmen McGee, and Aubert in th Negative, and Councilman Lammers was excused from voting, motion was -:declared carried. Chamber of Commerce Letter: - The letter from the Board of Trustees of the Chamber of Commerce relative to planning board was again read, and by permission and invitAtion Mr. E. M. Starrett and Mr. William A. Bugge explained to the Council the sense and intent of said program, to the effect that they hoped to have planned work instead of haphazard work. The City Board consists of the Mayor, City Engineer, and seven others to be appointed by tb Mayor.' The County Board to be the County Commissioners, the County Engineer, the County Attorney, and seven or nine members to be appointed by the Chairman of the,Board of County Commissioners. Both urged immediate action. Resolution Ordered: - After some discussion it was moved by Councilman Townsend and seconded by Councilman Lafferty that the City Attorney be directed to draw a resolution to create said Planning Board, and that the Mayor name the appointed members of the Board in accordance with Federal suggestions. Upon Roll Call Councilman, McGee, Smith, Lafferty, Lammers, Miller and Townsend voted in the Affirmative, and Councilman Aubert in the Negativ Motion declared carried. . Recess• - It was moved by Councilman Townsend and seconded by Councilman Lafferty the the Council recess for a short period of time. Motion declared carried. COUNCIL RECONVENES AND ROLL CALL: The Counoil reconvened at 10:00 P. M., and Upon Roll Call there were present Mayor Bangerter, Deputy City Attorney W. J. Daly, City Clerk, C. F. Christian, and Councilmen McGee, Smith. Lafferty, Lammers, Aubert and Townsend. Mayor Bangerter than announced that Mr. J. R. Pollard is discharged as Street Supt. as of this date, and that Rollie Stahl will be appointed as Street Supt.. at Street Supt. Salary, he than hated that in the interest of economy no one would be appointed at -this time to succeed r. Stahl as driver. ADJOURNMENT: Upohraotion of Councilman Townsend, seconded by Councilman Lafferty, Council adjourned. Attest: r- e u
