City Engineer Sadler submitted further communica-
tion relating to the proposed Loan and Grant from the U. S. Government as follows: -
Port Townsend, Wash., December 29, 1933
To the Mayor & City Council
Gentlemen: -
I herewith submit Copy of the Application submitted by me to Air. E. R. Hoff-
man, State Engineer, Public Works Administration, for a Loan and Grant from the U. S.
Government.
Attached to the Application is a Small Scale Map showing the general layout
of work covered by this Application. These replacements are shown in red lines. There is
also shown in Yellow lines the proposed 1211'and 14" Steel Pipe on Sheridan St. Hastings
Ave. and Discovery Road to San Juan Ave. Also accompanying this letter is�a Copy of
"NoandtMaterial". Theseswouldnbeructions to necessary shouldrtha worktl pbealot by Contract.

Finance Committee.
The Committee on Finance and Claims presented the following
written report:

Your Committee, on Finance and Claims to whom was referred the matter of City

Plater & Drainage Committee:
The Committee on Water and Drainage submitted the
following written report.

Your Committee, on Water and Drainage to Whom was referred the matter of City

Said reports were ordered filed.
Application for Street Light.
Councilman Aubert of the Fire and Light Committee
stated that a request had been made for a Street Light at the inter -section of Kearney
and Franklin Streets. It appearing after some discussion that no funds were available at
present, it was moved by Councilman Aubert and seconded by Councilman Miller that a light
be installed at the said location, When funds are available. Upon Roll Call Councilman
Lammers, Miller, Aubert and Tonnsend voted in the affirmative, and Councilmen McGee and
Lafferty in the negative. Motion declared carried.
Clerk to write Application.
It was moved by Councilman Townsend and seconded by
Councilman Aubert that the City Clerk be directed to write the Application to Mr. A.
Baunach, advising him of the action of the Council. Motion declared carried.
Report on C.tY.A. Work.
Councilman Townsend at this time made a verbal report of the
work completed and being carried on by the Civil 'Works Administration, but being a verbal
report it is not set out here in full. Councilman Aubert stated that he had gone over the
C.77.A. work, and it was then moved by Councilman Aubert and seconded by Councilman McGee
that the said work be approved. Motion declared carried.
Central Cafe Meter.
Councilman Townsend,reported that the Central Cate had complains
of the apparent excessive charge for water used by the Cafe, and he had requested that the
meter be replaced or tested. It eras moved by.'.Counollmsn::Townsend'-and seconded by Council-
man Aubert that the Water Superintendent be instructed to test the Central Cafe Meter.
Motion declared carried.
Condition of Jail.
Councilman McGee brought up the matter of the bad condition of
the City Jail, and it visa referred to the Police and License and Building Committee to: -
investigate and report back to the City Counoil,

In analyzing your estimate, we have considered advancing prices on commodities,
and changing labor conditions, and estimate the total cost of your project at $38,900. 1

'.< a by the voters, such a precaution as suggested above might save future delay in starting

process of being acquired for this future need for the past five years. `(
n ' I earnestly recommend your favorable action in this matter at once. Not time I
should be lost. These projects, if favored by Mr. French as he has already indicated, due 1
to the strategic need of auxiliary landing fields at or near Port Townsend for commercial
r, mail and military needs, must be begun at the earliest possible date and are supposed to be '-
{.0 completed by mid -February.
I fully realize these projects cannot be completed, but an extension of timeoi-
