BE IT FURTHER RESOLVED that a copy of this resolution be transmitted to and filed wit
the Clerk of the board of County Commissioners for Jefferson County at the first meeting
of said board in December, 1933, coupled with the written request of the Mayor and City
Clerk that the boundaries of the voting precincts herein defined be established by said
Board of County Commissioners as the voting precincts for the City of Port Townsend.

It was moved by Councilman Townsend and seconded by Councilman Aubert that the
said Resolution be adopted. Upon roll call all seven Councilmen 3oted in the affirmative
and motion was declared carried.
Proposed Liquor Ordinance:
Communication from '11. J. Daly, Deputy City Attorney, presenting a proposed liquor
license ordinance visa presented and read, as follows:
November 28th, 1933.
Honorable Mayor and City Council,
City of Port Townsend,
Gentlemen:
At your request, I present herewith a draft of an ordinance providing for the regula-
tion and control of the sale of intoxicating liquors, other than malted liquors, pending
action on the part of the state legislature.

I doubt very much, at this time, the wisdom in the passage or consideration of the

ordinance. I have been informed, and believe reliably so, that the first order of busi-
ness in the special session.of the State Legislature will be the enactment of an interim
bill which will prohibit the sale by importers of intoxicating liquors to retail dealers.
Consequently, if there is to be no sales of liquors to potential retail dealers there will
be available no subject matter upon which the City of Port Townsend may regulate or con-
trol. The sale of intoxicating liquor by registered druggists upon prescription by phy-
sicians is a part of the law of this state, not having been repealed by the recent
"Repeal Initiative."
I have contacted the corporation counsels of the cities of Seattle and 'iacoma and
the city of Port Angeles and neither of these cities contemplate, at this time, any re-
gulatory or revenue ordinances.
It is my advice at this time, from a legal point of view, that the passage of this
ordinance be delayed until after the State Legislature meets on December 4th. If some-
thing comes out of that session there will be nothing for this council to legislate upon,
if not, this proposed ordinance can be considered and passed upon later.

ferred to the Committee on Police, Revenue and License.

It was moved by Councilman Smith and seconded by Councilman Aubert that the Council
recess. Motion carried and recess declared.
j� COUNCIL RECONVENES & ROLL CALL
I, Council reconvened at 10:45 P. M. and upon roll call there were present Mayor Geo.
Bangerter, Deputy City Attorney 71. J. Daly, City Cleric C. F. Christian and Councilmen
McGee, Smith, Lafferty, Lammers, Miller, Aubert and Townsend.
Auto License Considered:
Taking up for consideration the proposed motor vehicle license ordinance, it was
moved by Councilman Aubert and seconded by Councilman Townsend that the first reading be
considered the second reading and that the third reading be by title only. After some
discussion, the said motion was withdrawn.
Amendment:
It was then moved by Councilman Aubert and seconded by Councilman 'Townsend that the
license fee for trailers under one thousand pounds weight shall be $1.50 yearly. Motion
declared carried.
First and Second Reading:
It was moved by Councilman Aubert and seconded by Councilman Townsend that the first
reading be considered the.second reading and the third reading be by title only. Motion
declared carried.
UNFINISHED AND NEW BUSINESS
Bill to Port Townsend Southern Railroad:
Relative to repair of Water Street where the railroad track had been removed, the Cityi
f-j Clerk requested the Council to specify the amount to be charged to the railroad company.

railroad company be billed in the amount of Q20.00. Motion declared carried.

Weppner--Willestoft Salaries:
The City Clerk asked for instructions relative to division of patrolmen's salaries
for month of November and it was moved by Councilman Townsend and second by Councilman
Lafferty that Mr. Weppner and Mr. Willestoft be paid pro rate for the time actually served
ztY`f�q>ssrA by each, as reported by Chief of Police Compton. Motion declared carried.
Emergency Ordinance Vote Reconsidered:
Again taking up consideration of the proposed emergency ordinance for the Police Da-
rF ' c r•.;p+; - partment, it was moved by Councilman Lafferty and seconded by Councilman Lammers that the
vote by which the third reading of said ordinance failed to carry be reconsidered. Upon
roll call Councilmen Smith, Lafferty, Lammers, Miller and Townsend voted in the affirms-
'},;r tive and Councilmen McGee and Aubert in the negative. Motion declared carried.

It was moved by Councilman Lammers and seconded by Councilman Townsend that the plans
?7 drawns by City Engineer Sadler for water works replacements be adopted. Upon roll call
all seven Councilmen voted in the affirmative and motion was declared carried.

Steel Pipe Disposition:
It was moved by Councilman Aubert and seconded by Councilman McGee that Councilman
Townsend, in charge of Civil Works Administration work, be authorized to take up the steel
pipe of the old Snow Creek line and to transport same where it is to be installed as a
part of the city supply and distribution system and to install same, all of said work to be
performed by persons furnished by the Civil Works Administration and all of such work to
be under the supervision of the City Engineer. Upon roll call all seven Councilmen voted
in the affirmative and motion was declared carried.
