M. in the Council Chambers of the City Hall. Mayor George Bangerter presiding. �. ROLL CALL Upon roll call there were present Mayor George Bangerter, Deputy City Attorney 14. J. Daly, City Clerk C. F. Christian and Councilmen Sam McGee, W. B. Smith, W. S. Lafferty, Wm. Lammers, Sr., Jacob Miller, C. P. Aubert and Geo. F. Townsend. MINUTES READ AND APPROVED The minutes of the regular session of November 21st, 1933, were read and approved as read. REPORTS OF OFFICERS City Clerk Re: Weppner Injury: The City Clerk reported that he had taken up with Dr. Schueler the matter of state industrial insurance for Patrolman R. S. Weppnex; and that he had been advised by Dr. Schueler that a claim had been made for such insurance but that he had been informed by the Department that Mr. Weppner was not entitled to accident insurance under the state law. Main Line Meter Readings: The report of the City Water Supt. of the flow of water through the main line meters for the period ending November 23rd was presented, read and ordered filed. Taylor Appointed Patrolman: The City Clerk reported that H. H. Taylor had been sworn in as Patrolman under the appointment of Mayor Bangerter. Compensation to be paid through the Civil Works Adminis- tration. STANDING COMMITTEES 'later & Drainage on Orthopedic Petition: Committee on Water and Drainage submitted the following written report: Port Townsend, 'Washington, November 28, 1933 To the Honorable Mayor and City Council of the City of Port Townsend. Gentlemen: Your Committee, on 'rater and Drainage to whom was referred the matter of request of the Orthopedic Thrift Shop for water service without charge, would respectfully report as follows: We recommend that the request be not granted, for the specific reason that the City Council has no legal authority to grant free water service to any person, firm or corporation. Respectfully submitted, W14. LAMMERS, SR. W. S. LAFFERTY W. B. SMITH It was moved by Councilman McGee and seconded by Councilman Townsend that the said report be not approved. Upon roll call Councilmen McGee, Smith, and Townsend voted in the affirmative and Councilmen Lafferty, Laramers, Miller and Aubert in the negative. Mo- tion declared lost. About Removing Steel Pipe: Councilman Lammers, reporting verbally, that together with Deputy City Attorney W. J. Daly they had contacted Mr. Erickson, Resident Manager of the National Paper Products Com- pany, to ascertain if there would be any objection to removing any of the old steal pipe, which might be on the new right-of-way, and stated further that Yr. Erickson was Sure there would be no objection but that the matter should first be referred to headquarters. Upon inquiry, Mr. Sadler stated that none of the said pipe visa on the new right-of-way. BUILDING PERL:ITS Applications for building permits were presented, read and disposed of, as follows: From Mrs. J. L. Fridiger, to -wit: Port Townsend, Wash., November 25, 1933 To the Honorable Mayor and City Council, Port Townsend, Wash. Gentlemen: Permission is requested to erect a small store building on the premises at 1033 Pierce Street, at an estimated cost of $125.00 for materials. Building will be set back about four feet from the property line and will.be used for a stationery and notion store. Respectfully submitted, Mrs. J. L. Fridiger. Gentlemen: QQ Permission is requested to install new window shshes in the building and to rebuild the sidewalk In front of the frame building situate on the northeast corner of Washington and Madison Streets. Marion for Sevier: Communication from R. N. Marion was presented and read, as follows: Gentlemen: , fi I Some time ago I wrote the Engineer's office of this city about the extension of sewer line to my place at 1104 Cass Street. Would appreciate any knowledge concerning this. A A septic tank will not work in this soil, as I have put two of them in, and I would most certainly like to connect with the sewer line. rcd } Yours truly, R. N. Said communication was referred to the Committee on Streets and Sewers and Deputy i City Attorney Daly. 4 ;r ORDINANCES & RESOLUTIONS ?` Interest Coupons: Relative to interest due on defaulted general obligation bonds, the following Resolu- tion was presented and read in full, to -wit: F R E S 0 L U T I 0 N. yr. RESOLVED, by the City Council of the City of Port Townsend, State of Washington, and it is hereby ordered, that Forty-nine (49) interest bearing coupons, numbered Forty-five (45), be issued in the sum of Twenty-seven Dollars and Fifty cents ($27.50) each, payable January 1st, 1934, as the semi-annual interest due on Forty-nine Thousand Dollars ($49,000) .t bonds of said city due and payable July 1st, 1931, and now outstanding and unpaid, and a general and binding obligation of said city; and that the Mayor and the City Clerk of said city are hereby directed and ordered to sign and execute said coupons, in the form as pre- --- �i scribed and set forth in Ordinance No. 1015 of said city; and be it further RESOLVED, that the Fiscal Agency of the State of Washington, at the City of New York, State of New York, is hereby authorized to pay such interest coupons and cancel same as provided by said Ordinance No. 1015; that the City Treasurer of said city shall proceed in the same manner as provided by said Ordinance No. 1015, and that a certified copy of this Resolution be forthwith forwarded to said Fiscal Agency, together with said coupons. It was moved by Councilman Aubert and seconded by Councilman Lammers that the said Resolution be adopted. Upon roll call all seven Councilmen voted in the affirmative and motion visa declared carried. To Refund Bonds: Deputy City Attorney Daly stated that he had been advised by the City Clerk that the people holding these defaulted bonds had expressed themselves favorably toward refunding same. It was moved by Councilman 'Townsend and seconded by Councilman Lafferty that the Finance Committee, together with the City Attorney and the City Clerk, be instructed to take up the matter of refunding the said defaulted bonds and report their findings to the City Council. Upon roll call all seven Councilmen voted in the affirmative and motion was declared carried. Motor Vehicle Ordinance: A proposed Ordinance to license commerical motor vehicles, entitled "AN ORDINANCE re- lating to and providing for the licensing of certain motor and other vehicles; defining offenses; providing regulations for the same; providing penalties; providing fox, the sus- pension and revocation of ordinances and repealing Ordinance No. •", was presented u
