Minutes of the Regular Session of City Council November 21st, 1933.
Port 'Townsend, Washington, November 21st, 1933.
The City Council of the City of Port Townsend, Washington, met in regular session th
21st day of November, 1933, at 7:30 P. M. in the Council Chambers of the City Hall! Coun-
cilman Wm. Lammers, Mayor Pro Tem, presiding until the arrival of Mayor Bangerter.
ROLL CALL
Upon roll call there were present Deputy City Attorney W. J. Daly, City Clerk C. F.
Christian and Councilmen George F. Townsend, Sam McGee, W. B. Smith, W. S. Lafferty, Wm.
Lammers, Jacob Miller and C. P. Aubert. Mayor George Bangerter arrived during reading of
the minutes of the previous session and thereafter prosided.
READING OF MINUTES
The minutes of the regular session of November 7th, 1933, were read and approved as
read.
REPORTS OF OFFICERS
Reports for Mavor:
On behalf of the Mayor, Councilman Townsend reported that Patrolman Weppner was some
better but was quite ill yet. The matter of industrial insurance was taken up later.
City Clerk Re: State Road No. 9:
The City Clerk reported receipt of a letter from L. V. Murrow, Director of Highways,
to the effect that they had received certified copies of Resolution passed by the City
Council and had also corrected the said Resolution to read Taylor Street instead of Tyler
Street.
Treasurer's Report for October:
The report of the City Treasurer for the month ending October 31st was presented,
read and referred to the Finance Committee.
Water Supt.'s Report for October:
The report of the City Water Supt. for the month of October, 1933, was presented,
read and referred to the Water Committee.
Work Report;Water Supt.
The work report of the City Water Supt. for the period from November Bth to Novem-
ber 21st was presented, read and ordered filed.
Main Line Meters:
The report of the City Water Supt. of the flow of water through the main line meters
for the period ending November 14th was presented, read and ordered filed.
Work Report -Street Supt.
The work report of the Street Supt. for the period from November lot to 21st was pre-
sented, read and ordered filed.
Fire Alarm Box:
Fire Chief Lafferty submitted a letter from the Gamewell Company to the effect that a
new fire alarm box of the latest type had been shipped to replace the box wrecked by the
Motor Freight Company.
REPORTS OF STANDING COMMITTEES
Harbor and Health:
Councilman McGee, Chairman of the Harbor and Health Committee, stated that the rats
had disappeared from the garbage dump but that the seagulls were very active.
Street Light Change:
Relative to changing the location of the street light at Monroe and Roosevelt Streets,
Councilman Aubert stated that the electric light company required formal written request
before such work could be done. He was advised by the City Clerk that such notice had
been given yesterday.
Water Committee --Orthopedic Shop:
Councilman Lammers, Chairman of the Committee on Water and Drainage, requested more
time to report on the application of the Orthopedic Thrift Shop for free water service.
Request was granted.
Water Committee --Now Plans:
Councilman Lammers reporting verbally stated that in accordance with the instructions
of the Council that they had employed Irr. W. J. Sadler to make the necessary plans and
estimates for the improvement and repair of the water system for presentation of same to

the Public Works Administration at Olympia.
Civil Works Board:
Councilman Aubert made a report on the status of employment to be furnished under the
new civil works plan to the effect that the former Welfare Board was now to be known as
the Civil Works Administration, and at a meeting held last evening he learned that 75 men

had been allotted to the County, of which the various departments of the City would get
38. Councilman Aubert then read from printed matter certain paragraphs relating to the
procedure to secure such labor for this City on our city work. He further stated that
upon the insistance of the Civil Works Board he had presented several city projects for
the consideration of the Board. It was then moved by Councilman Smith and seconded by
Councilman Townsend that the Council approve the action taken by Councilman Aubert.
Special Committee on Voting Precincts:
The special committee on redistricting the wards of the City presented a written re-
port which was read, as follows:
Report of Special Committee on Redistricting the Wards of the City.
To the Honorable Mayor and City Council,
City of -Port Townsend, Wash.
Gentlemen:
Your Committee to whom was referred to matter of proposed redistricting of the Yards
of the city, beg leave to report as follows:
We recommend that the city be divided into five wards with approximate lboundaries as
follows:
let Ward: That portion of the city lying South of Lawrence Street and East of Harri-
son Street.
2nd Ward: That part lying South of Lawrence Street, between Harrison Street and
San Juan Avenue.
3rd Ward: That part of the city lying east of Tyler and Oak Streets between Lawrence
Street and Bryan Street.
4th Ward: The present area, together with such portions of the present 3rd and 5th
wards as are not included in the new boundaries of said third and fifth wards as herein
recommended.
5th Ward: That part of the city lying South of 20th Street, between San Juan Avenue
and the Western City Limits.
Further that the Board of County Commissioners be petitioned to divider the city into
seven voting precincts, approximately as follows:
lot Precinct, co -extensive with the First Ward.
2nd Precinct, co -extensive with Second Viard.
3rd Precinct, co -extensive with Third Ward.
4th, 6th and 7th Precincts, within the limits of Fourth Yard.
5th Precinct, co -extensive with Fifth Ward.
If this plan is adopted, it will save the expense of a new Ordinance for reapportion-
ment of representation of Councilmen and succession of councilmen will remain as at pre-
sent. Respectfully submitted,

It was moved by Councilman Townsend and seconded by Councilman Aubert that the said
report be adopted, and that the City Attorney be instructed to draw an ordinance making
the same effective. Upon roll call all seven Councilmen voted in the affirmative and mo-
tion was declared carried.
BUILDING PERMITS
Applications for building permits were presented, read and disposed of as follows:

Gentlemen:
Permission is requested to build a small addition to my dwelling house in Block 94,
Eisenbeis Add., on Sheridan Ave. Cost is estimated at 440.00.

Port Townsend, Washington
Permission is hereby requested to build on Lot Six, block two in Chas. Bartletts
Addition, a house, the demensione to be thirty by thirty-six feet at a cost three hundred
dollars for material.

It was moved by Councilman Miller and seconded by Councilman Smith that the said per-
mits be granted.
