Hiahwav No. 9:
A resolution submitted by the Department of Highways of the State of Washington was
presented and read, as follows:
R E S O L U T I O N N 0.
WHEREAS, the Department of Highways of the State of Washington is desirous of con-
structing State Road No. 9 through the City of Port Townsend and is desirous of routing the
traffic on said State Road through said City of Port Townsend over Water Street from Monro
Street to Walker Street; thence southwesterly over private right of way secer red by the
State to the southerly corporate limits; also over Tyler Street from
Street and crossing other certain intersecting streets and public thoroughfares, and,
WHEREAS, the Department of Highways of the State of Washington is desirous of receiv-
ing National Recovery Act Funds for the improvement of said highway, and
WHEREAS, the Bureau of Public Roads of the Department of Agriculture of the United
States of America will not participate in the construction of said highway until and unless
the City of Port Townsend will agree to refrain from permitting encroachments upon the
right of way of said above mentioned streets and until and unless the City of Port Town-
send will agree to refrain from passing ordinances or laws fixing a speed limit of under
twenty-five miles per hour on said above mentioned streets, and until and unless the City
of Port Townsend will agree to refrain from erecting signs, semaphores, and signals that
will give preference to local routes, or that will hinder or delay traffic on said above
mentioned streets, and until and unless the City of Port Townsend will agree, by suitable
ordinance, to adopt the grades of the highway as the grades of the city streets that are
involved and agree to protect the State of Washington and the United States of America
against any and all claims for damages account any changes of grades and the construction
of this improvement;
NOW, THEREFORE, BE IT RESOLVED by the Mayor and Council of the City of ... Port Townsend
that for andin consideration of the Department of Highways of the State of �Iashington and
the Bureau of Public Roads of the Department of Agriculture of the United States of Ameria
constructing said State Road and routing traffic oil the same through the City of Port Town
send over Water Street from Monroe Street to Walker Street; thence southwesterly over pri-
vate right of way secured by the State to the southerly corporate limits; also over Tyler
Street from 'rater Street to Front Street and crossing other certain intersecting streets
and public thoroughfares, it hereby agrees with the Department of Highways of the State of
Washington and the Bureau of Public Roads of the Department of Agriculture of the United
States of America that it will not, in the future, permit encroachments on the right of
way of the said above mentioned streets, nor will it pass any ordinances or laws fixing a
speed limit on the above mentioned streets of under twenty-five miles per hour, not will
it allow the erection of signs, semaphores and signals that will give preference to local
routes which intersect with said above mentioned streets or that will slow up, hinder or
delay traffic on said above mentioned streets, and that it will, by suitable ordinance,
adopt the grades of the highway as the grades of the City streets that are involved, and
hereby agrees to protect the State of Washington and the United States of America against
any and all claims for damages account changes of grades and construction of this improve-
ment.
PASSED the City Council of the City of Port Townsend, Jefferson County, Washington,
this 7th day of November, A.D., 1933.

It was moved by Councilman Townsend and seconded by Councilman Lafferty that the said
Resolution be adopted, and that the City Clerk be instructed to forward the required
certified copies. Upon roll call all seven Councilmen voted in the affirmative and
motion declared carried.
Resolution He: Clearing Building:_
A Resolution submitted by Councilman Aubert was presented and read, as follows:
RESOLUTION
WHEREAS, the buildings adjacent to the Franklin Hotel on the west side, on the south
half of Lot 7, block 43, and numbered consecutively 636, 638 and 644, facing Water Street,
and in the Northeast corner formed by the intersection of Water and Quincy Streets, was
condemned by the City Health officer, as a menace to public health, and
WHEREAS, these same wooden buildings being in the fire insurance restricted districte4
and in a dilapidated condition are condemned by the City Fire Chief as a great fire hazzari
now, therefor, be it resolved by the City Council of Port Townsend that said above men-
tioned wooden buildings are hereby condemned as a fire hazzard and a menace to public
p health; that the owner or his agent be given thirty days written notice to abate this
NI nuisance or the city must take steps to abate it and that the City Clerk be instructed to
give such notice.
It was moved by Councilman Aubert and seconded by Councilman McGee that the said Re-
solution be adopted. Before the question was put, Mr. E. M. Starrett visa granted per-
mission to speak, who stated that he had been given partial assurance that the Council
would not rush matters, that they were making some progress in filling the sidewalk area,
and that they expected to have some of the buildings removed in the near future. Also
that the City Water Supt had found a leaky valve to account for the standing water. Coun-
cilmen Aubert and Townsend, as well as other Councilmen, spoke on the subject and upon a
call for the question and a roll call vote for the adoption of the Resolution all seven
Councilmen voted in the affirmative and motion was declared carried.

UNFINISHED & NEW BUSINESS
Water for Orthopedic Shop:
Councilman Townsend brought up the matter of water service for the Orthopedic Shop
business be
and recommended that inasmuch as it was a semi-charitible that they given
free water. The matter was referred to the Water Committee,
Pay for Relief Patrolman:
Councilman Townsend brought up the matter of additional funds for the Police Depart-
ment for compensation of the extra patrolman. It was moved by Councilman 'Townsend and
seconded by Councilman Smith that the City Attorney be instructed to draw an emergency
ordinance to cover the additional expense involved for wages of special and relief patrol-
man for the balance of t)ie year 1933. Upon roll call Councilmen Aubert, Townsend, Smith,
Lafferty and Lammers voted in the affirmative and Councilmen McGee and Miller in the nega-
tive. Motion declared carried.
Expense Re: Railroad Tract:
It appearing that the Street Department had gone to some expense in repairing Water
Street where the railroad track had been removed, it was moved by Councilman 'Townsend and
seconded by Councilman Lafferty that the City Clerk be instructed to send a bill to the
Port Townsend Southern Railroad Company for the expense incurred in repairing Water Street
where the railroad tract had been removed. Motion declared carried.
Committee to Redistrict City:
The City Clerk again brought up the matter of redistricting the City into wards and
future precincts and it was moved by Councilman Townsend and seconded by Councilman Laffer•
ty that the Mayor appoint a Committee of three, together with the City Attorney and City
Clerk, to prepare and present a plan for such redistricting. Motion declared carried.
Committee:
The Mayor then appointed Councilmen Wm. Lammers, W. B. Smith and W. S. Lafferty as
such Committee.
Pay Water Department business Tax:
The City Clerk then brought up the matter of the business tax on Water Department re-
ceipts and after some discussion it was moved by Councilman Townsend and seconded by
Councilman Smith that the said tax be forwarded to the State, and that the Mayor and the
City Clerk be authorized to draw warrants for the amounts due for the months of August,
September and Octbber. Motion declared carried.
RECESS
It was moved by Councilman Townsend and seconded by Councilman Aubert thet the Counci',
recess for 15 minutes. Motion declared carried.
COUNCIL RECONVENES & ROLL CALL
The Council reconvened at 10:40 P. M. and upon roll call there were present Mayor
Geo. Bangerter, Deputy City Attorney W. J. Daly, City Clerk C. F. Christian and Councilmen
Aubert, Townsend, McGee, Smith, Lafferty, Lammers and Miller.
To Employ Mr. Sadler:
It was moved by Councilman Aubert and seconded by Councilman 'Townsend that the Water
Committee have power to employ Mr. Sadler to prepare estimates for water main replacements
and extensions for repair and improvement of the Washington Street bulkhead, and for the
terrace and steps on Taylor Street, and that the Committee may request the City Attorney
to draw up such emergency measures as may be necessary to carry out the intent of this
motion. Upon roll call all seven Councilmen present voted in the affirmative and motion
was declared carried. -
