Dr. George Bangerter, Mayor, City of Port•Townsend, Port Townsend, Washington. Dear Sir: I have your letter of October 26, 1933, relative to the proposed new quarantine Sta- tion at Port Townsend. I have no information with respect to the report that several Federal departments in charge of the matter have under consideration the abandonment of this project. The project is before the Public }Yorks Administration for consideration, and in com- menting on the project it was pointed out that the old Marine Hospital building might be used for sane purpose in connection with the Quarantine Station project. We had assigned an examiner to your city, but in accordance with your wishes will de- lay the examination until after the first of the year. Dear Sirs: The Comrads of Lewis Peter Mutty Post No. 26 would like to undertake the task of re- moving the piling from the streets in Railroad Addition. We realize this is a very un- sightly section and are anxious to do our bit in beautifying Port Townsend. May we have permission to remove and dispose of this piling? Very truly, Adjutant, B. E. From Port Townsend Chamber of Commerce: Re: Water Works Construction. A communication and resolution from the Port Townsend Chamber of Commerce, relation ti proposed repairs to the city water system, were presented and read, as follows: Port Townsend, Washington, October 23rd, 1933 The Honorable Mayor & Gity Council, Port 'Townsend, Washington. Gentlemen: The trustees of the Port Townsend Chamber of Commerce have this date approved the en- closed resolution and hereby present it for your consideration. This matter has been in the hands of our Civic Affairs committee and has been thor- oughly studied and investigated by the members of the committee, who believe that the im- provement is needed and advisable. (Chamber of Commerce Communication continued) j` RES.'OLUT I ON , e? g, } WHEREAS, after due consideration and investigation the Port Townsend Chamber of Com- merce believes an opportunity is afforded to make needed repairs, renewals and extensions jt to the Port Tbwnsend water distribution system at a low cost by accepting as a gift state j y and national aid amounting to fifty per -cent of the cost thereof, and WHEREAS, we have been creditably informed that money is available to meet the obliga- tion necessary on the part of the city, without Jeopardizing the water fund, to the amount of $15,000. THEREFORE, we the Port Townsend Chamber of Commerce respectfully pray your honorable body to proceed at an early date to take advantage of the state and federal aid available,, h thus providing for this necessary work before such aid is withdrawn, as we believe this Improvement to be for the best interests of the city. f a ,. r PORT TOWNSEND CHAMBER OF COMMERCE Attest: H. ORDINANCES AND RESOLUTIONS F ]L r$ Y • 1 ' Communication Presenting Resolution: Communication from Department of Highways submitting a proposed resolution was pre- sented and read, as follows: Olympia, October 17, 1933 Honorable Mayor and Council v City of Port Townsend SR #9, City of Port 'Townsend, Paving Washington Water and Taylor Streets, NRM-146-C Gentlemen: Your attention is directed to the fact that State Road No. 9 is officially routed through the City of Port Townsend, traversingnWater Street from Monroe Street to Walker , Street; thence southwesterly over private right of way secured by the State to the southerly corporate limits; also over Tyler Street from Water Street to Front Street and t crossing other certain intersecting streets and public thoroughfares. . The United States Bureau of Public Roads has called to our attention concerning en- jI croachments on the right of way of Federal Aid projects within the corporate limits of — towns and cities. For your information I quote below from letters received from the Die- 7 trict Engineer of the Bureau of Public Roads: -• Aa• �_ "Because of the difficulties which have arisen from such encroachment, Af • it will be necessary in the future where projects are submitted by any state which have any portion of the project within the corporate limits of cities or towns, for the state to submit an agreement with the town authorities that vy.,? no further encroachments will be permitted upon the right of way. "Y "During future field investigations of Federal Aid projects we shall care- fully inspect the routes through cities and villages and if there are encroach- f.; '�; ments within the right of way, inadequate street widths, or obstructions of any kind to the free flow of traffic, it will be necessary that you arrive at a y{ definite agreement with the municipal authorities relative to bettering these conditions prior to our approval of the Federal Aid plans." �,,�xF�"�•��r. !_ It is our understanding that the specific things which the Bureau is apprehensive ra- kN' jxl `ttJm garding are more particularly gas stations and pumps which are sometimes by permit author- ;; ized to encroach within the lines of established streets. This Department is particularly concerned in the present instance through its having .l made application for National Industrial Recovery Act funds to cover the project as a j whole within which the streets above referred to and other certain intersecting streets and public thoroughfares are a unit thereof. It is hereby respectfully requested that at sv•' the first regular meeting of the city council a suitable resolution be adopted which will embody the guarantee which we are required to make to the Bureau of Public Roads as in j r" accordance with their requirements as above defined. When such a resolution has been I{ adopted we should be furnished with four signed copies of same, one for our record and - sz y. files and three for submission to the Bureau of Public Hoads. We are enclosing herewith a I r} form of resolution for your reference and guidance to be used in connection with the above R request.
