The Report of the Water Superintendent for the month of Sep- tember, 1933, was presented, read, and referred to the Water Committee. Main Line Meters: The reports of the Water Supt. showing the flow of water through the main line meters, for the period ending October loth, were presented, read, and or- dered filed. Street Supt. Work Report: The work report of the Street Supt., for the period ending Oct. 17th, was presented, read, and ordered filed. REPORTS OF STANDING COMMITTEES. Townsend Collected $2.80 for Ordinance. Councilman Townsend turned over $2.80 to the City Clerk which represented the boldnce::due on the cost of publishing an ordinance amend• ding the beverage license ordinance, which amount he had collected from persons to benefit by said amendment. The Leader Company wglk; Councilman Lafferty reported that the Leader Company had r quested that their application for a sidewalk on the present grade be withdrawn, and Coun Gilman Lammers supplemented the report by stating that the interested property owners may later put in a sidewalk on the official grade. Water Car Purchased: Councilman Aubert reported that the -Finance Committee had talcs care of the actual work of purchasing a new car for the Water pepartment, as instructed b the Council and that all details had been taken care of and that payment had been made. Also that the insurance had been changed to cover on the new truck. Move Street Light: Councilman Smith brought up the matter of a poorly located street light, near Monroe and Roosevelt Streets, and that while the Electric Light Company had been asked to replace it, no action had been taken. The said matter was then referred to the Fire and Light Committee. BUILDING PERMITS. Applications for Building Permits were presented, read, and disposed of as follows: From J. M. Thomas, to -wit: Port Townsend, Wash., October 5th, 1933 To the Honorable Mayor amd City Council, Port Townsend, Wash. Gentlemen: Permission is requested to build a one -room addition to my dwelling house at 744 Fillmore Street, at an estimated cost of $75.00. Respectfully submitted, J. M. Thomas. From Mrs. W. M. McCurdjr, to -wit: Port Townsend, Wash., October 14, 1933 To the Honorable Mayor and City Council, Port Townsend, Wash. Gentlemen: Permission is requested to make general repairs to my dwelling house at 626 Ben ton Street, at an estimated cost of $75.00 Respectfully submitted, Mrs. W. M. McCurdy From Geo. It was moved by Councilman Miller and seconded by Councilman Townsend that the fore- going permits be granted. Motion declared carried. From Geo. F. Townsend, to -wit: Port Townsend, Wash., Oct. 9th, 1933 To the Honorable Mayor and City Council, Port Townsend, Wash. Gentlemen: Permission is requested to enlarge a door on the Tyler at. side of the Stevens and Starrett building at the S.E. corner of Water and Tyler Sts, for garage and repair a shop service; to set several piling under the buildin and to strengthen the floor of the room to be used. Cost of materials is estimated at 910.00. Respectfully submitted, Geo. F. Townsend. It was moved by Councilman Miller and seconded by Councilman Lafferty that the per- mit be granted. TOO the Honorable Mayor a nd City Council, Port Townsend, Wash. P' Gentlemen: - Permission is requested to raze a small building on the property on the north- east corner of ifater and Quincy Streets, generally known as the Torguson property; the sail building fronting on Qunicy Street and which was damaged by fire, and the roof and top sto y ry having already been removed. Upon Roll e� Call, Councilmen Miller, Aubert, McGee, Smith, Lafferty and Lammers voted in the affirma- tive and Councilman Townsend in the negative. Motion declared carried. The City Clerk reported that blanks had been received fro fir, w, the State Tax Commission, with notice to report and remit for businesstax for August and " r " September and that he had written in respect thereto, as follows: 7 ' Port Townsend, Wash., October 6th, 1933. Tax Commission of the State of Washington, Olympia, Wash. ' Gentlemen:- Permission is requested to postpone the making of the Tax heturn fdr-the City Water System of the City of Port Townsend, for the following reasons: 1. The City Council does not regularly meet again until Tuesday evening, October 17th and the City Clerk does not have authority to draw a warrant for any expenditure until ape cifically authorized by the City Council so to do. Nor can the City Treasurer honor a warrant unless so authorized. 2, We provision was made in the Water Dept. Budget for 1933 for such expenditure and it is presumed that an emergency ordinance must be adopted before such payments may be mad The budget for 1933 was fixed and adopted on October 4th, 1933, and provision for a busine tax could not have been foreseen. Knowing that the City of Tenpins, (and other municipalities) is conteabing the le- gality of the tax on municipally owned utilities, it is believed that the City Council too it for granted that no return would be required until after a decision had been rendered i the Tacoma case, and, consequently, has taken no action whatever in the matter. Industrial Insurance, Re: Fire Truck Drivers: that t The CityClerk orted t he had writ 1 n--- rep Y Lr° ten to the Department of Labor and Industries in effect that the Fire Truck Drivers were covered by a blanket policy taken out for the Volunteer Fire Department and that the city * desired to terminate further contributions to the State insurance fund; and that a reply had been received to the effect that while the law made provision for putting employees under the State law by election, there was no provision for cancelling same, and thatbthe fir, s°ixf matter would have to go before the whole Joint Board for consideration. Motion declared carried. NEW BUSINESS. Beverage License for P.D.Benson. w< It was found that an application from P. D. Benson rs for a beverage license had been overlooked under that order of business and was now pre- sented as follows: Name and Resdiente of Applicant; P. D. Benson, DeVillo Hotel, Port Townsend. Location for which license is desired; 643-645 Water Street Port Townsend. f: Name of the owner of the premises; �P. D. Benson Kind of License desired; Retail; to be consumed off the premises. It was moved by Councilman Townsend and seconded by Councilmen Smith that the said license be granted. Motion declared carried.
