Lammers, Mayor pro tem., presiding until the arrival of Mayor Bangerter. \' ROLL CALL; Upon'Roll Call, there were present Deputy City Attorney W. J. Daly, City g . Clerk C. F. Christian, and Councilmen Jacob Miller, C. P. Aubert, Geo. F. Townsend, Sam ? McGee, W. S. Lafferty and Wm. Lammers Sr., Mayor Bangerter and Councilman W. B. Smith ar= riving later in the session. Minutes of Regular Session of Oct. 3rd 1933 and Budget Session of Oct. 2, 1933. The minutes of the Statutory Budget Session of October 2nd, and of the Regular Sea- sion of Oct. 3rd, 1933, were read and were approved as read. Bangerter and Smith arrive: Mayor George Bangerter and Councilman W. B. Smith arrived during the reading of the minutes and took their respective chairs in the Council. - R ::. REPORTS OF OFFICERS: Mayor appoints Paddock as Park Police. The Mayor reported'that he had named John E. Paddock, the caretaker at the park, as a special park policeman, and the oath of office was' placed on file. trtr i Treasurerts September Report: The report of the City Treasurer for the month of Sep- tember, 1933, was presented, read, and referred to the Finance Committee. Health Officer's Report, re: Clingen Building. A written report from Dr. F.J.Delaney, City Health Officer, was presented and read, as follows: Port Townsend, Washington, October 17, 1933 Honorable Mayor and City Council, City of Port Townsend, Port Townsend, Wash. Gentlemen: I wish to call to your attention the deplorable and unsanitary condition exist- Ing in the frame building at the corner of Water and Quincy Streets, formerly occupied by the Orthopedic Thrift Shop. Water forme in stagnant .pools in the basement, and the fact that minor children play therein is a serious menace to the health of this community. The building in its present status is a nuisance and should be abated. 1,'* Very truly yours, F. J. Delaney, City Health Officer. It was moved by Councilman Aubert and seconded by Councilman Lafferty that the said report be adopted. Before a vote was taken, Mr. E's M. Starrett, representing the owner f the ro art was Sven an opportunity to 'speak and stated that he had received authors o p p yP 8 ty to fill in the sidewalk area in front of the property and that work on same would begin in the near future. Councilman Townsend then suggested that inasmuch as this fill was to be made, that the owner be given further time to make good and he then moved that no defi- nite action toward condemnation of the premises be taken until the next meeting. There was no second to the motion but Councilman Smith also spoke in opposition to haste at this time Call for the original question was then made and upon roll call vote, Councilmen Milli Aubert, Townsend, McGee, Lafferty and Lammers voted in the affirmative and Councilman Smit] in the negative. Motion declared carried. Fire Chief condemns Clingen Building: A communication report from J. J. Lafferty, Fi: Chief, was next presented and read, as follows: Port Townsend, Wash., October 17, 1933 To the Honorable Mayor and City Council of Port Townsend, Ylash. Gentlemen: - I, John Lafferty, Fire Chief of Port Townsend, do declare the old wooden struct- ure on the northeast corner of the intersection of Water and Quincy Streets a dangerous fi hazard, and in the interest of public safety do hereby condemn said structure, and declare it should be removed by order of the Council. Signed by, J. J. Lafferty. It was moved by Councilmen Aubert and seconded by Councilman McGee that the said repo be adopted and upon roll call vote, all seven Councilmen voted in the affirmative and moti was declared carried. 1,11. J. Daly Statement: Deputy City Attorney W. J. Daly then stated that since the Off ems had found the buildings unsafe and the Council had approved the reports, the next step would be to authorize the City Attorney to begin abatement proceedings against the propert Further discussion followed and it was moved by Councilman Townsend and seconded by Coun- cilman Smith that the whole matter be tabled until the next session of the Council. Upon Roll Call, Councilmen Miller, Aubert. Townsend, Smith, Lafferty and Lammers voted in the affirmative and Councilman McGee in the negative. Motion declared carried. 'WATER SUPT. WORK REPORT: The work report of the City Water Supt. for the period end ing Oct. 17th, was presented, read, and ordered filed.
