Christian, City Clerk of the City of Port Townsend, Was] ington, do solemnly swear that the Returns purporting to be the Special Tax Levy Election Returns of the several wards in the said city and herewith presented before the City Counc' of the said city, have been in no wise changed by alterations, additions or erasures since being delivered to me by the election officers for the said Special Tax Levy election and that they are the same as when I received them. Canvass of Returns: Mayor Bangerter thereupon appointed Councilmen Aubert, Townsend and Lammers as 'Tellers, and upon completion of the canvass, the results were entered upon the official statement of such canvass, as follows: STATEMENT OF CANVASS OF RETURNS OF SPECIAL MUNICIPAL ELECTION State of Washington HELD SEPTE14BER 26, 1933 ) County of Jefferson ) as City of Port Townsend ) Statement of the canvass made by the City Council of the City of Port Townsend of the returns of the Special Municipal Election held in said city, and the various voting wards thereof, on Tuesday the 26th day of September, 1933, under Ordinance No. 1029 of said city, for the purpose ofratifying or rejecting the following propositions: Proposition I.' Shall the City Council of the City of Port Townsend be authorized to levy and col1ec£-during the year 1934 the sum of $2,060.80, for the purpose of meeting a yearly installment upon the city fire engine, by a special and additional levy on all tax- able property in said city over and above the 15-mill levy now authorized by law? Proposition II. .Shall the City Council of the City of Port Townsend be authorized to levy and Collectduring the year 1934 the sum of $1,750.00, for the purpose of operating and maintaining the free public library of said city by a special and additional levy on all taxable property in said city over and above the 15-mill levy now authorized by law? Proposition III. Shall the City Council of the City of Port Townsend be authorized to levy—an-co3:1:ect-3ur1ng the year 1934 the sum of $1,000.00, for the improvement, operation and maintenance of the City Park by a special and additional levy on all taxable property in said city over and above the 15-mill levy now authorized by law? The following is a full, true and correct statement of said canvass by the City Coun- cil of the City of Port Townsend at a regular meeting held Tuesday, October 3, 1933, of the returns of said Special Municipal Election held in said city on Tuesday; September 26, 1933 filed in the office of the City Clerk as canvassed by said City Council, to -wit: For Proposition I. Total number of votes cast, 497 Total number of votes cast in favor of said proposition, 401: Total number of votes cast — against said proposition, 95 For Proposition II. Total number of votes cast, 497 Total number of votes cast in favor of said proposition, 389 Total number of votes cast against said proposition, 106 Fo_r Proposition III. Mayor Resolution Declaring Result of Special Election Resolution confirming the foregoing statement was next introduced and read, as follows RESOLUTION DECLARING RESULT OF SPECIAL ELECTION Held September 26, 1933 'WHEREAS, the election returns of the special election held in the City of Port Town- send,and the various voting wards thereof, on Tuesday, the 26th day of September, 1933, that being the date fixed for said election under and in pursuance to Ordinance No.1029 of the City of Port Townsend for the purpose of ratifying or rejecting, one or all, of the following propositions, to -wit: Proposition I. F. Christian, City Clerk, and having been filed with said City Clerk, an WHEREAS, by said statement of canvass aforesaid it appears: That upon Proposition I, to -wit: "Shall the City Council of the City of Port Townsend a authorized to levy and collect during the year 1934 the sum of $2,060.80 for the purpose of meeting a yearly installment upon the city fire engine, by a special.and additional levy on all taxable property in said city over and above the 15-mill levy now authorized by law?" 401 electors have voted for the ratification of said proposition and 95 electors have voted for the rejection of said proposition; That upon Proposition II, to -wit: "Shall the City Council of the City, of Port Townsend) be authorized to levy and collect during the year 1934 the sum of $1,750.00, for the purpos:. of operating and maintaining the free public library of said city by a special and adds- ;( ' tional levy on all taxable property in said city over and above the 15-mill levy now author ized by law?" 387 electors have voted for the ratification of said proposition and 108 electors have voted for the rejection of said proposition; - That upon Proposition III, to -wit: "Shall the City Council of the City'of Port 'TownsendC be authorized to levy and collect during the year 1934 the sum of $1,000.00, for the Im- provement, operation and maintenance of the City Park by a special and additional levy on S ,. all taxable property in said city over and above the 15-mill levy now authorized by law?" 356 electors have voted for the ratification of said proposition and 134 electors have vote for the rejection of said proposition, Therefore, by the City Council of the City of Port Townsend on this 3rd day of October, 1933, it is RESOLVED, ORDERED and DECREED: e 1. That said Proposition I having received a three -fifths majority of those voting thereon in favor thereof, the ratification of said proposition be and the same is hereby adopted and confirmed.{ 2. That said Proposition II having received a three -fifths majority of those voting thereon in favor thereof, the ratification of said proposition be and the same is hereby adopted and confirmed. 3. That said Proposition III having received a three -fifths majority of those voting thereon in favor thereof, the ratification of said proposition be and the same is hereby f adopted and confirmed. tt It was moved by Councilman Aubert and seconded by Councilman Lafferty that the said resolution be adopted. Upon roll call all five Councilmen present voted in the affirmative'' and motion was declared carried. k] COMMUNICATIONS Re: Insurance Rates: Communication from Mayor Bangerter was presented and read, as follows: 3 1 October 3, 1933 E. . Gentlemen of City Council. Gentlemen: I would requezt that the Council protest -against any contemplated raise in fire in- ' surance rates in the City, and would request that the Council take such steps as is necess- ary to procure a lower rate. Signed GEO. BANGERTER, Mayor It was moved by Councilman Lafferty and seconded by Councilman Townsend that the Mayor 1.., and the City Clerk be authorized to take action as recommended by the Mayor. Motion de- clared carried. BUDGETS CARRIED Concluding the hearing on the city budgets for 1934, it was moved by Councilman Aubert �! and seconded by Councilman Lafferty that the budgets as finally agreed upon last evening, p October 2nd, 1933, be adopted; and that the City Attorney and the City Clerk be instructed I to prepare ordinances confirming same and present them to the Council. Upon roll call all �. five Councilmen present voted in the affirmative and motion was declared carried. Recess: It was then moved by Councilman Aubert and seconded by Councilman Townsend that the i Council recess to 2 o'clock P.M., Wednesday, October 4th. Motion declared carried. j 4' Council Reconvenes after Recess: October 4th, 1933.
