third reading, whereupon it was moved by Councilman Townsend and seconded by Councilman
Aubert that said ordinance do now pass. After a brief discussion, a call was made for
the question and upon roll call all six councilmen present voted in the affirmative and
motion was declared carried.
The following is a full, true, and correct copy of said Ordinance as passed by the
City Council Sept. 19th, 1933; approved by the Mayor Sept. 19th, 1933, and published in
the Port Townsend Leader Sept. Plat, 1933, to -wit:
ORDINANCE NO. 1030.
AN ORDINANCE repealing certain sections of Ordinance No. 1026 entitled "An Ordinance
licensing the sale of certain beverages for the purpose of revenue, regulation and control
providing for the supervision and revocation of licenses; defining offenses against said
ordinance and providing penalties for the violation thereof;" passed by the City Council
March 30th, 1933, approved by the Mayor March 30th, 1933, as amended by Ordinance No.1027,
passed by the City Council April 4th, 1933; approved by the Mayor April 5th, 1933; and
amending Ordinance No. 1026 by providing for qualifications fd licensees.
THE CITY COUNCIL OF THE CITY OF PORT TOWNSEND, WASHINGTON, DO ORDAIN AS FOLLOWS:
Section 1. That Sections 5 and 6 of Ordinance No. 1026 entitled "An Ordinance licensi
the sale of certain beverages for the purpose of revenue, regulation and control; providin
for the supervision and revocation of licenses; defining offenses against said ordinance
and providing -penalties for the violation thereof;" passed by the City Council March 30th,
1933, approved by the Mayor March 30th, 1933, as amended by Ordinance No. 1027, passed by
the City Council April 4th, 1933, approved by the Mayor April 5th, 1933; be and the same
are hereby repealed.
Section 2. Licenses for the sale of beverages as defined by Ordinance No. 1026 for
consumption "on"' or "off" the premises, shall be granted only to persona, firms or corpo-
rations who have been a resident or have operated an established place of business in the
City of Port Townsend for more than six months immediately prior to the date of applica-
tion for license.
Section 3. That this Ordinance be published once in the Port Townsend Leader and to
be in force and take effect from and after five days from such publication.

Beverage Licenses: Mrs. Currie 'transfer granted:
Taking up the request of Mrs. Vera
J Currie, that the license granted to her for 101-103 Taylor Street, be transferred to her
new business location at 840 Washington St., it was moved by Councilman Townsend and secon•
ded by Councilman Smith that the said transfer of license be granted. Upon Roll Call,all
six councilmen present voted in the affirmative and motion was declared carried.
License to Francis DeLeo:
Application for beverage license from Francis DeLeo, was
presented and road, as follows:
To the Honorable Mayor and City Council, Port Townsend, Wash., September 19, 1933.
Port Townsend, Wash.
Gentlemen: -
I herewith apply dor a beverage license as specified in Ordinance No. 1026, to
sell beer to be consumed "on the Premises", at 725 Water Street, the said premises being
owned by my mother, Mrs. Ellen DeLeo, and I herewith present check for amount of said li-
cense to Dec. 31st, 1933 ($27.75).
I am petitioning that this Application may be acted upon this evening, and if
granted I pledge that I will sign the regulation application form tomorrow morning, Sept.
20th, 1933.

It was moved by Councilman Aubert and seconded by Councilman Smith that the license
be granted as petitioned for. Upon roll call, all six councilmen present voted in the
affirmative and motion was declared carried.
NEW BUSINESS.
Cottage In Park.
City Clerk Christian, at the request of Mr. Joe Kirkpatrick, Chair-
man of the Board of Park Commissioners, and on their behalf, made a verbal request that
the Park Board be given permission to erect a three or four -room cottage on the Chetzemoka
Park Property, as a dwelling house for the caretaker, at no cost to the city except as may
be incurred under the regular budget. It was moved by Councilman Townsend and seconded
by Councilman Miller that the said request be granted and motion was declared carried.
Mayor Bangerter and the several Councilmen praising the Park Board for their initiativac:ani

PORT TUATSEND, WASHINGTON, OCTOBER 2, 1933.
Special Session Re: Budget.
Pursuant to the provisions of Chapter 158 of the Session Laws of 1923,•and public notio
duly given, the City Council met in called cession this 2nd day of oetober, 1933, for con-
sidering, fixing and adopting the budget for the various funds and departments of the city
for the year 1934.
ROLL CALL.
Upon Roll Call there were present Mayor George Bangerter, City Clerk C. F.
Christian, and Councilmen W. S. Lafferty, Wm. Lammers Sr., Jacob Miller, C. P. Aubert, Geo.
F. Townsend and Sam McGee; Councilman W. B. Smith being absent account illness.
City Budget Notice.
The City Clerk read the printed notice of the purpose of the meet-
ing, whereupon Mayor Bangerter announced that consideration of the proposed budget was now
in order.
The Preliminary Budget as revised by the Mayor was then presented to the Council and it
was mutually agreed that where any change received the unanimous assent of the Councilmen
present, all such changes were to be approved and adopted under a blanket motion.
Unanimous changes.
In conformity with the said understanding the following reductions
were made without a dissenting voice, to -wit:
The appropriation for coat of issuing new bonds for refunding defaulted bonds which war
due July lat,'1931, was stricken out.
At the request of the City Clerk, the item of Sundrk and Misc. in his Department, was
reduced from $20.00 to $15.00.
In the Department of Elections, the items of salaries of election officers, for both
Primary and General Elections were reduced to $105.00 each, instead of $155.00 and $160.00
respectively, and the item of salaries of officers was stricken out, lander the sub -depart-
ment of Special Election.
The items of election supplies in each of the three divisions, Primary, General, and
Special elections were reduced from $60.00 to $55.00 in each division.
In the Department of Health, the salary of the Health Officer was reduced from $180.00
to ,$150.00 per year.
In the Street Department items were changed as follows:
Wages, labor from J600.00 to 4300.00
Repairs and Replacements from $625.00 to $500.00
Maberials and supplies from $250.00 to $200.00.
Public Library.
Members of the Library Board were present and the following reductions
in the preliminary budget estimates were a reed upon, to -wit:
Salary, Janit6r, from $216.00 to 9.180.00 per year
Book Binding from $100.00 to $75.00
Postage and Express from $10.00 to $5.00
Building Repairs, replacements and Improvements from $150.00 to $50.00
Water Department and Park Budgets not changed.
No changes were made in the Preliminary
Budget estimates for disbursements in either the Water Department oil Park Budgets.
Changesoby vote.
Items which were set by vote of the Council by roll call vote, were
as follows: and in the following order, to -wit:
Fire Truck Drivers:
It was moved by Councilman Aubert and seconded by Councilman Laf-
ferty that the salaries Of the fire truck drivers be left as provided in the preliminary
budget. Upon Roll Call, all six Councilmen present voted in the affirmative and notion was
declared carried.
Maintenance Fire Alarm System:
It was moved by Councilman Aubert and seconded by Coun-
cilman Lammers that the item of Maintenance of Fmre Alarm System by reduced from $90.00 to
$60.00. Upon Roll Call, Councilmen Lafferty, Lammers, Miller, Aubert and McGee voted in
the affirmative and Councilman Townsend in the negative. Motion declared carried.
Street Dept. Salaries:
It was moved by Councilman Aubert and seconded by Councilman
McGee that the salaried of the Street Supt. and the Street Truck Driver, remain at the sums
provided in the preliminary budget. Upon Roll Call, Councilmen Aubert and MgGee voted in
the affirmative and Councilmen Lafferty, Lammers, Miller and Townsend in the negative.
Motion declared lost.
Salaries Street and Fire Depts. out.
It was then moved by Councilman Townsend and secon
ad by Councilman Aubert that the salary of the Street Supt. be reduced from $1320.00 per ye
to 11200.00; the salary of the truck driver, street dept., be reduced from $1200.00 per yea
to 1140.00 per year, and that the item of Salaries for Fire Truck Drivers, Fire Department
be reduced from $2400.00 to $2280.00, the salarkcof each driver to be $95.00 per month.
Upon Roll Call, Councilmen Lafferty, Lammers, Miller and Townsend voted in the affirmative
and Councilmen Aubert and McGee in the negative. Motion declared carried.
Unanimous agreements confirmed.
It was moved by Councilman Townsend and seconded by
Councilman Lafferty that all changes and reductions made by unanimous consent, be ratified
and adopted, and upon Roll Call, all six Councilmen present voted in the affirmative, and
motion was declared tarred.
