Minutes of September 19/33 continued.
Discussion Re: Truck Licenses,
Councilman Townsend complimented the Police bepartment for its activity in trying tc
enforce payment of city licensee, and, inasmuch as there were a number of truck operator:
present whohad not paid licenses, he proposed that they be heard on the subject, as he
believed that the present ordinance was not fair to some and favored a business license
ordinance to cover all classes of business. He asked for an expression of opinion from
the other Councilmen.
Councilman McGee then spoke relative to beer and transfer licensee and stated that
he had been refused a warrant when he wanted to make a complaint, and had learned upon
inquiry that no warrants were to be issued except upon complaint of the Police Department
Permission was then granted the truck owners present to present their views and Mr.
Ywarsky, Mr. Ammeter and Mr. Shaw addressed the Council, the gist of their remarks being
that they considered that they were being discriminated against because other businesses
were not required to pay licensee and also that other commercial trucks were allowed to
operate without a license. Further that they had been assured that the Council would
Pass a revised or amemded ordinance and for that reason they had deferred paying their
licenses for this year.
Councilmen Townsend, McGee, Smith, Lammers and Aubert all spoke in favor of a generf
license ordinance, but it was called to the attention of the truck owners, by Both Coun-
cilmen Lammers and Smith that the present ordinance was still in effect and that failure
of other persona to pay did not excuse the present truck owners operating for hire.
Sidewalk Closed:
Councilman Townsend Sennnand brought up the matter of the unsafe
condition of the sidewalk at the N.E. corner of Water and Quincy Streets and moved that
barriers be erected blocking the sidewalk from use. The motion was seconded by Council-
man Miller and upon RollcCall;-Councilmen Lammers, Miller, Townsend, McGee and Smith vote
in the affirmative and Councilman Aubert in the negative. Motion declared carried.
Valves on Water Street:
Councilman Townsend brought up the matter of the location
of valves on the water mains on Water Street as it appeared that the Water bepartment cre
had spent considerable time locating the valve at thr cormer of Water and 'Taylor Streets,
and that it appeared to him that a definite record should be made of the location of they
valves, so that no time would be lost if a valve had to be closed In an emergency.
BUILDING PERMITS:
Applications for Building Permits were presented, read, and disposed of as follows:

Permission is requested to install a fuel oil tank of 4000 gallons capacity,

on the premises of the St. Johns Hospital, Block 210, Eisenbeis Addition. The tank will
be installed in accordance with city and Fire Underwriter regulations and specifications.

mit be granted. Upon Roll Call, all six Councilmen present voted in the affirmative and

Gentlemen: -
Permission is requested to take down the two upper floors of the remaining frame
wing of the old Franklin Hotel, and to complete the first story by putting on a composition
Poof and to stucco the side walls of the one-story part of the building, all at an estimate
cost of $500.00.

It was moved'by Councilman Townsend and seconded by Councilman Aubert that the said
permit be granted, the applicant to post a deposit of $25.00 to insure the proper clean-up
of the premises. Motion declared carried.
COMMUNICATIONS.
A circular letter to the creditors of the Booths Fisheriea Company was presented and
read, to the effect that the tentative final account of the Trustee in Bankruptcy had been
filed in Court and that checks were being sent to creditors on the basis of said final ac-
count, in some cases not exceeding 3% of the amount claimed.
To Cancel Booth Fisheries Balance:
It was moved by Councilman Townsend and seconded -
by Councilman smith that the Water Depb. be authorized and directed to cancel the uncbllect
ible balance of the old Booth Fisheries account as a lost account. Motion declared carried
Tax Commission Report.
The City Clerk reported receipt of forms to report to the Stat
Tax Comisslon the class of public utility which the City may be operating and that the said
report had been forwarded as the law made it mandatory.
Mrs. Curries communication, referred to earlier in these minutes, was now referred to
the Po ce an cenae omm ee.
REQUISITIONS.
Water Department:
The Water Department paesented a requisition for the following:
One Battery for Ford 'Truck
Overhauling of Ford `ruck.

It was moved by Councilman Aubert and seconded by Councilman Smith that the said
requisition be allowed. Councilman Townsend stated that he believed it would be poor e-
conomy to repair the old truck as it was practically woan out and that it would be cheaper
in the long run to purchase a new car as he had learned through Mr. Green the the Ford A-
gency would allow a turn in value of $150.00 at the present time.
To price new oar:
Councilman Townsend then moved as a substitute motion that the Fi-
nance Committee be instructed to investigate the matter of purgqhasing a new truck and to
report their findings. The motion was seconded by Councilman and upon a call for
the question was declared carried. In the mean time, the'dee of a battery was to be as-
oured.
For City Hall Department:
The City Hall Department, through Roy Seavey, presented a
requisition for two brooms and upon motion of Councilman Miller, seconded by Councilman
To*nbend, said requisition was granted.
RECESS: It was moved by Councilman Townsend and seconded by Councilman Miller that
the Council recess for 15 minutes. Motion carried and recess declared.
RECONVENED, AND ROLL CALL.
The Council re -convened at 10:15 o'clock P.M., andupon'Roll Call there were present
Deputy'City Attorney W. J. Daly, City Clerk C. F. Christian, end Councilmen Lammers, Miller
Aubert, Townsend, McGee and Smith, Councilman Wm. Lammere,Sr., presiding.
ORDINANCES AND RESOLUTIONS.
BEVERAGE LICENSE AMENDED.
Following recces, an ordinance amending the present beverage
ordinances, which had been drawn by Deputy City Atty baly;;at the request of the members of
the Council as a substitute for other proposed ordinancee on the• same subject, was presen-
ted and read in full by the City Clerk for the first reading.
It was then moved by Councilman Townsend and seconded by Councilman Aubert that the
first readingbe considered the second reading and that the third reading by by title only.
Upon Roll Call all six Councilmen present voted in the affirmative and motion was declared
carried.
