Permission is requested to take down the outside stairway on the frame building
on the L'.','. corner of Washington and Monnoe Streets and to build a stairway inside the
building. Also to close the doer where the present stairway is and to cut in another
doorway inside the building.

Communication from Bryan J. English, relative to garbage matters,
was presented, and read, as follows:

City of Fort Townsend, Port 'Townsend, 'Nash.
Gentlemen:
It has been told me by the Chief of Police, 14" . Compton, that the matter of gar-
bage, as boards, paper, barrels, cons, bottles, boxes, glass, etc., littering from the city
,proper, out San Juan Avenue to city dump should be reported to you. This city garbage hau
ler has no tail gate in his truck. Some come to me about this but it's not up to me to
keep the streets clear.

Council reconvened at 9:15 P.::., and upon Roll Call there were present Deputy City

S. Lafferty, ','m.Lsmmers,Sr., Jacob Willer, C. P. Aubert and Geo. F. Townsend, Council-

{ Ordinance for Special Election.
Providing for a Special Election to be held Sept. 26th, to submit the proposition of
special tax levies to the voters, Deputy City Attorney Daly presented an ordinance for sue
purpose, entitled "An Ordinance of the City of Port Townsend providing for and fixing the
date of a special election for the qualified voters of the city to ratify or reject propo-
sitions granting to the City Council authority to levy taxes on the taxable property of
a said city in excess of the rate of 15 mills now provided by law".
Said ordinance was read in full by the City Clerk for the first reading and before
proceeding to the second reading, Mir. Daly fully explained the effect of the 40-mill limit
law and its effect upon the city funds. An informal and general discussion followed and
it was then moved by Councilman Lafferty and seconded by Councilman Townsend, that the 1st
reading be considered the secondcreading and that the third reading be by title only.
Upon Roll Call, all seven Councilmen voted in the affirmative and motion was declared car-
ried.
Third � Radd_ing and passage. The City Clerk then read the said ordinance by title only

man Smith that said ordinance do now pass. Upon roll call, all seven Councilmen voted in
the affirmative and motion visa declared carried.

A14 ORDINANCE of the City of Port Townsend providing for and fixing the date of a spec
ial election for the qualified voters of the city to ratify or reject propositions grantin
to the City Council authority to levy taxes on the taxable property of said city in excess
;'. of the rate of fifteen mills now provided by law.
WHEREAS, it appears to the City Council of the City of Port To•.,nsend from an exanima-
tion of the preliminary budget now on file with said Council that there will be insufficie
f' money returned to the City Treasury of the City of Port Townsend during the year 1934,
r through taxation and otherwise, to provide for and carry out the functions of city govern-
ment for that year; and
WHEREAS, under the provisions of Initiative No. 64 (Chapter 4, Laws of Washington,1933
<, ¢ cities and towns are granted power to levy taxes in excess of fifteen mills, when authorize
so to do by the electors of such city or town; and
WHEREAS, it appears to the City Council that an election for that purpose is necessary
and that the following propositions should be submitted to the qualified electors of the
city for ratification or rejection,

Section 1. That a special election be held in the City of Port Townsend and theovariou

election laws of the State Bf Washington, but not leas than thirty days' notice of the vo-

newspaper doing the city printing, and posting notice thereof in at least three places in
each of the five voting wards of said city for said time.

TO NOTIFY DELINQUENT LICENSEES. It was moved by Councilman Aubert and seconded by Council-
man Townsend at the City Clerk be instructed to notify all delinquent city licensees and
to furnish the Mayor and Chief of Police each with a list of said delinquents. Motion card
