In relation to instruction by the City Council, the City Clerk reported that he had written to the Quartermaster at Fort Lewis, with reference to their request for (eater service for the Conservation Corps camp at Quilcene (Camp Leland), as follows: Port Townsend, 711ashington, July 21, 1933. Subject: Plater Service. Arthur J. Davis, Lt.-Colonel, 6;.L:. Corps, quartermaster, Fort Lewis, Washington. �Nppl Dear Sir: - Your letter of July 15th, addressed to the Mayor, City of Port Townsend, rela- tive to a water supply for the Civilian Conservation Corns camp at Quilcene, was duly pre- sented to the City Council, and because of the tedious .,procedure involved, the writer was i insbructed to write and acquaint you with the situation. The entire (eater supply system outside of the city limits is under a long term lease to .the National Paper Products Company, and contains, in part, the following stipu- lations: 1. The National Paper Products Company shall have full charge of the operation and maintenance of the system outside of the city limits and neither the company nor the city may tap the line for a new service outside of said city limits. 2. However, the Company has indicated in the past that for a temporary water supply for a public project (where no other source of supply is a vailable, they would consent to a connection upon condition that the city binds itself to fully indemnify the Company for any loss that might accrue by reason of such diversion of water and they reserve the right to discontinue the service at any time, if in their judgment, this extra service should in any affect the even operation of their plant. 3. The Company reserves the right to make the co neetion, to disconnect same when service is discontinued and to be reimbursed for any expense incurred. The Company con- siders that all these precautions are necessary, i believe, to safeguard and protect the validity of their lease and the continuous operation of their pinnt. In view, of the time required to execute the said agreements, the City Council is of the opinion that you will prefer to immediately develop some other source of water supply for this camp, and await your further word in the matter. Respectfully, C. F. Christian, City Clerk. Said report was ordered filed. Application for Emergency Construction Funds. The City Cleric reported that he had duly made application for Emergency Construction Funds, to Ross K. Tiffany, Emergency Relief Administration, but inasmuch as 1.1r. Tiffany had returned the application with the information that the Divisional Director for the North- west, wbo would have charge of such matters, had not ,yet been named, no action visa taken and no specific record of the said application is herewith made, WATER SUPT. WORK REPORT. The work report of the City Water Superintendent for the period from July 12th to 31st, inclusive, visa presented, read, and ordered filed. MAIN LINE LEPER REPORTS. The reports of the City Water Supt. of the flour of water through the main line meters for the period ending July 25th, were presented, read, and ordered filed. STREET SUPT. YIORK REPORT. The work report of the Street Superintendent for the period from July 18th to 31st, inclusive, was presented, read, and ordered filed. CHIEF OF POLICE JULY REPORT. The report of the Chief of Police for the month of July, was presented, read, and ordered filed. Board of Prisoners. Councilman Townsend brought up the matter of board of prisoners, the budget report showing that the appropriation had been nearly used up, and five months v } t MINUTES OF AUGUST 1/33 CONTINUED. 455 ;z of the year still to be taken care of, which would create a difficult situation for the rrl, y.3 Police Department if the lawless element gained the impression that they could not be kept In jail f(r lack of funds. ,;There appeared to be another small item in the budget that could be used If urgently needed and the matter was as allowed to stand. r REPORTS OF STAND114G CO:tMITTE•ES. t` 1 101IS SIDE"NALK REPORT: Reporting verbally, Councilman Townsend stated that he had tal- ked with Fred 0. Lewis, relative to his application to build a cement sidewalk in front of t # his building on Plater Street, in Block 43, Original Townsite, and found that Mr. Levis de- " 's,•. dired to build the sidewalk similar to the plan of the City Hall sidewalk because of lack 3� of funds to build a solid walk at present and that it visa his intention later, when he had x the funds to fill the walk solid with concrete. After some discussion, it vise moved by Councilman Townsend and seconded by Councilman ry Lafferty that the said application be granted Mr. Lewis as applied for. Motion declared F�r carried. s OTHER SIDEWALKS. Inquiry was made as to the status of the sidewalk along the present ''. Orthopedic shop building and it developed that Mr. Starrett was securing costs on filling "# sidewalk space. A motion by Councilman Townsend and seconded by Councilman Aubert that jss! the owner of the said property be notified that substantial improvements must be made to ,. this sidewalk or the city would do it at the expense of the owner, visa later dithdrawn. yt p - r',._ ° STOVE PIPE - HALLER BUILDING. Councilman Aubert reported that the stove pipe which extended through the v,all of the Haller Building and which the Council ordered removed, wa( again extending through the wall. Other Councilmen were of the opinion that the stove- pipe had been removed and the matter visa referred back to the Fire and Light Committee and I_I the Fire Chief. I! HALLER BUILDING RUBBISH. Councilman Aubert then called attention to the jumble of old boards or planks and other rubbish which had gathered between the terrace steps and the a' Haller Building, to the effect that he considered the same a worse fire hatard that the stove pipe through the wall, and moved, the motion being seconded by Councilman Lafferty, that the owners of the building be notified to remove the rubbish and abate the fire hazan } Motion declared carried. nz 1'y�r •rr; `LATER SERVICE - DE 1i0Y & ilIARTIN. 'a `a Councilman Townsend brought up the matter of water r' tap to serve the Del.loy and Martin service station at the corner of dater and Monroe Ste., x ' it appearing that this was a new, 211 copper service installed at the request of the owner { of the property, and in common with other copper services installed, not paid for. After cam extedded'oonsideration of the matter, it was moved by Councilman Lafferty a yr and seconded by Councilman Aubert that as a first consideration, a cash payment of $25.00 L,k be made on account and the remainder of the amountefor the copper service pipe be paid at the rate of $10.00 per month. Upon roll call, all seven Councilmen voted in the affirma- tive and motion was declared carried. r � t ROOF PAINTING BIDS. i•l� In the matter of repairing and painting the roof of the City Hal $".'`k Councilman Townsend reported that they had received three proposals, as follows: A verbal proposal from Lyman Stocknnd, contracting to do the work for $35.00 r' A written proposal from W. A. Myers to do the work for '$45.00 A written proposal from J. H. Cameron & Sons to do the proposed work for y135.00; the latter proposal being in excess of the sum budgeted for the work. After due consideration, it was moved by Councilman Miller and seconded by Councilman Smith that the work be awarded to W. A. Myers, with the proviso that the cost of extra ma- �t-�'L',> s terials, other than the barrel of paint now on hand, to not exceed $10.00. Motion declare carried. BUILDING PERMITS.
