Dear Mr. Kuhn: -
This will acknowledge, on behalf of Mr. Ernst, your undated application for Grants in
Aid to Fefferson County and to the City of Port Townsend. Vie note that for City projects
no local financing is possible. The State Welfare Commission has definitely taken the
position that as a condition prededent to state Grants in Aid there should be local finan-
cing to the extent of at least 501' of the total cost of the project.
Your City Commissioners, I am sure, Trill appreciate that if state funds are distribu-
ted to local projects it must be on an equitable basis. Other communities are meeting this
condition and it would be unfair to them to make grants on more favorable terms to Port
Tovrneend. Federal Grants in Aid are also conditioned on local self help.
Through the emergency that has made available state and federal funds to aid local
agencies on projects such as those submitted by the City of Port Townsend, communities hav,
the opportunity of getting essential public works built with the aid of substantial federa:
and state grants. If the city is unable or unwilling to do the necessary local financing
at this time it ::ill be faced with the necessity of taking care of these needed improve-
ments entirely from its own resources.
It is understood that there will be available federal funds for public work loans to
minucipalities at the rate of perhaps 3�°�. It mlEht be possible for the city to provide
local financing for some at least of its projects through such federal loans. Will you
be good =nough to lay these facts before the Mayor and City Commissioners of Port Tosxgsend

Insurance expiration notices were received from Col. H. M. Mer-
riam, relative be the L'hevrolet dump truck and the Russell road grader, and from George
'ilelch, relative to :Pater iept. Ford truck, each soliciting a renewal of the policies on
the equipment mentioned. The matter ryas referred to the Finance Committee.

ORDI14ANCES AND RESOLUTIONS.
Permit to Federal Government,acet. Point Hudson.
Pursuant to instructions from the Council, Dep, City Attorney Daly prepared and
presented the following resolution, relative to wastage from dredging on the Point Hudson
tract, to -wit:
RESOLUTION.
WHEREAS, request has been made of the City Council by the Supervising Architect of the
United States Treasury Lepartment for a permit which will allow the overflow or wastage
from 'the proposed Point Hudson dredging project for the new United States quarantine Sta-
tion to overflow from the site bounded on the North by the southerly line of clay Street
into the easterly line of Jackson Street,
BE IT RESOLVED:
That permit, is hereby extended to the Treasury Department of the Unite
States to waste such overflow dirt on the easterly side of Jackson Street as will cause th
actual widening of sr.id Jackson Street from its present traveled area to width as detailed
on the Original Plat of the City of Port Townsend.
PROVIDED H077EVER,
that no liability will attach to the City of Port Townsend by reason
of this resolution, and that the contractors or contractor ultimately performaing the pro-
posed work will indemnify property owners abutting upon the area affected from any damage
that might be sustained by reason of this permit.
It was moved by Councilman Townsend and seconded by Councilman Smith that the said res
olution be adopted. Upon roll call, all seven Councilmen voted in the affirmative, and
motion was declared carried.

L UNFINISHED AND NEW BUSINESS.
Sidewalks:
Councilman Smith reported that there was a dangeous point in the sidewalk
on Washington Street, near the Metzger electric shop, and the matter of dilapidated side-
walks was discussed by the whole Council. The City Clark reported that he had written to
'the owner of the property now occupied by the Orthopedic Thrift Shop and had also notified
Mr. E. M. Starrett in substance that the city had ordered the work to be done. The Mayor
requested of Mr. J. R. Pollard, Street Supt., who was present, that he make a weekly in-
spection of these walks.
NEW LIST. OF STANDING COMMITTEES.
Mayor Bangerter addressed the Council to announce that he had made several changes in
the personnel of the Standing Committees and in reading the list as prepared, stated that
several errors had been made and that he would furnish the City Clerk with a';revised list
for the records. Thhs revised list as furnished the City Clerk is as follows:
