Honorable Mayor and City Council,
Port Townsend, 'dash.
Gentlemen: -
I have been directed by the Supervising Architect of the U. S. Treasury Depart-
ment to obtain a formal permit from your body which will allow the overflow or wastage
from the proposed Point Hudson dredging project for the new U.S. .uarantine Station to
overflow from the site bounded on the North by the Southerly line of Clay Street into the
easterly side of Jackson Street which is now part of the old mill pond lagoon.
Your body will no doubt agree at omee that it will be a great benefit to the pro'
arty to be filled entirely or in part during this construction. Any fill that results
from this move will also greatly enhance the value of the property.
The Supervisinb Architect has pointed out this will save them the considerable
expense of a 1200 foot bulkhead and will greatly simplify their problem. I trust you
will feel favorable towards instructing the City Attorney to draw up a formal permit at
once, which should be forwarded to Dr. F. Carmelia, Asst. Surgeon General, U.S. Public
Health Service, 1ashington, D. C.
Yours very truly,
E. M. Starrett
