PORT TOWNSEND, WASHINGTON, JUNE 20th, 1933 The CITY COUNCIL of the City of Port Townsend, Washington, met in regular session this !Oth day of June, 1933, at 8 o'clock P.M., in the Council Chambers of the City Hall, Coun- ;ilman ;.m. Lammers, mayor pro t9m, presiding until.the arrival of Mayor Bangerter. ROLL CALL. Upon Roll Call, there were present Deputy City Attorney 7% J. Daly, City Clerk C. F. Christian, and Councilmen W. S. Lafferty, :7m. Lnmmers,Sr., Jacob Miller, C. P. Aubert, Geo. F'. Townsend, Sam McGee, Mayor Bangerter and Councilman Smith arriving later in the session. Minutes of June 6th read and approved. The minutes of the regular session of June 6th were read and approved as read. Application for Beverage License. Safeway Stores: Application to dispense beverages as defined by Ordinance No. 1026, was submitted as follows: Applicant: Safeway Stbre No. 637, R. E. Fuller, Local Manager. Location: Rothschild Building,. 821 Water Street. Owner of premises: Emelie A. Rothschild License desired: Retail; beverages to be consumed "off the premises." It was moved by Councilman Aubert and seconded by Councilman Townsend that the said application be granted. Upon Roll Call, all six Councilmen present voted in the affirm- ative and motion was declared carried. REPORTS OF OFFICERS. City Clerk. Sidewalk Notice. The City Clerk reported that in accordance with instructions by the City Council, he had mailed notice to repair sidewalk, as follows: Port Townsend, Wash., June 16, 1933 State of Washington ) County of Jefferson ) SS. City of Port Townsend) Mr. T. S. Clingan, C/o Pacific Coast Steel Co., Seattle, Wash. Dear Sir: - Take notice that the sidewalk along the North side of Water Street, abutting up- on Lot 7, Block 43 in the Original Townsite of the City of Port Townsend is in a dangerous, unfit condition, and you are hereby directed to repair the same in accordance with the Or- dinances of the City, without delay, or the city will make such repairs as are deemed nec- essary, and file a lien upon the property for costs incurred; all by order of the City Cour oil made at the regular session of June 6th, 1933. The City Clerk further reported that, as directed by the Council, he had written to the Quartermaster at Fort Worden, relative to water rates, as follows: Port Townsend, 'flash., June 8, 1933. Chas. Dear Sir: - In reply to your letter of June 6th, 1933, relative to the request of the depart- ment for a reduction in water rates for the fiscal year commencing July let, 1933, the City Council has directed me to advise you that owing to bond redemption and bond interest re- quirements, your request for a reduction in rates cannot be granted. There is a hard and fast stipulation in the bonds sold to finance the constructio of the present umber system, that the City shall at all times maintain such rate or rates as will insure the prompt payment of interest when due and redeem the water bonds as they mature, and our revenues at the present time are barely sufficient to meet said obligations and take care of the necessary operation costs. We, therefore, regret to have to advise that the city, at this time, cannot grant a reduction in rates to any one. Rospectfully yours, C. F. Coast Guard Water Contract nccepted. The City Clerk reported acceptance by the Coast l i Guard, of the contract to furnish Base Ten with fresh water. -rived at this time and took his seat in the Council Councilman 1V. B. Mayor Geo. Bangerter arrived at this time and thereafter presided. c.Water'Suptte Work Report. The Water Superintendent's Work Report for the period en- ding June 20th, was presented,read, and ordered filed. The Committee on Water and Drainage presented the ing written report on the petition for water main on lower Hastings Avenue, to -wit: Port Townsend, Washington, June 19, 1933 To the Honorable Mayor and City Council, of the City of Port Townsend, Gentlemen: - Your Committee, on V;ater and Drainage to whom was referred the matter of peti- tion to install water main on Hastings Avenue between Sheridan Street and Discovery Road, would respectfully report as follows: Upon a personal inspection of the proposed project we find but three patrons to be served (who are now connected to water system), and after a careful and full consideration of the financial problems involved, we find that no funds are available to construct the said water main or any part thereof. (signed) '.Vm. Lammers Sr., V1. S. Lafferty, Jacob Miller. Committee. It was moved by Councilman Lafferty and seconded by Councilman Lammers that the said report be adopted. Upon Roll Call, all seven Councilmen voted in the affirmative and mo- tion was declared carried. AUTO LICENSE ORDINANCE. Councilman Aubert, reporting verbally.in relation to the pro• posed auto license ordinance, stated that upon the request of the City Attorney, the mat- ter was postponed and carried over to the next session, and that now, inasmuch as a hear- ing is scheduled late in this month at Olympia on the subject matter of the proposed ordi• nance, it would be advisable to again postpone action and it was so ordered. HARBOR and HEALTH. GARBAGE DUMP. Councilman McGee reported that many complaints had come to him from residents of the fifth ward, in the vicinity of the garbage dump, relative to a plague of rate attracted there by the garbage dump. He stated that he had made a personal inspec- tion, together with the Chief of Police, and that they saw very few rats, but believed that the matter of the location of the dump should receive attention and suggested that the matter be brought to the attention of the Chamber of Commerce for sugeestione. The City Clerk was informally requested to present the matter to the Chamber ofCommerce and he accepted the duty. Petition on Dump. At this time, a petition from residents in the California and Mon- tana Additions was presented through Councilman McGee, and was read, as follows, to -wit: Port Townsend, Wash., June 12, 1933. To the Councilmen of the City of Port Townsend, Wash. 71e the undersigned citizens of Port Townsend, Wash., petition to have the garbage dump removed from its present location at the end of Hill Street. It is a menace to the health of the cormiunity, inasmuch as it is infested with thou- sands of rats that are not only covered with vermin, but also diseased and these rats are spreading to all the near by homes, carrying these vermin and disease to stock as well as people. These rats destroy property, kill poultry and are generally harmful. Poisons and traps are useless, for where one rat is caught or poisoned, there are twenty-five to take its place. Chas. Ruby, one of the petitioners, was granted permission to address the Council and stated that while the dump was kept in as good condition as is possible under the circumstances, it had become a public nuisance because of the number of people living in that vicinity and believed that the only solution was to remove the dumping of garbage to some other location. Discussion followed by members of the Coun- cil, Councilman Smith stating that the dump was in better condition than it had been for years and the sentiment of the Council seemed to be that some relief should be granted if possible. The whole matter visa then referred to the Harbor and Houlth Counitee, the C1 Attorney and the City Health Officer.
