The City Council of the City of Port Townsend, Washington, met in regular session this 16th day of May, 1933, at 8 O'clock P.M., Councilman Wm. Lammers,Sr., presiding until the arrival of Mayor Bangerter. ROLL CALL. Upon Roll Call there were present Deputy .City Attorney 11.1m. J. Daly, City Clerk C. F. Christian, and Councilmen Sam McGee, W. S. Lafferty, 77m. Lammers,Sr., Jacob Miller, C. P. Aubert and Gen. F. Townsend; Mayor Bangerter and Councilman Smith arriving later in the session. MINUTES READ AND APPROVED. The minutes of the regular ses9lon of May 2nd were read and approved as road. Councilman 7!. B. Smith arrived during reading of the minutes and took his seat in the Council. REPORTS OF OFFICERS. Treasurer's Report: The report of the City Treasurer for the month of April, 1933, was Presented, read, and referred to the Finance:,andrClaime Committee. pater Superintendents Report: The report of the City Water Supt. for the month of April, 1933, was presented, read, and referred to the 'hater and Drainage Committee. Main Line meter readings: Reports by the Plater Supt., of the flew of water through the main111ne meters for the period ending,;May 9th, were presented, read, and ordered filed. ';later Supt. 'Mork Report: The work report of the Water Supt, for the part of the month ending May 16th, was presented, read, od ordered filed. City Attorney, Re: Industrial Insurance• Deputy City Attorney .1. J. Daly reported tha Dr. E. E. Gleason of the welfare board had brought up the matter of Industrial insurance fo persons employed through the said relief organization, it appearing that such persons were not insurable by the State and feared that in case of an accident, the County might be held liable. Councilman Aubert stated that as a member of the Welfare Board, he had introdu- ced a resolution to the effect that they considered the said relief organization not respon sible for any accident or accidents that might occur. Mr. Daly further stated that Dr. Gleason stressed the point that if some provision vras not made for insurance and an acciden occurred, the County might be put to considerable expense to care for the injured workman. Peck for a period of one year at a rental of 12.50, with the proviso that the streets are not to be wholly closed. Motion declared carried. Hastings Avenue '.';star Line. It was then moved by Councilman Lammers and seconded by Councilman Lafferty that the said water pipe be installed if such installation can be financed, recommending it as a good investment for the city. Upon Roll Call, all sever, Councilmen voted in the affirmative and motion was declared carried. REPORTS OF STANDING COL*.MITTEES: In the matter of Collision Insurance on the Fire Truck, the City Clerk reported that at the request of the Fire and Light committee, he had written the Mack Truck Company with reference thereto and to date had not received a roply. The matter vras laid over to the next session. Holcomb Street grading: In the matter of the petition to improve two blocks of Hol- comb Street, Councilman Lafferty reported that the committee had made no special Investi- gation as he was familiar with the situation and that when the petitioners had cleared the street, it would be a small matter to run the grader over it when convenient. BUILDING PERMITS. Applications for Building Permits were presented, read, and disposed of as follows: From Alfred Newman, to -wit: Port Townsend, Wash., May 8, 1933 To the Honorable Mayor and City Council, Port Townsend, Wash. Gentlemen: Permission is requested to tear down an old shed on my premises at corner of Clay and Adams Streets and to erect a combination garage and woodshed thereon, at an es- timated cost of $50.00. Respectfully submitted, Alfred Newman. From Cameron and Sons, Contractors, to -wit: 1 Port Townsend, Wash., May 5th, 1933 To the Honorable Mayor and City Council, Port Townsend,Wash. Gentlemen:- Permission is requested to construct a concrete sidewalk in front of the prop- erty on Yr. N. A. Lewthwaite, being 55 feet on Lawrence Street, at the corner of Scott St. Mr. Sadler set the grade before he left the employ of the city and no engineer- ing work will be required. ^espectfully submitted, Cameron.and Sons, Contractors. It was moved by Councilman hiller and seconded by Councilman Smith that the said per- mits be granted. Motion declared carried. COMMUNICATIONS. Street (flight) Parking Petition. A communication in the form of a petition, relating to the parking provisions of the traffic ordinance, signed by A. I. Smith, Price Frame and others, was presented, and read, as follows, to -wit: Port Townsend, %Vash., 'day 8th, 1933 To the Honorable Mayor and City Council, Port Townsend, Wash. Gentlemen:- 7te, the undersigned citizens of Port Townsend, do respectfully petition your honorable body that the ordinance imposing restrictions upon night parking of automobiles upon the streets of the city, be repealed. Signed: A. I. Smith, Price Frame, at al. This petition contained a total of 183 names and because of the length of the petition and the valuable space required to record the same in full, the same is hereby referred to and made a part of these minutes the same as though set out here in full. This petition was referred to the Police and License Committee and to the City Attorney Discussion. Mayor Bangerter then inquired if any one present desired to be heard on the petition and permission being extended, Mr. A. I. Smith of the Central Hotel and Mr. Price Frame of the Velmonico Hotel both spoke in favor of the petition on the ground that the restrictions were not necessary and that it was detrimental to their business. Coun- dilman Smith expressed the 6pinion that the present restrictions were too harsh and should be repealed. Councilmen McGee stated that he believed the restrictions were necessary for several reasons and Councilman Aubert also appeared to favor the present restrictions. Upon inquiry by Councilman Aubert, Fire Chief Lafferty stated that all'hightrparking,might seriously hinder the work of the fire department in case of fire, as it was usually hard to find the owner of a car after midnight and to have the car or cars removed from the dan ger• zone. ORDINANCES AND RESOLUTIONS. W. J. Daly communication on proposed ordinances. In the matter of proposed ordinances in relation to storage of gasoline, change it 3 of boundaries of the building districts, and licensing of commercial trucks, Dep. City Attorney 71. J. Gentlemen:- ConcerAing certain ordinances relating to changing of fire limits and sto- rage of gasoline, the Chief of the Fire Deportment informs me that he personally inter- viewed a member of the Washington Grading and Rating Bureau, commonly known as the Fire Underwriter, and that a representative of that bureau will be in Port Townsend in the very near future. He stated to the Fire Chief that it might be just as well to hold up these
