To the Honorable Mayor and City Council of the City of Port Townsend. Gentlemen: - Your Committee on Police, Revenue and License to whom was referred the matter of a more drastic ordinance governing dog licenses and impounding dogs, asks leave to re- port as follows: That our Chief of Police declares that the enforcement of any ordinance under present conditions is very difficult; that the State law requires the impounding of a dog, caught without a license, forty-eight hours and notice to the owner, before the dog i may be destroyed, and that we have no such impounding facilities. Therefore, your Committee, considering the added cost in providing such impounding facilities, the condition of the city treasury, and that no provision for such expense is provided in the budget, we have decided to do the best we can under the present ordinance as it is. A communication signed "Taxpayer" complaining about the condition off a certain street, was not made a matter of record and visa referred to the Street Committee, direct. Peck's petition for Street Rental. Conmunication from Mr. C. H. Peck, making applicatio for the lease of certain parts of streets, was presented, and read as follows: Port Townsend 'lash., May 2, 1933 To the Honorable Mayor and City Council, Port Townsend, Weah. That part of McPherson Street between the State Highway and 4th Street; 2 That part of 4th Street between McPherson and Thomas Streets; 3. Communications from the Washington Surveying and Rating Bureau, relative to propoaot changes ih,,the'.douddarisa of the Building or Fire Districts, were presented and read as foll(yws: Seattle, Washington, April 29, 1933 Honorable Mayor and City Council, Port Townsend, Washington. Attention of Mr. C. F. Christian, City Clerk. Sirs: - I have your letter of April 28, 1933, in which you outline certain changes which it is proposed to make in the building law of your city and after giving this matter careful consideration, we have reached the conclusion that from the standpoint of grading of the fire defenses of the city and the resulting fire insurance rates, it would be unwise to maki the change suggested. The grading of the fire defenses takes into consideration, among other things, the building law as it is now enacted and enforced, but what is more important the type of con- struction which prevails in the principal mercantile district has a marked influence on the grading of the city fire defenses. The principal mercantile district quite often extends beyond the fire limits of a city or town, and in the case of Port 'Townsend this will undoubtedly happen under the pro- posed arrangement. The result of frame construction in the blocks which it is proposed to eliminate from the first building district will also create frame exposures to the princi- pal mercantile district in places where such frame buildings would not be constructed as being actually a part of the district. As we understand the situation, it is the intent to proceed with the construction of frame buildings in the portion of the district to be eliminated. This will undoubted- ly result in a change in the fire protection classirication of the city and consequently in the fire insurance rates on all property within the corporate limits unless improvements are made in other departments to offset the deficiency charges, which will result from the change in the building laws and the type of construction in the principal mercantile dis- trict.
