The CITY COUNCIL of the City of Port Tainsend,
Washington, met in regular
session this
2nd day of May, 1933, at 8 o'clock P.M.,
in the Council Chambers of the City
Hall, Council-
man ltitn. Lammers, Mayor pro tem. presiding
until the arrival of Mayor Bangerter.

It was moved by Councilman Aubert and seconded by Councilman McGee that the said alalms
be allowed and that the Mayor and the City Clerk be authorized to draw warrants upon the
proper funds in payment of same. Upon roll call, all seven Councilmen voted in favor
thereof and motion was declared carried.
REPORTS OF OFFICERS.
City Attorney - Buildings and Gasoline Storage.
Relative to proposed ordinances on the
NFire zones and storage of gasoline, Deputy City Attorney 7,'. J. Daly submitted the following
written report, to -wit:

Gentlemen: -
In accordance with instructions of ,your honorable body at the last and previous
meetings concerning the drafting of certain proposed ordinances, I submit the following re-
port.
First: I submit herewith a proposed ordinance amendatory of Ordinance No. 815, Com
monly known as the Buildibg or Fire Ordinance. This pboposed ordinance reduces the limits
of Fire District No. 1 and creates a fire district to be known as Fire District No. 3, and
provides for the type of buildings to be constructed therein. From a legislative point
of view, the amending of ordinances by piecemeal is not the most approved method and I have
submitted this ordinance mindful only of the fact that a re-enactment of the so-called Buil
ding or Fire Ordinance would entail an appreciable printing bill.
Second: Concerning the proposed ordinance relative to the handling and storage of

gasoline, I have received from the Washington Surveying and Rating Bureau of Fire Underwri-
ters the standard form of ordinance applicable to the subject matter. After reading over
this standard form of ordinance, I feel that the mere regulation of gasoline dn.dwelling
houses would not entirely satisfy as obviously gasoline and other inflammable liquids are
stored in divers and sundry commerical houses throughout the city, for example: dyeing and
cleaning houses, drug stores, etc.
In this connection I have been informed by several writers of fire insurance in the
city that the fact that some home dwellers are storing gasoline in drums in their garages
in no way affects fire rates in this city. If the Mayor end Council find this to be a
factthe value of the proposed ordinance would probably be reduced to a nullity and might
entail more confusion than if it had not been enacted.
Third: Mr. Scott and myself have given some considerable time to the proposed or-
dinance rebating the licensing of outside trucks and neither of us are entirely satisfied
with our efforts so far from a legal point-of,view. However, we expect to have an oedi-
nance covering this subject matter in your hands at the time of the next Council meeting.

Since typing this letter I have been personally informed by the Chief of the Fire
Department that he intends to interview the Underwriters this week, which conference will
undoubtedly tend to solve the problems now before the Council in this regard, concerning
which other information has been laid before you.

the month of April, 1933, was presented, read, and ordered filed.
Gasoline Shortage:
The City Clerk reported that a check of receipts and disbursements
of Gasoline at the city pump showed a shortage of 71 gallons for the month of April. It
uxt;
was ascertained that the greater part of the loss was from leakage, caused by faulty pipe
work.
