MINUTES OF REGULAR SESSION OF
PORT TUNNSEND, WASHINGTON, APRIL 18th, 1933
The City Council of the City of Port Townsend, Washington, met in regular session this
18th day of April, 1933, at the hour of 7:30 P.M., in the Council Chambers of the City Hal
Councilman Vim. Lammers, Mayor pro tem. presiding until the arrival of Mayor Bangerter.
ROLL CALL.
Upon Roll Call there were present Deputy City Attorney W. J. Daly, City Clerk C.F.Chri
tian and Councilmen C. P. Aubert, Geo. F. Townsend, Sam McGee, W. S. Lafferty, Wm. Lammers
and Jacob Millar; Mayor Bangerter and Councilman Smith arriving later in the session.
MINUTES READ AND APPROVED.
The minutes of the regular session of April llth were read and approved as read.
Mayor Bangerter arrived during reading of the minutes and thereafter presided.
REPORTS OF OFFICERS.
City Attorney, on Gasoline Storage.
Deputy City Attorney Daly reported that he had pre-
pared an ordinance governing the storage of gasoline and had submitted the same to the un-
derwriters for suggestions and approval but had received no reply. He further stated
that he had taken up the matter with interested parties in the city and found the opinion
to be that such an ordinance would favor one dealer over the others.
Prater Line Stipulations.
It the matter of certain stipulations desired by the Federal
Government, Mr. Daly said it had not been brought to his attention but would take care of
the matter at an early date.
Ins. Policy Received.
The.City Clerk reported receipt from F. W. Eisenbeis of Insurance
Policy covering the Fire Engine for $4000.00, the largest amount obtainable for the budget
allowance and had forwarded same to the Mack Truck Company.
Trees. monthly report.
The report of the City Treasurer for the month of March, 1933, we
presented, read, and referred to the Finance Committee.
Water Sept. Meters; Report.

Water Supt. fork Report:
The City Water Superintendent's work report for the period end-
ing April 18th, was presented, read, and ordered filed.
APPLICATIONS FOR LICENSES.
Central Cafe.
The application of the Central Cafe, Geo. G. Vasilatos and Pete Chatos,
proprietors, for license to sell beverages as defined in Ordinance No. 1026, at retail in
the "entral Cafe, at 917 Water Street, Smith Brothers being owners of the premises, was
presented and read, and it was moved by Councilman Lafferty and seconded by Councilman Lam•
mers that the said license be granted. Upon:roll call, all six councilmen present voted
in the affirmative and motion was declared carried.
Europe Cafe.
The applications of Luigi Romeo, for licenses to sell legal beverages
at 110 Taylor Street, having been carried over to this date for investigation and report
by the Police, Revenue and License committee, Councilman Aubert stated that having been
absent at the previous meeting, he had not taken the matter up and asked for information.
He was informed that because of a conviction for selling ligour less than two years ago,
the applicant could not qualify for immediate receipt of a license. Bearing on the mat-
ter, the following letter was presented and read, to -wit:

In relation to the application of my tenant, the Europe Cafe, for a license
to sell beer, there appears to be a misunderstanding.

The said applications were for license to sell at retail, for consumption on the prem-
ises and also for license to sell at retail to be consumed off the premises, the location,
the Europe Cafe at 110 Taylor Street; the owner of the premises being Mr. L. B. Hastings.
Licenses granted. It appearing that the two-yeqr period would expire April 29th, it I was moved by ounc Iman Townsend and seconded by Councilman Lafferty that the said licenseg be granted to Luigi Romeo at the said location the licenses to be dated and be effective
May 1st, 1933. Upon roll call, all six couno�lmen present voted in the affirmative and
motion vise declared carried.
Benjamin Franklin Thrift Store.
The application of the Lenjammn Franklin Thrift Store
carried over from the previous session was now taken up for further consideration. Upon
request for an opinion, Deputy City Attorney Daly stated that under the terms of the Oddi-
nance relative to time element, the applicant clearly could not qualify for a license. Mr
Harry Shore, one of the owners, being granted privilege to speak, stated that while not ac tual residents of the city, their managers were, and believed that should qualify them fort

Councilmen Lafferty and other councilmen spoke on the matter, regretting that the company

had not been in business for the required time but that the terms of the ordinance were
clear and plain.
Application rejected.
It was then moved by Councilman Lammers and seconded by Coun-
cilman Lafferty that the said application (of the Benjamin Franklin Thrift Stores) be re-
jected on the ground that the said business firm had not boon engaged in business in the
city for the required time of one year. Upon roll call, all six councilmen present voted

in the affirmative and motion was declared carried.
Councilman 'N. B. Smith arrived at this time and took his seat in the Council.

A communication from Mrs. H. E. Dobbs, City Treasurer, was

presented and read, as follows:

I would like your approval of my act in going to Seattle and opening an ac-
count with the National Bank of Commerce. We are losing too much money in interest, be-
sides having too much money on hand for our own safety. I thine it a good plan to keep

quiet about it because in these times it does not do to let the outside world know that we
could accumulate that much money down here. Asking for your approval, I am,

It was moved by Councilman Aubert and seconded by Councilman Lafferty that the said ac-
tion of the City Treasurer be approved. Upon Roll Call, all seven councilman voted in the

Booth Fisheries Bankrupt Circular.

in the Booth Fisheries case, to the effect that a hearing would be had on the petition to

sell the Alaska properties of the said company in order that they may be leased to the
Pacific American Fisheries, was presented, read and ordered filed.
