Parking Signs Lettering. Councilman Townsend reported that the parking signs were being taken down to add the hours of restriction and that, they would again be installed as rapid ly as they could be completed. ORDINANCES AND RESOLUTIONS. Beverage (beer) Resolution. As Chairman of the Police, Revenue and License Committee Councilman Aubert submitted the following resolution: RESOLUTION. Whereas, the Seventy-third Congress of the United States has passed a bill to legal- ize the sale of beer of 3.2 percent alcohol by weight; and Whereas, our predecessors in this Council of the City of Port Townsend deemed it wide to repeal the ordinances control- ling or forbidding the sale of liquors as beverages, and, Whereas, the time, April 7th, is at hand when the recent Act of Congress shall go into effect in all states of the Union, Now, Therefore, Be it Resolved, that the Council of the City of Port Townsend do hereby instruct the City Attorney to dram an ordinance to be enacted by this Council covering the following Points: Minors, Distance,from schools, and churches, Percent of beverages other than beer, hotels, restaurants, dispensaries, beer stores, distributors, clubs, female em- ployees, male employees, places where the beverage may be consumed, license classification those in business here one year or more may be licensed; number of licenses limited, and closing and opening hours stated. Signed by the Uommittee. C. P. Aubert Sam McGee W. B. Smith. It was moved by Councilman Aubert and seconded by Councilman Townsend that the said resolution be adopted. Discussion followed, and City Attorney Scott stated that as the Congress had declared mt to be non -intoxicating, the sale of the 3.2 % beer could not be prohibited and must be licensed in the same class as soft drinks. Upon a call for the question, all seven Councilmen voted in the affirmative and motio was declared carried. Consideration of separate items: By mutual agreement, the separate items of the said resolution were now taken up and discussed and disposed of as follows: To License beer and wine.. It was moved by Councilman Townsend and seconded by Council- man Lalferty that tfie__C1T_Y_=cense the sale of beer and wine as authorized by the recent Act og Congress. Motion declared carried. Minors Councilman Aubert expressed himself as opposed to the sale of said beverages to minors and it was moved by Councilman Townsend and seconded by Councilman Aubert that the sale of beer and wine as described in the proposed ordinance be rpohibited to minors under 18 years of age. Upon roll call, all seven Councilmen voted in the affirmative. Motion declared carried. Schools and Churches: It was moved by Councilman Aubert and seconded by Councilman Slait that no,- censer be issued for a location within 600 feet of schools and churches. Upon roll call, Councilman Smith voted in the affirmative and Councilmen Lammers, Miller, Aubert, Townsend, McGee and Lafferty in the negative. Motion declared lost. It was then moved that the distance from schools and churches within which licenses may be granted be not less than 1000 feet. Motion declared carried. Hotel Restrictions: It was moved by Councilman Aubert and seconded by Councilman Townsend a censea or hotels be restricted to hotels having not less than 25 guest rooms. Motion declared carried. Restaurants: It was moved by Councilman Townsend and Seconded by Councilman Smith that restaurants be licensed to sell the daid beverages by the bottle only, to be consumed on the premises. Motion declared carried. Groceries.: It was moved by Counilman Smith and Seconded by Councilman Aubert that grocery and provision houses be licensed, not to be consumed on the premises. Soft Drink Places: It was moved by Councilman Aubert and seconded by Councilman McGee that soft r n establishments be licensed. Motion de- clared carried. Wholesalers: It was moved by Councilman Townsend and seconded by Councilman Lafferty that w o era ere be licensed. Motion declared carried. Special. It was moved by Councilman Townsend and seconded by Councilman Smith that speciaalT=o 3 day special licenses be granted. Motion declared carried. Mr. WM. Muller asked for classification of golf club and it was the concensus of opin ion that it would be classed as a restaurant. Residence re uired. It was moved by Councilman Townsend and seconded by Councilman Mcueei license no a granted to any one not established in business for leas than one year Motion declared carried. Transfer of License: It was moved by Councilman Lammers and seconded by Councilman Smith in case ol sal-e-or a licensed place, the license may be transferred with consent of 405 Minutes of the City Council. Delivery of Gasoline: "o Councilman Lammers brought up the matter of delivery of gaso- line at the shop of the City Water Dept. after the tank and pump had been installed at the v� w. City Hall. f It was then moved by Councilman Lammers and seconded by Councilman Lafferty that the City Clerk be instructed to notify the Standard Oil Company to move the gasoline deliv- ered to the City Water shop to the tank at the City Hall. Motion declared carried. Amend Dog License Ord. There being only nominal receipts from dog licensee, it was ' moved by Councilman Townsend and seconded by Councilman Lafferty that the City Attorney be instructed to draft an ordinance amending the Present 08dinance to make it more effective if possible. Motion declared carried. Recess: It was mooed by Councilman Lafferty and seconded by Councilman Aubert that the Council recess to 7:30 P. LT., Wednesday, March 29, 1933.
