Dodd, to -wit: - Port Townsend, Wash:, March 21st, 1933 To the Honorable Mayor and City Council, Port Townsend, Wash. Gentlemen: - Permission is requested to erect a frame garage, about 10 x 18 feet in dimen- sions, on my property at 441 Clay Street. It will be constructed of 2nd hand lumber and cost is estimated at '015.00 for material. Respectfully submitted, Mrs. ,Mary A. Dodd. It was moved by Councilman Miller and seconded by Councilman Lafferty that the said permits be granted. Motion declared carried. J. J. Bishop speaks. County Assessor J. J. Bishop, being given the privilege of ad- dressing the Council, stated that it would be a great help to the Assessor's office if each applicant for a building permit was required to designate the lot, block and addition on and in which the structure was to be erected. CO=UNICATIONS. From City 'Treasurer, re:bonds. A communication from the City Treasurer relative to re- demption of bonds, was presented and read, as follows: Port Townsend, '.Nash., T.:arch 21st, 1933. To the Honorable +Xayor and T-;embers of the City Council, Port Townsend, Wash. Dear Sirs: - Mr. Welch has five bonds of the next numbers due Jan. lst, 1934, and has of- fered them to me at one per cent discount. I told him I would take them up with your ap- paoval. As long as we have to take them up in January any way, I think it a very good plan to take them now and save the one per cent and the interest for nine months. I have more than enough money to take them up in the fund for that purpose. '91th your approval I will do so as soon as the bank opens. Very truly yours, H. E. Dobbs, City Treasurer. It was moved by Councilman Aubert and seconded by Councilman Lafferty that the City Treasurer be given the authority requested. Discussion: Councilman Townsend stated that on account of the Bank moratorium and the effor a ng ma a to keep the bank solvent, this might not be an opportune time to take that sum of money out of the City's account. It was then moved by Councilman Aubert and seconded by Councilman Lafferty to lay the said motion on the table until the next regular session of the Council. Upon Roll Call, all seven Councilmen voted in the affirmative and motion was declared carried. Petitions for Water Mains. Two petitions for the installation of water pipe on a sec- tion of Hancock Street, were presented and read, as follows: From George 'Nelch, at al. to -wit: Port Townsend, Wash., March 14, 1933. Honorable Mayor and City Council, Port Townsend, Washington. The undersigned hereby petition your honorable body to extend a suitable water main (southerly on Hancock. Street to the middle of Block 252 in Eisenbeis Addition. It is our intention to build for residential purposes when this water service is in- stalled or assured. Co:cmdnication from Mrs. R. Cohen: - A communication from i,irs. R. Cohen, addressed to Mayor Bangerter, was presented and read as follows: Dr. Bangerter:- 2210-33rd So., Seattle, February 21st, 1933. I Dear Sir: - I would like to dray your attention to the little matter I spoke to you about separating the water supply on my property out in the Broadway Addition, the home from the lend and putting the home on a flat rate. It looks that I will have to rent the house apart and in the event that I should have ,Ito rent it that way and the land to another party, it would not be practical to have two Vr I I 401 continued. Should I not be able to rent the land I shall advertise it rent free, but the water rent would have to be paid and there again the most logical thing would be to have the wa- ter meter separate from the home. Since I have acquired the property I have already paid four years of taxes in less the one year. In consideration of a tax payer and not a tax dodger I ask of you that favor. Please put this up before such a body as ,you may deem it advisable and I assure you of my everlasting gratitude. Very truly yours, Mrs. R. Cohen. The said communication was referred to the Water Committee for report. Highway Uertificate: The City Clerk reported receipt of copy of certification of Stat Highway mileage within the cities and towns of the State, showing that Port Townsend was entitled to maintenance money for 2.90 miles of paved highway. REQUISITIONS. Police Department: The Police Department submitted a requisition for parking signs asCfollows: Material for signs not to cost over $10.00. It visa moved by Councilman Townsend and seconded by Councilman Lafferty that the said requisition be granted. Motion declared carried. ORDINANCES AND RESOLUTIONS. Ordinance designating Plumbing Inspector and Building Inspector. In accordance with the order of the Council, City Attorney Jas. 11. B. Scott submitted a proposed ordinance relating to a plumbing inspector and a building inspector and entitled "An Ordinance making the Water Superintendent ex-officio plumbing inspector, and the Chief of the Fire Department ex-officio building inspector, and repealing all ordinances and parts of ordinances in conflict herewith." The said proposed ordinance was read in full by the City Clerk as the first reading, whereupon it was moved by Councilman Lammers and seconded by Councilman Smith that the let reading be considered the second reading and that the third reading be by title only. Upon roll call, all seven councilmen voted in the affirmative and motion visa declared carried. Third Reading and passage. The Clerk road the said ordinance .by title only for the 3rd reading and it was then moved by.aCouncilman Lammers and seconded by Councilman Smith that the ordinance do now pass. Upon Roll Call, all seven councilmen voted in the affirmative and motion was declared carried. Ordinance as passed. The following is a full, true and correct copy of the said ordi- nance as passed by the City Council March 21st, 1933; approved by the Mayor March 21, 1933, and published in the Port Townsend Leader March 23rd, 1933, to -wit: ORDINANCE NO. 1025. An Ordinance making the Water Superintendent ex-officio plumbing inspector, and the Chief of the Fire Department ex-officio building inspector, and repealing all ordinances and parts of ordinances in conflict herewith. The City Council of the City of Port Townsend, Washington, do ordain as follows: Section 1. That it shall be the duty of the Water Superintendent to act as ex-officio plumbing inspector and administer all plumbing ordinances and orders of the Council made in connection therewith, without any additional compensation therefor; and it shall be the duty of the Chief of the Fire Department to act as ex-officio building inspector and admin- ister all building ordinances and orders of the Council made in connection therewith, with- out any additional compensation therefor. Section 2. That all ordinances or parts of ordinances in conflict herewith be, and the same are hereby repealed. Section 3. That this ordinance be published once in the Port Townsend Leader, and to take effect five days from and after the date of such publication. UNFINISHED AND NEW BUSINESS. Re; Beer Licenses: Mayor Bangerter brought up the matter of license and regulation of the sale of beer and stated that in view of the fact that the legal sale of beer will receive the approval of congress, he believed the Council should give the matter their immediate attention, that a plan which would receive the support of the Council should be prepared and ready for adop tion before the date on which the sale of beer becomes legal so that the matter will not e out of hand. The Mayor then referred the matter to the P§lice, Revenue and License commit tee, but requested that all of the Councilmen should give it their earnest attention. i Ii
