REGULAR SESSION OF CITY COUNCIL OF
Port Townsend, ',Yeah., March 21, 1933.
REGULAR SESSION.
The City Council of the City of Port Townsend, Vashington, met in regular session this
21st day of March, 1933, at 7:30 P.M., in the Council Chambers of the City Hall, Council-
man 71m. Lananers Sr., wayor Pro lem, presiding until the arrival of Mayor Bangerter.
ROLL CALL.
Upon Roll Call there were present City Clerk C. F. Christian and Councilmen W. S. Laf-
ferty, Wm. Lammers,Sr., Jacob Miller, C. P. Aubert, Geo. F. Townsend, Sam McGee and W. B.
Smith, City Attorney Jas. 'l:. B. Scott being absent because of illness.
MINUTES READ AND APPROVED.
The minutes of the regular session of March 7th were road and approved as read.
Mayor Bangerter arrives:
mayor Geo. Bangerter arrived just as reading of minutes wasecom-
oleted and thereafter presided.
TO RECESS.
It was moved by Councilman Aubert and seconded by Councilman Lafferty that the Council
recess for one hour or ,less, to enable the members of the Council to attend the meeting of
the depositors of the First American National Bank called for this hour, Motion declared
carried.
RE -CONVENES, AND ROLL CALL.
Council re -convened at 8 o'clock P.M. and upon roll call there were present Mayor George
Bangerter, City Clerk C. F. Christian and Councilmen IV. S. Lafferty, Wm. Lammers Sr., Jacob
Miller, C. P. Aubert, Goo. F. Townsend, Sam MtlGee and Vt. B. Smith.

City 'treasurer.
The report of the City 'Treasurer for the month ending February, 1933,
was presented, read, and referrdd"to.tbe Finance Committee.
City Clerk.
The City Clerk reported that he had taken care of all matters ordered by
the Council at its last session.
Water Superintendent Report:1.
The report of the City Water Supt. for the month of Febru•
lary, 1933, was presented, read, and referred to the ',Pater Committee.
Main Line Meter Readings.
The reports of the City 'Pater Supt. of the flow of water
through the main line meters, for the period ending March 21st, were presented, read, and
ordered filed.

Written reports from Standing and other committees, were presented, read, and disposed)

Gentlemen: -
In reference to the claim of Manuel LaVera and Lucille LaVera, for the sun; of
$2700.00 filed for damages against the Cityoof Port Townsend, and which claim was referred
Ito the City Council as a Committee of the Whole for investigation and report, would report

After investigation, we recommend that the said claim be rejected.

It visa moved by Councilman Aubert and seconded by Councilman Larceners that the said re-
port be adopted and that the City Clerk be directed to mail a copy of the said report to
the attorney for the claimants. Upon roll call, all seven Councilmen voted in the affirma-
tive and motion was declared carried.
From Police and License Committee Re: ParkinE Signs, to -wit:

recently passed by this council, deem it necessary to purchase thirty-six signs to be pla-

ced by the Police Lepartment on the six blocks in the restricted district, at points in
these blocks where the signs will give the best service to the public.
The tin for these signs will cost 26¢ per, with the painting gratis.

The Committee recommend that the signs be placed as soon as practicable so that the
ordinance may become enforceable.

It was moved by Councilman Aubert and seconded by Councilman Lafferty that the said
report be adopted. Motion declared carried.
City Hall Lighting estimate:

Councilman Townsend, Chairman of the Fire and Light Conunitte
submitted the following estimate on city hall electric service which had been presented to

him by Mr. Marriott, to -wit:

If water heater in Fire bept. had been on the $3.00 flat rate, bill would have been
as follows:

Councilman Townsend then reported verbally that the committees' request for an adjust-
ment of the street lighting bill for February to conform to the 151 light rate, had been
forwarded to their headquarters by the local manager with favorable recommendations, and,
that if separate contracts were signed for the water heater and for the lights in the city
hall, the rates would be as shown on the estimate submitted.
To sign Light Contract:
It was then moved by Councilman Townsend and seconded by Councilman
Lafferty that the Mayor and the City Clerk be authorized to sign the two contracts for the
city hall electric service. Upon roll call, all seven Councilmen voted in the affirma-
tive and motion was declared carried.
Condition of Terrace:
Councilman Lafferty brought up the matter of the condition of the
Terrace where the earth had slid down and said he believed that some of the men now on the

relief payroll should be used to put the terrace in better condition.
Garbage situation:
Councilman McGee reported that the garbage situation was O.K. except
that the contractor complained that bomenbusinesscplaces along the water front dumped their
garbage abd rubbish into the Bay. Councilman McGee was advised that the `lealth Officer
had jurisdiction over such matters.
BUILDING PERMITS.
