Upon roll call Councilmen Townsend, McGee, Smith, Lafferty, Lammers and Miller voted in the affirmative and Councilman Aubert in the negative. Resolution Re: Bone Power Bill: A Resolution bearing on the legislative bill known as the Bone Power Bill was intro- duced by Councilman Townsend and read in full by the Clerk, as follows: RESOLUTION WHEREAS there has been introduced in the State Senate Bill No. 129, commonly known as the Bone Power Bill, and WHEREAS in the event of said Bill becoming a law permitting cities to distribute electric power outside of said cities corporate limits and in a manner set forth in the Bil the effect would be far reaching, unfair and not in the beat interests of the people outside of the large cities. FIRST. The Bill does not provide t!•.e protection to electric users in rates as in the case of private companies operating under supervision of the Department of Public Works SECOND. Cities operating under the provision of this Bill would automatically remove from the tax rolls many thousands of dollars in taxes as paid by private companies. THIRD. The District Power Bill as recently made a law provides for the creating of Power Districts which gives protection to any and all municipalities of the State, and this Bill is evidently designed to overshadow and destroy the rights accrueing from the District Power Bill. THEREFORE BE IT RESOLVED by the members of the Port Townsend City Council that we are opposed to Senatve Bill No. 129 and that we pray your consideration of the Bill and its effect upon the future welfare of our State and City. It was then moved by Councilman 'Townsend and seconded by Councilman Aubert that said Resolution be adopted and that a copy be sent to each of our representatives in the legis-lature. Some discussion followed and Mr. Marriott was then given the privilege of the floor to speak upon the subject. Upon a call for the question a roll call votepehowed that Councilmen Townsend, McGee, Lammers and Aubert voted in the affirmative and Council- men Smith, Lafferty and Miller in the negative. Motion declared carried. UNFINISHED AND NEW BUSINESS hater Rates for Postoffice: The Postoffice Department, having submitted blank proposals to furnish the kederal Building with water, it was moved by Councilman Aubert and seconded by Councilman Laffer- ty that the regular rates be quoted and that the Mayor and the City Clerk be authorized to sign and execute the said contract. Motion declared carried. Gasoline Contract: Bringing up the matter of awarding the contract for furnishing gasoline for the ensuing year, Councilman 'Townsend moved that the bid of the Standard Oil Company be ac- cepted, and oil. as Theit was moti onthe wasosecondedaby bouncilman Smithin dandeuponhthe roll callrCouncil- men 'Townsend, McGee, Smith, Miller and Aubert voted in the affirmative and Councilmen Lafferty and Lammers in the negative. Motion declared carried. Water Rights: Councilman Smith brought up the matter of water rights and some discussion followed, but no action was taken. Refunding Bonds: Councilman Aubert brought up the matter of refunding defaulted bonds of the City and moved, seconded by Councilman 'Townsend, that the matter be referred to the Finance Com- mittee, the City Attorney, and the City Clerk, to endeavor to draw an act relative to said refunding for presentation to the state legislature. Lotion declared carried. ADJOURNMENT Upon motion of Councilman Townsend, seconded by Councilman Aubert, Council adjourned. Lammers, Sr., Mayor Pro Tem, presiding until the arrival of Mayor Bangerter. ROLL CALL Upon roll call there were present City Attorney Jae. W. B. Scott, City Clerk C. F. Christian and Councilmen Sam McGee, W. B. Smith, W. S. Lafferty, Wm. Lammers Sr., Jacob Miller, C. P. Aubert and Geo. F. Townsend. MINUTES APPROVED. The minutes of the regular session of February 7th, 1933, were read, and, after a minor correction, approved. REPORTS OF OFFICERS. City Attorney Reports: City Attorney Jae. W. . Scott.reported that pursuant to the order of the City Council he had prepared an additionEtsection to the statute relative to bonds in default, and had forwarded same to Morris Starrett for introduction into the legislature, but he did not know if the said statute had been introduced as yet. . Mayor• Bangerter Arrives: Mayor Geo. Bangerter arrived at this time and.thereafter presidAd. 1 Water Superintendent's Report: The January report of the Water Superintendent was presented, read and referred to the Water Committee. Main Line Meters: City Water Superintendent Green submitted reports showing the flow of water through the main line meters, and the same were read and ordered filed. Dag Licenses: For the information of the Council, the City Clerk reported that only 18 dog licenses had been issued to date. REPORTS OF STANDING COMMITTEES Buhler Motor Company Application: The Committee on Buildings and Misc. submitted the following written report, to -wit: Port Townsend, Washington, February 21, 1933 To the Honorable Mayor and City Council of the City of Port Townsend. Gentlemen: Your Committee on Buildings and Miscellaneous to whom was referred the matter of application of Buhler Motor Co., to move building from S.W. corner of Adams and "ashington Sts, to the S.E. corner of Adams and Washington Ste, would respectfully report as follows: The application is contrary to the terms of the Building Ordinance 116d we therefore recom- mend that the application be not granted. JACOB MILLER W. S. LAFFERTY It was moved by Councilman Aubert and seconded by Councilman Lafferty that the said report be adopted. Upon roll call, Councilmen McGee, Lafferty, Lammers, Miller and Aubert voted in the affirmative and Councilman Smith and Townsend in the negative. Motion de- clared carried. Harbor and Health Committee: Councilman McGee, Chairman of the Harbor and Health Committee, reported that conditio on the harbor were satisfactory; but that the garbage dump was alive with rats and recom- mended that bombs or gasoline be used to destroy them. Street Light Location: Councilman Smith called attention to a street light,in the vicinity of Mr. Lutz's residence, should be moved about one block where it would be of much more service to the neighborhood.
