HomeMy WebLinkAbout00197 Minutes of the Regular Session of the City `%ouncil, Feb. 7th, 1933, continued.Gas Pump and Tank: In the matter of installing a gasoline tank and pump, Councilman Townsend reported that a pump of five gallon capacity could be secured at a cost of 45.00; and in the matter of tanks, he found, upon investigation, that a second hand tank would not be safed to use, and found that a new tank of 500 or 600 gallon capacity would cost approximately o35.00. He further reported that he had learned that some lubricating oil had been lost by failure on the part of someone to close the spigot, and stated that he would donate a pump to the pity for use in the oil tank. Some discussion followed the report and the:rmatter was referred back to the Fire and Light Committee for further investigation. Harbor and Health Committee: Councilman McGee, Chairman of the Harbor and Health Committee, reported that a-ince the last session no ships had been wrecked in the harbor and that the garbage dump seemed to be alright and very much alive. Councilman Smith reported that from a personal inspec- tion, he found the garbage dump to be in the beat condition than it had been for a long time BUILDING PERMITS Applications for building permits were presented, read and disposed of, as follows: From Mrs. 0. Gentlemen: - Per -mission is requested to erect within the brick building at 725 Water Street, the following structures: A boxing ring and a tier of seats for spectators, for the purpose of athletic exhibitions, and which will occupy about two-thirds of the 29 x 90 ft. floor space of said building. The actual cost to the owner of the building will e approximtey 40.00, th remainder ofthe cost tobeassumed bythe Welfare Board ororganizationaoflthe2offierse and employees of the National Paper Products Company. A bridge or walk has been built fron the door in the rear of the building to the cannery wharf, making an exit from the read, and two exits are provided at the front of the building. Cox, relative to water service to the Marine Hospital and Nursesr Home, was presented and read, as follows: Port Townsend, Washington, January 26, 1933 City of Port Townsend Port Townsend, Washington Sirs: Reference is made to the closing of thishospital immediately following the transfer of patients and personnel to the new U. S. Marine Hospital, beattle, Washington, scheduled for February 1, 1933. The Nurses' Home located at 1306 Franklin Street, Port Townsend, 'bashington, will be completely vacated on that date, and we desire to reduce, and discontinnue such utility services as may be indicated upon vacating the premises. In the case of the hospital, it will be necessary to retain a few members of the per- sonnel on duty for a short time after the patients leave, and of course, water will be required, but wherever necessary and possible to reduce the water service, it is desired to do so, utilizing actual anri essential lines. ORDINANCES AND RESOLUTIONS Resolution Re: Water Tax: A resolution, relative to a proposed federal tax on water consumption, was submitted by Councilman Lammers and read in full, as follows: R E S 0 L U T I 0 N. WHEREAS, it has come to our attention that certain Federal Agencies contemplate sub- mitting to Congress certain amendments to the Revenue Act of 1932, which amendments will, in our opinion, result in an oppressive tax burden upon the people of Municipalities and other State Agencies owning and/or operating water supply utilities, and, WHEREAS, we are of the opinion that any tax created by Congress which results in the imposition of any burden upon such publicly owned utilities is contrary to sound public policy, and, WHEREAS, an adequate supply of fresh, potable water is an absolute vital necessity for the preservation of life and health and should be as nearly tax free as is possible; NOW, THEREFORE, BE IT RESOLVED that we, the City Council of the City of Port Townsend, State of Washington, protest any Federal taxation which imposes, or may be interpreted to impose, a burden upon such publicly owned and/or operated utilities. BE IT FURTHER RESOLVED that Senators Dill and Grammer of the State of Washington and Hon. Lindley H. Hadley of the Second Congressional District of Washington, be and they are hereby urged to assist in protesting any such tax and to actively oppose any such pro- posed measure. BE IT FURTHER RESOLVED that a copy of this Resolution be forwarded to each of our Representatives mentioned above. Adopted by the City Council this 7th day of February, 1933.
