BUILDING PERMITS.

Gentlemen: -
Permission is requested to erect a two -room cottage on my property known as
Tax NO. 10, situate on the water front between Lawrence Street and Chetzemoka Park. Cost
is estimated it $100.00 for the *ateriale.

Communication from Puget Sound Power & Light 06.
A communication from the Puget Spund Power & Light Co., relative to credits on
Street Lighting charges, was presented and read as follows:

Re: Street Lighting Account.
Gentlemen:
We are enclosing the bill for street lighting service for the month ending
November 18 which is computed under the terms of the terms of the contract effective Feb-
ruary 8, 1932, together with a statement showing the detail of the credit due you, which
has been applied to your account leaving a credit balance of $121.04.
This credit is due to the fact that your bills were rendered for the period February
8, 1932 to October 18, 1932 on the basis of the old contract instead of the new contract
effective Frbruary 8, 1932 and which you signed October 19, 1932.
I note that you have recently increased the number of your street lights. I assume
that it is your intention to increase the number of lights to a total of lbl, which will
entitle you to a lower rate innaccordance with the terms of your contract with us. If
we can be of any assistance to you in the problem of planning the location and size of
these additional lamps, do not hesitate to call on us. Either Mr. Marriott of the wri-
ter will be glad to plan the layout which will be of most benefit to your city.

The bill, as mentioned in the foregoing communication, showing the credits allowed
was attached to the said communication.
Communication was referred to the, Fire and Light Committee.
Additional Street Lights.r::c:
Taking up the matter of street lights for four localities
on the State Highway, it was moved by Councilman Peach and seconded by Councilman Starrett
that four additional street lights of 100 candle power each, be installed at the follow-
ing locations: One at the intersection of Thomas Street and the State Highway; One at the
intersection of Sheridan Avenue and the State Iiighway; One on the State Highway near the
sawmill and one on the State Highway near the•Small boat harbor; Provided that such J'n-
stallations can be made without cost to the city for such construction and installation.
The motion was seconded by Councilman Starrett and was declared carried.
Requisitions.
Weppner Requisition.
Taking up the requisition of Patrolman R. S. Weppner, which had
been referred to the Police and License Committee, Councilman Aldrich recommended that the
requisition be allowed. It was then moved by Councilman each and seconded by Councilman
Aldrich that the said requisition be allowed with the item for spark plugs eliminated.
Mr. Weppner, who was given permission to speak, stated that the price quoted on the requi-
sition, was for the total job and would be the same with or without the spark plugs. Up-
on a call for the question and a roll call vote, all seven members voted in the affirma-
tive and motion was declared carried.
Compton Requisition, Police Dept.
Requisition for the following supplies for the Police Dept., was presented by
Chief of Police Elmer Compton, to -wit:
Two tires, 19 x 500, to cost about $18.00.
It was moved by Councilman Peach and seconded by Councilman Aldrich that the said re-
quisition be granted provided there was sufficient bn&xpended balance in the budget to
cover same. Upon roll call vote, all seven councilmen voted in the affirmative and mo-
tion was declared carried.
ORDINANCES AND RESULOTIONS.
Ordinance to hepeal Ordinance No. 910.
Councilman Starrett presented a proposed ordinance repealing ordinance No. 910, stetin
that he did so at the request of several druggists and physicians of the city, which pro-
posed ordinance was entitled as follows:
"An Ordinance of the City of Port Townsend repealing Ordinance No. 910, relating to
intoxicating liquors, passed by the City Council March 21st, 1922, and approved by the
Mayor March 22nd, 1922."
The City Clerk read the proposed ordinance in full for the first reading and it was
moved by Councilman Starrett and seconded by Councilman Smith that the first reading be
considered the second reading and that the third reading be by title only. Upon Roll Call

vote, all seven councilmen voted in the affirmative and motion was declared carried.
Third Reading. The City Clerk then read the said ordinance by title only for the third
reading.
Starrett quotes: Councilman Starrett stated that he believed the ordinance should bit
passed it w9a the mandate of the people and cited the vote in the city of 978 in
favor of repeal to 302 opposed, at the recent election, as proof of same.
Ordinance passed:
It was moved by Councilman Starrett and seconded by Councilman Smith
that said Ordinance do now pass. Upon roll call vote, Councilmen Starrett, Peach, Smith,
Lafferty, Lammers and Miller voted in the affirmative and Councilman Aldrich in the nega-
tive. Motion declared carried.
Remarks: Declaring that he believed it to be out of order, Mayor Bangerter stated the
since ounc lman Starrett had commented upon his reasons for supporting the ordinance, he
would grant the same privilege to other members if they so desired. Councilman Aldrich
stated that he had voted No because he believed that as long as the 18th amendment to the
Federal constitution was in effect, the city should not repeal its liquor laws. C6uncil-
men W. B. Smith and WM. Lammers both stated that they had voted in favor of repeal because
the voters of the city had voted three to one in favor of repeal.
The following is a full, true and correct copy of said ordinance as passed by the City
Council Dec. 20, 1932, approved by the Mayor Dec. 20, 1932, and published in the Port Town
send Leader Dec/ 22nd, 1932;.to-wit:
ORDINANCE NO. 1023.
An Ordinance of the City of Port Townsend repealing Ordinance No. 910, relating to in-
toxicating liquors, passed by the City Council March 21st, 1922, and approved by the Mayor
March 22nd, 1922.
The City Council of the City of Port Townsend, Washington, do ordain as follows:
Section 1. That Ordinance No. 910, relating to intoxicating liquors, passed by the
City Council March 21st, 1922, and approved by the Mayor March 22nd, 1922, be and the same
is hereby repealed, and every section thereof.
Section 2. That this ordinance be published once in the Port Townsend Leader, and to
take effect from and after five days after such publication.

Approved by the Mayor Dec. 20th, 1932.

,Canvass of Election Returns.
Canvassing of the returns of the Municipal Election held on Dec. 6th, 1932, being
now in order, the City Clerk presented the returns from the several wards to the City Coun•
cil, together with the following affidavit.

Statement of the Canvass made by the City Council of the City of
Port Townsend, of the Returns of the Municipal Election held in said.city on the 6th day of
Lecetyber, 1932, for the purpose of electing persons to fill the offices of Mayor, City At-
torney, City Clerk, City `reasurer, Councilman at Large, Councilman for the First Ward,
Councilman for the Second Ward and Councilman for the Fourth Ward.
The following is a full, true, and correct Statement of said canvass as made by the Cit
Council of the City of Port Townsend, at a regular meeting held December 20th, 1932, of the
Returns of said Municipal Election held in said City on December 6th, 1932, and returns fi-
led 1n the office of the City Clerk, as canvassed by said City Council, to -wit:
"
