A written report from City Engineer Sadler, relative to seepage on Washington Street, was presented and read, as follows: Port Townsend, Wash., December 16, 1932. To the Mayor and City Council, Port Townsend, Washington. Gentlemen: - At the request of Mayor George Bangerter I made an examination of the bluff in front of Col. Phisterer's House on Washington, Street, Monday, December 12, 1932. I found hhat the cause of the seepage through the bluff was due to water pipes freezing and bursting during the cold weither. Two faucets in the yard had been running wide open until shut off by the Water Department. This water drained down through the bluff as seen from Washington Street. I do not think there is any danger of the bluff sloughing off or caving providing that same did not freeze, which apparently did not seem to be the case the day I made the exami- nation. Yours very truly, W. J. Sadler, City Engineer. Said report was ordered filed. Smith and Peach Arrive. Councilmen W. B. Smith and S. V.
