MINUTES OF REGULAR SESSION OF NOVEMBER 15, 1932
Port Townsend, Washington, November 15, 1932
THE CITY COUNCIL of the City of Port Townsend, Washington, met in regular session this
15th day of November, 1932, at 7:30 o'clock p.m, in the Council Chambers of the City Hall,
Mayor George Bangerter presiding.
ROLL CALL.
Upon ROLL CALL, there were present Mayor beorge Bangerter, City At-
torney Jas, W. B. Scott, City Clerk C. F. Christian, and Councilmen Jacob Miller, E. Mor-
ris Starrett, W. B. Smith and 17m. Lammers,Sr., Councilman Peach arriving later.
MINUTES APPROVED.
The minutes of the regular session of November let were read
and approved as read.
Councilman Peach arrives.
Councilman S. V. Peach arrived just following reading of the
minutes and took his seat in the Council.
REPORTS OF OFFICERS.
City Treasurer.
The report of the City ''reaeurer For the month of October, 1932, was
presented, read, and referred to the Finance Committee.
Plater Superintendent.
The report of the City eater Superintendent for the month ending
Oct. 31st, was presented, read, and referred totthe Committee on Water and Drainage.
City Engineer - Main Line Meters.
The report of the City Engineer, showing the flow of
water through the main line meters for the period ending November 14th, was presented, read
and ordered filed.
REPORTS OF STANDING COMMITTEES.
On Wood for City Hall.
Bringing up the matter of requisition for wood for heating the
City Hall, Councilman Lammers reported that upon investigation, they estimated that about
13 cords were now on hand, which supply would probably last untilsome time in March.
Advertise for Wood.
It was then moved by Councilman Lammers and seconded by Councilmai
Miller that the City Clark be instructed to advertise for five cords of live, sound, bld-
growth fir wood, cut in 12-inch lengths, bids for same to be opened at the regular session
of December 6th. Motion declared carried.
Additional Street Lights.
Councilman S. V. Peach, chairman df the Fire and Light Com-
mittee, to whom was referred the matter of additional street lights under the new contract
with the Puget Sound Power & Light to,, submitted the following written report, to -wit:
Port Townsend, Wash., November 15, 1932
To the Honorable Mayor and City Council,
Port Townsend, Wash.
Your Committe on Fire and Light recommends the installation of the following
lights:
Cor. Water and L:onroe Streets., 250 candle power
M Taylor, between Washington and Oefferson 100 candle power
" Plater and Calhoun 100
" Water and Pierce 100
S. E. Cor. Garfield and Tyler 100
Cor. Taylor and Blaine 100
it Cass and Blaine 100
" Scott and Clay 100
" Walker and Lawrence 100 "
" 19th and Landes 100
" 31st and Sheridan 100
" 18th and Gise 100
Chamber's cornet 100
Sherlock's corner 100
Also to move the light on "H" and Cherry to the corner of "J" and Cherry.
We further recommend that these installations be made as soon as possible on account
of the long nights.

After checking up the above mentioned locations, Councilman Starrett asked that it be
included in the recommendation that a new light be installed at the corner of Chestnut and
D Streets and it was so agreed upon.
Report Adopted.
JJ It was then moved by Councilman Peach and seconded by Councilman Mil-
ler that the aforesaid installationd be made and that the Puget Sound Power & Light Co. be
requested to expedite the work of installing same. Motion declared carried.
BUILDING PERMITS.
Applications for BUILDING PER:SITS ware presented, read, and disposed of as follows:

COMMUNICATIONS.
From Col. Phisterer, re: Subterranean Cable.
A communication from Col. F. W. P)isterer, relative to use of streets for subterranean
telephone cable, vise presented, and read, as follows:
Fort Worden, Washington, November 10, 1932.
Subject:
Aepair of subterranean cable.
To the Honorable Mayor and City Council
of Port Townsend, Washington.
1. Confirming telephone conversation•:with the Honorable Mayor of the City of Port Town
send, Wash., and the Harbor Defense Artillery Engineer, Fort Worden, Wash., reference to th
repair of our subterranean telephone cable laid from the Military reservation Fort Worden,
Wash., along Walnut Street,; thence to 0, St.; thence along Bryant St.; thence along Jackson
St. to Fire-dontrol stations on Military Reservation. You are advised that repairs to thi
cable will start on or about November 14, 1932.
2. Work will be conducted so as to interfere as little as posslblu with traffic. All
roads etc., will be restored to their original condition immediately. If it becomes nec-
essary to leave any portion open, the necessary danger lights will be placed thereon.
3. It is requested that the City Council give us permission to maintain such cables as
are now laid in the streets of Port Townsend, under such regulations as the City Council
may deem fitting and proper in the premises.

It was.moved by Councilman Starrett and seconded by Councilman Smith that permission
be granted to carry on said work as specified in the said communication. Motion declared
carried.
PETITION FOR PARKING ORDINANCE.
A communication from Geo. Welch, representing the Mutual Business Men's Club, present-
ing a petition for restricted auto parking ordinance, was presented and read, as follows:

Hon Mayor and City Council,
Port Townsend, Wash.
Gentlemen:-
'Ne respectfully submits herewith petition signed by practically all of the busi-
ness men on Water Street between Tyler and Adams Streets and between Union Dock and Washing
ton Street, asking that a parking ordinance be passed which would enable visitors to the
city and customers in this section to park their cars while transacting business.
Under existing conditions cars are left to stand as long as twenty-four hourd in
the day on the main business section, thereby blocking out others who v:"ish to park only
while transacting business that ordinarily would not involve more than two hours.
We will be pleased to present arguments for this if you wish to have a general
discussion on the matter and will so advise us.
