NEN MOTION ON WEPPNER APPLICATION FOR LEAVE.
Councilman Starrett again brought up the matter of the application of Patrolman
R. S. Weppner, and moved, seconded by Councilman Miller that the application for leave of
absence for ton days be granted without pay.
Upon Roll Call, Councilmen Lafferty, Lammers, Miller and Sterrett voted in the
affirmative, and Councilmen Peach and Smith in the negative.
Motion declared carried.
EXPECTED VISIT FROM MR. ERICKSON.
Councilman Lammers, Mayor Pro Tem. stated that I;:r. Erickson, "esident ;uanager of
the National Paper Products Company, has expressed his intention to be present at this
session in relation to their claim for claim pnid the McCormick Lumber Company, but he ha
not put in his appearance at this late hour.
ADJOURNMENT.
Upon motion of Councilman Starrett, seconded by Councilman Peach, Council adjourned.

Port Townsend, Washington, September 13, 1932
The City Council of the City of Port Townsend, Washington, met in regular session this
1 13th day of September, 1932, at 8 o'clock P.M., in the Council Chambers of the City Hall,
Mayor Oeorge Bangerter presiding.
ROLL CALL:
Upon Roll Call there were present Mayor George Bangerter, City Attorney Jae
W. B. Scott, City ;lark C. F. Christian, and Councilmen S. V. Peach, V1. S. Lafferty, Wil-
liam Lammers, Sr., and E. M. Starrett.
MINUTES APPROVED:
It was moved by Councilman Peach and seconded by Councilman Laffert
that the minutes of the regular session of Sept. 6th, be approved as written. Motion
declared carried.

Communication from Ben Green, He: Frye & Co.
By unanimous agreement, the Council passed to order of "Communications" and a report or
communication from Ben Green was presented and read as follows, to -wit:
Port Townsend, Washington, September 13, 1932
To the Honorable Mayor and City Council,
Port Townsend, Wash.
Gentlemen: -
Before Mr. Sadler left on his vacation, he informed Frye & Company that they must
secure a permit to connect with the city sewer and must employ.a licensed plumber to do the
work.
He advised me of these instructions and requested me to look after the work and
see that it was done according to his instructions and the City Ordinance.
They have secured no permit and have partly completed the plumbing work with out-
side unlicensed workmen. I When I go to inspect the work, they threaten to forcibly put
me off of the premises, with considerable verbal abuse, and I would like to have some defi-
nite instructions as to how to legally proceed in the matter.

City Attorney Scott stated that he advised Mr. Green that if he saw the plumber at work
he could be arrested for working without a license but that he must actually see the plum-
ber at work to be able to secure a conviction.
Chief of Police to assist Green.
It was then moved by Councilman Starrett and seconded by Councilman Lammers that
the Chief of Police be instructed to co-operate with Mr. green to investigate and secure
the necessary evidence if any one is doing any plumbing work without a city license.
Motion declared carried.
ADJOURNMENT.
Upon motion of Councilman Starrett, seconded by Councilman Lafferty, Council adjourned.

There being no quorum present at any time during the evening, no session of the Council
was held on the above date.
City Attorney Jas. W. Scott, City Clerk C. F. Christian, and Councilmen V1.S.Lafferty,
Wm. Lammers,Sr., and Jacob Miller were present at 8 o'clock P.M., the regular hourffor the
meeting of the Council and, it appearing, after a wgit_ of several minutes, that no other
councilmen gould arrive, Councilmen Lafferty end Miller left the City Hall. Councilman
Aldrich arrived later in the evening but anquorum::could not be had.
