WATER SUPERINTENDENT. The report of the '�iate, Superintendent for the month of August, 1932, was presented, read, and referred to the Water Committee. MAIN LINE METER READINGS: Reports showing the flow of water through the main line meters for the period ending August 30th, were presented, read, and ordered filed. ENGINEER'S REPORT, RE: RESERVOIR. The report of City Engineer Sadler concerning re- pairs and the condition of the:cityr:reservoirs, visa presented and road, as follows: Port Townsend, Wash., August 24, 1932. To the Mayorvand City Council, Port Townsend, Wash. Gentlemen: - Attached to this letter is a requisition for material necessary to stop leakage in reservoirs #1 and q{2. There are also vouchers covering labor and material on same. This leakage I find was due to the following causes: No. 1. That the expansion joints had been poured while the concrete was still green and damp, due to condition of weather during time of work. Owing to this conditim there was no bond between concrete and asphalt. In some places where the asphalt had been pours( hot it formed bubbles or blisters and upward pressure caused by these leaks and leakage from Reservoir #2 caused several blow outs. No. 2. There is also considerable leakage from seams in the top of reservoir #2. These can be easily fixed by coating same wdth asphalt. These seams were opened when sides of reservoir was exposed to the hot Sun when the reservoir has been drained at different time necessary on account of work on #1 reservoir and connections between #1 and #2. No. 3. 'There is also a considerable leak near the bottom in the Northeast corner of reservoir #2. This leak has been giving trouble for some time and I would recommend that this be fixed by cutting out the old concrete and replacing same with new material when th reservoir is drained. :,:aterial has been provided for this erork with the exception of a little gravel. The cast iron inlet and outlet under reservoir #1 has been tested by plugging the out- let of each separately and putt&ng on the pressure available and heaving it on for not les than three days. After which time there visa no evidence of leakage in either pipe. All -expansion joints that showed signs of blow outs or showed any signs of weakness from any cause, have been cleaned out and sealed with cement; grout and then filled with asphalt. The leakage at nc time was serious enough to cause any alarm but might have bee worse the longer it visa let go. 'Therefore, I thought it would be cheaper to do the work a this time and, after speaking to the Mayor and Councilmen Lammers, Lafferty and Smith, pro seeded with the work. Itemized cost of work is as follows: Material, Reservoir #1: Asphalt $$10.79 Cement 4.06 Sand .75 Labor 81.50 Total ..... $97.10 aterial for reservoir #2....... 13.58 Of the above labor account, >;35.25 was worked out by delinquent crater patrons. The following report was presented by the Finance Committee, to -wit: Port Townsend, Plashington, Sept. 6, 1932 T,o the Honorable '°ayor and City Council of the City of Port Townsend. Gentlemen: Your Committee, on Finance and Maims, to whom was referred the matter of Treas- urer s Report for month of July, 1932, would respectfully report as follows: '!e find same to be correct. W. The follovring report visa presented by the Water Committee, to -wit: Port Townsend, Washington, Sept. 6, 1932 To the Honorable Mayor and City Council of the City of Port Townsend. Gentlemen: Your committee, on 1,7ater and Drainage, to whom was referred the matter of Water Superintendent's eport for month of July, 1932, would respectfully report as follows: We find same to be correct. Wm. Lammers, Sr. I.I. B. Smith. Said Reports were Ordered filed. Taylor Street Condition. Councilman Smith called attention to condition of Taylor St , South of Water Street, in that it had not been filled to grade and believed it should be called to the attention of the contractor. Councilman Lafferty stated that City Engineer Sadler had taken the matter up with Yr. Cotton who promised to complete in, but Mr. Bugge, Engineer for -r. Coyne visa reported to have said that they were through with the job. The matter was referred to the Street Committee. clerk to write P, S. Navigation Co. It visa then moved by Councilman Lafferty and seconded by Councilman Peach that the City Clerk be instructed to i:rite to the Puget Sound Navigation Co., and advise them of th situation, in that while the city furnished the grade as requested, the street had not bee filled to grade. Motion declared carried. BUILDINU PM- 14ITS. Applications for Building Permits were presented, read, and disposed of as follows: From Ephriam Honeyman, to -wit: Port Townsend, 'Dash., August 29, 1932 To the Honerable Mayor and City Council, Port Townsend, Wash. Gentlemen: Permission is requested to build a chimney in my dwelling house at 929 Madison street, at an estimated cost of $17550 for materials. Respectfully submitted, Ephriam Honeyman From Jas. F.
