It was moved by Councilman Smith,.andnaeconded by Councilman Miller that the request
be granted.
Discussing the question, Councilman Starrett asked if it was the understanding that
pay was to be deducted while off duty and after some discussion, Councilman Starrett moved
seconded by Councilman Miller that the motion be amended to state that the vacation be ta-
ken without pay. Upon Roll Call, Councilmen Starrett and Miller voted in favor of the

amendment and Councilmen Aldrich, Peach, Smith and Lammers opposed to the motion. Amend-
ment declared lost.

Leave granted. The original motion was then put and declared carried.

Alvin Gauthier Pipe Line.
Application for permit to laypipe line in city streets was
presented and read, as follows:

Permission is requested to lay an inch pipe for supplying my premises in the
Phillips Addition with water, on the following streets in the City of Port Townsend, to -wit
Beginning at the city pipe line on McPherson St., thence along McPherson Street to Lawrence
Street; thence westerly along Lawrence Street to Cliff Street; thence Northerly along Cliff
Street to my premises in the Phillips Addition. Installation of pipe will be in accordant

with the ordinances relating to opening ditches or trenches in the city streets.

As you are undoubtedly aware, I have been out of work for six months and for the

reason have been unable to pay my ester rent. I have tried to find work without success

and even asked even asked your Water Superintendent several months ago for any kind of am-

ployment to work out my water rent before it reached its present proportions.
However, it is self-evident that neither myself nor my family, consisting of a
wife and two small children cannot live without water both for drinking and household pur-
poses and for sanitary reasons. In view of the above facts, I hereby respectfully peti-
