REPORTS OF STANDING COMMITTEES.
LEASE TO MRS. HERMAN LLOYD.
Reporting on the matter of the application of Mrs. Harman
Lloyd to lease portions of Jackman, Hill, Seventh and Eighth Streets in the Eisenbeis Ad-
dition, it was moved by Councilman LhffertY and seconded by Councilman Starrett that the
application for lease be granted as applied for and the Mayor and City Clerk be authorized
to execute the said lease, provided the applicant can purchase ad3oining property owned by
Lle.fferson County. Upon Roll Call all six Councilmen present voted in the affirmative and
motion was declared carried.
APPLICATION OF PUGET SOUND NAVIGATION CO.
Bringing up the matter of the application.of the.Puget Sound Navigation Company for
assistance from the City im making a fill at the foot of Taylor Street, Councilman Laffert.
stated that as our equipment and working force were limited, they could not be spared from
their regular dutied. It was then moved by Councilman.Lafferty and seconded by Council-
man Miller that the application be not granted because the city has no equipment bbaemploy
sea that can be spared for the proposed work however much it is regretted. Motion de-
clared carried.
CITY ENGINEER TO TRANSMIT DEPARTMENTAL ORDERS.
StatXing.:thatt,the subject matter of the motion had been discussed with the Mayor and
other members of the council, it was moved by Councilman Starrett and seconded by Councilm
Smith that Mayor Bangerter be requested to direct the Street Superintendent and the Water
Superintendent to receive all departmental orders from City Engineer Badler, so far as not
in conflict with city ordinances; effective September let until furbher notice.
Upon roll call, all six councilmen present voted in the affirmative and motion was de
clarod carried.
BUILDING PERMITS.
Applications for Building Permits were presented, read and disposed of as follows:
(The four following applications being for lacations outside of the fire zones, they
were all considered in one motion.)

From Puget Sound Navigation Company, to -wit:

To the Honorable the Mayor and the City Council,

Gentlemen: -
The Puget Sound Navigation Company purposes to rebuild the Union Wharf at the
foot of Taylor Street and requests permission to make the necessary repairs and alterations
The plan contemplates building a reinforced concrete bulkhead from the outer cor-
ner of the `'antral Hotel wall at Lot 2, Block 7 to the north edge of the sidewalk, thence
east along edge of sidewalk to west aide of Front Street along Lots 1 and 2, Block 9, thenc
North on the West aide of Front Street to the southeast corner of the Hastings property, Lo
7, Block 8, to the Southeast corner of Lot 8, Block 8, all in the Original Townsite of Port
Townsend. Filling within the bulkhead area with earth to approximate grade of Water Street
as per plan #4.
Rebuilding the approach from the bulkhead to the wharf about 150 feet. Removing
all old piles and driving new ones. Removing all the small buildings on the wharf and mo-
ving the main warehouse to a new location about 150 feet shoreward and tearing off and re-
modeli8gthe West side thereof and providing new quarters for the Pilots and Quarantine.
Painting warehouse; asper plane #3 and #4.
Approximate cost of the work to be $13,000.00.

Councilman Starrett asked City Attorney Scott if the city would lose any rights to the
street by granting this application and thb-10 ity Attorney stated that the Courts had deci-
ded that streets platted on tidelands belongs to the City.
Permit granted. It was then moved by Councilman Starrett and seconded by Councilman
Miller that Ehe permit be granted. Upon roll call, all six Councilmen present voted in
the affirmative and motion was declared carried.
The City Clerk was requested to write the Puget Sound Navigation Co., a letter of ap-
preciation, on behalf of the City Council, for the splendid improvements being made.
From Edwin Ingraham, re: sidewalk, to -wit:

To the Honorable wayor and Councilmen,
of the City of Port Townsend.
Will you please grant me a permit to build a cement sidewalk on Lot 9 and 10, Blk
Twelve (12) of Plummers Addition to Port Townsend, Wash. Also the grade.

It was moved by Councilman Smith and Seconded by Councilman Lafferty that the permit
be granted and that the City Engineer set the grade. Motion declared carried.
COMMUNICATIONS.

requesting leave of absence, was presented and read as follows:

I hereby make application for ten days leave of absence, as prescribed by the By-laws
of City Council and also an extension of 20 days to the above without pay.
The same to be taken as soon as the final estimate for Improvements Olympic Gravity
Water System has been submitted and approved by the City Council.
