(Puget Sound Navigation Co. communication continued)
for certain improvements to our dock at Port Townsend.
Among other things it contemplates building a seawall under that portion of the dock
which is now a part of the street, filling this in and malting a real street out of what is
now piling, caps and docking. It would be of great assistance to us in thisiundertaking
and of great benefit to the property holders along this street if the City could see its w
clear to assist us in filling in that portion of the street which is to be bulkheaded off.
If you could loan us some trucks and drivers for this job it would be of very mater&al as-
sistance.

WASHINGTON SURVEYING AND RATING BUREAU CORRESPONDENCE.
The City Clerk reported that he had written to the Washington Surveying and Rating Bu-
reau, relative to a better rating for the City, as instructed by the Council and had receiv
ed replies, all of said correspondence being herewith set forth, as follows:

Gentlemen:
I am directed, by order of the City Council, to extend an invitation to your En-
gineer or Rating Surveyor to again visit the City of Port Townsend with reference to the
deficiency points charged against the City, according to a copy of your supplement to De-
tailed Report No. 7, dated May 10, 1932 and addressed to the Mayor and City Council.
The City Council feels that an injustice is done the City by adhering closely,
from a technical standpoint, to the Standard urading Schedule formulated by the National
Board of Fire Underwriters, inasmuch as our fire losses for past years appnar to be remark-
ably low and for various other reasons which the City Council would like to take up and per
sonnlly discuss with your representative, with a view toward securing a better rating for t
City.

Reply of Washington Surveying and Rating Bureau, to -wit:

Dear Sir: -
I have your letter of June 21, 1932, regarding the grading of the City of Port
Townsend. This grading has been very carefully chocked and we feel that the schedule has
not been applied to the disadvantage of Port Townsend, or to any other community within the
State. This Bureau could have no possible reason for applying the schedule more strictly
in one case than another.
We are, of course, glad to discuss the grading with the city officials in any cas
and we will endeavor to arrange a conference with your City Officials. At present, our
fire protection engineer, Mr. Braun, is out of town but will be in the office next week.
As soon as he returns we will advise you further as to when he will be available for a con-
ference at Port Townsend.

Dear Sir: -
In further reply to your letter of June 21st, we wish to advise that due to the
great amount of work claiming our attention, it will be impossible for our Mr. Braun to be
in the vicinity of Port Townsend for a considerable time. We would however be pleased to
wait upon a committee of the City Council at thin office on any day between now and the 9th
of July except Saturday Sunday and Monday respectively the 2nd, 3rd and 4th of July, to dis•i
cuss any questions you may have in regard to the grading of the public defenses of your sit;

I hereby request to lease and close the following streets for nursery purposes:
Jackman Street,-6th to State Highway; Hill Street - 6th to State Highway;
Seventh Street - State Highway to Jackman Street; Eighth Street - State Highway to
Hill Street.
'.7e intend to make an extensive investment in this vicinity and are willing to pay
,the usual street closing fee.

IREQUISITIONS.
Police Dept.
Requisition was presented by:the':Police Department for the following supplies, to -wit
One, front spring for Viking Auto.
The said roquisltion visa referred to the Committee on Police and License for investi-
gation and report.
UNFINISHED AND NEW BUSINESS.
TRANSFER OF BALANCES IN CONSTRUCTION FINDS.
It appearing from the records that small balances remain in certain construction funds
after completion of the projepts, it was moved by Councilman Smith and seconded by Council-
man Lafferty that the following order of transfer be made, to -wit: It is hereby ordered
by the City Council that the City Treasurer be and she is hereby authorized and directed t
transfer the sum of Seven Hundred, Nine and 77/100 Dollars (0709.77) from the Water Bond
Improvement Fund to the Current Expense Fund, and the sum of Five and 35/100 Dollars (N5.3c
from the Water Extension Construction Fund to the Olympic Gravity Water Fund; and that the
City Clerk deliver a copy of this order to the City Treasurer.
Upon Roll Call, all five councilmen present voted in the affirmative and motion was de
clared carried.
NOTICE FROM TREASURER.
Councilman Smith, Chairman of the Finance Committee, stated that he had
received a
communication from the City 'treasurer relative to a prospective deficit in the current Ex-
pense Fund, and presented the communication with the request that it be incorporated in the
minutes, the said communication being as follows:

To the Honorable Mayor and Members of the City Council,
Port Townsend, Wash.
Dear Sirs: -
I have enough money in the Current Expense Fund to pay the June Salary warrants.
Have you found some way to pay the expense warrants or am I to put ttem on an interest ba-
sis? Please lot me know your wishes in this matter and also about future warrants.

City Attorney Scott then quoted the State Lae; in regard -to the said matter, to the ef-
foct that the City Treasurer could not legally use money from other funds to cash Current
Expense warrants, but iE it appeared that no funds were on hand in the said fund, it was
made the duty of the Mayor and the City Clerk to set a rate of interest in conformity with
the law and that warrants when presented for payment should be stamped with a notation that
the warrant had::bcen presented for payment and not paid for want of funds and that the war-
rant would draw a specified rate of interest until called for payment.
UNCOLLF.CTIBLE WATER ACCOUNTS.
Councilman Starrett brought up the matter of old unpaid water bills, now considered
uncollectible and carried on the records as due and outstanding and offered the following
motion, seconded by Councilman Smith, to -wit:
We recommend that certain water bills recommended by the Water Superintendent, be clas
sified as "bad"and be stricken from active accounts and entered in a "Bad Debts" book; the
total amount of these"bad debts" shall be noted and deducted from the total of collections
due each month. Motion declared carried.
MISKIN COMPLAINT.
Councilman Smith btated+that`R: G. Miskin had complained that when repairing leaks in
the water pipe line running through his property in Chimacum valley, the employees of the
water department had Sot'filled up the holes so dug again and claimed that it was a menace
to the safety of his stock, claiming that one cow had already been injured. Water Supt.
Green stated that some of the holes dug along the Irondale-Hadlock line had not been filled
up again because of the necessity to repair leaks at the same places in a short time, savin
that much extra work. He further stated that none of these holes were big enough to be da
gerous to stock. Councilman Lanners. Mayor protem, requested Supt, Oreen to have these
holes filled up on the Mlskin property to save any further controversy.
RECESS.
It visa moved by Councilman Starrett and seconded by Councilman Lafferty, thatt,the Coun
oil r--cess for 10,minutes. Motion carried and recess declared.
COUNCIL RE -CONVENES and ROLL CALL.
Council re -convened at 10:30 o'clock P.M. and upon roll call there were present City
Attorney Jas. W. B. Scott, City Clerk C. F. Christian, and Councilmen 1". S. Lafferty, Wm.
Lammers, Sr., Jacob Miller, E. M. Starrett and W. B. Smith, Councilman 14m. Lammers, Mayor
Pro Tem. presiding.
LICENSE ORDINANCE POSTPONED.
Under order of business of Ordinnnces and Resolutions, Councilman Starrett stated that
no action would be taken on the proposed business license ordinance and that it was the in-
tention to have a substitute ordinance ready for the next regular session of the Council.
