THE CITY COUNCIL of the City of Port Townsond, Washington, met in regular session this llst day of June, 1932, at 8 o'clock P.M., in the Council Chambers of the City Hall, Mayor teorgo Bangerter presiding. ROLL CALL. Upon Roll Call there were present Mayor George Bangerter, City Attorney Jas.W.B.Scott, ;ity Clerk C. F. Christian, and Councilmen Wm. Lammers Sr., Jacob Miller. E. M. Starrett an S. V. Peach. Councilman W. B. Smith arrived during reading of the minutes. Councilman Smith arrived during reading of the minutes and thereafter took part in the Counc procee ngs. REPORTS OF OFFICERS. TREASURERIS REPORT. The report of the City Treasurer for the month of May, 1932, was presented, read, and referred to the Finance Committee. WATER SUPERINTENDENT. Report on Cont ractorIg Meters. Water Supt. Green submitted the following report rela- tive o meters a ng use y t e rubwv Sound Bridge and Dredging Co., to -wit: Port Townsend, Wash., June 21, 1932. To the Honorable mayor and City Council, Port Townsend, Wash. Gentlemen: In accordance with your instructions, I made a trip to examine the water meters being used by the Puget Sound Bridge and Lredging Co., to meter the water they are taking from the City's pipe line; and found that they have two, 311 Gem meters installed. These meters appear to be in good working order insofar as I can determine from as thorough an examination as can be made with the meters connected up and in use. I took up the matter with Mr.'Foley, engineer on the job, and he stated that he believed the me- ters had been tested before being used on this job and that he would write to the Company from whom they had obtained the meters and secure a certificate to that effect. p Respectfully submitted, M Ben Green, Water Superintendent. Said report was referred to the Committee on Water and Drainage. CITY ENGINEER. Main Line Meter Readings. The report of City Engineer Sadler, showing the flow of wa- ter througtC—the main line meters, for the period ending June 20th, was presented, read, and ordered filed. BUILDING PERMITS. Applications for Building Permits WERE PP.ESENTED, READ, AND DISPOSED OF, AS FOLLOYS: From G. Ciprioti, to -wit: Port Townsend, Wash., June 20, 1932. To the Honorable Mayor and City Council, Port Townsend, Wash. Gentlemen: Permission is requested to re -shingle the back porch to my residence at 638 Law- rence St., at an estimated cost of $25.00 Respectfully submitted, G. Ciprioti. From Lyall Arey, to -wit: Port Townsend, Wash., June 18, 1932. To the Honorable Mayor and City Council, Port Townsend, Wash. Gentlemen: Permission is requested to eruct a three room cottage on Lots 6-7-8, Block 6, Mt, View Addition, at an estimated cost of $200.00 for material. Respectfully atibmitted, Lyall Aroy. From Sam Luck, to -writ: Port Townsend, Wash., June 20, 1932. To the Honorable Mayor and City Council, Port Townsend, Ylash., Gentlemen: Permission is requested to re -shingle the house situate at 930 Taylor Street, at an estimated cost of $50,00. Motion declared carried. COMMUNICATIONS. FROM CITY ENGINEER. RE: TRACINGS. A communication from City Engineer Sadler was presented and read, as follows: Port Townsend, Washington, June 20, 1932. To the Mayor and City Council, Port Townsend, Wash. Gentlemen: I have made the following tracings and would recommend that Blue Prints of same b made for use of Water Vepartment and Fire Department. The Tracings are as follows: #1. Map showing location of all valves on new pipe linesfrom City Limits to Blaine and Kearney Streets. #2. Map sljowing location of all valves on new pipe lines from Kearney Street, East to Jackson Street, from Water Street Northerly to Reservoir, and along F Street to San Juan Avenue. #3. Plan showing location of Copper Services on Taylor, Adams and Washington Streets. #4. Map showing location of all mains, valves, fire hydrants and fire boxes within th City Limits. FROM CITY ATTORNEY, RE: REDUCED SALARIES. A communication from City Attorney Jas. W. B. Scott, relative to the status of appoint ive City officers and employees, was presented and read, as follows: Port Townsend, Washington, June 20th, 1932. To the Honorable Mayor and City Council, of the City of Port Townsend, Washington. Gentlemen: You are hereby advised that under the existing laws of the State of Washington, all appointed city officers of said City, hold no definite period or term of office, being at all times subject to be removed by the will of the City Mayor. Such being the case, the City Council are fully authorized by law, to reduce during the current year the compen- sation to be paid such appointed officers, as well as all employees of the City, although such reduction must not be unreasonable. Respectfully submitted, Jas. W. B. Scott, City Attorney. Said Communication was ordered filed. FROM AMERICAN LEGION 4TH OF JULY COMMITTEE. A communication from a Committee of the L3cal Post, American Legion, requesting the u of several streets for concession and celebration purposes, was presented and read, as fol lows: - Port Townsend, Waditington, June 21st, 1932. To the Honorable Mayor and City Council, City of Port Townsend. Gentlemen: Louis Peter Mutty Post No. 26, American Legion, is desirous, under suitable regu lation of the Police Department, of sponsoring what may be commonly termed a "Fourth of Ju Celebration" in the City of Port Townsend on July 2nd, 1932. To the end that the maximum benefits may be derived from the participation, we a mit the indulgence of the Honorable Mayor and City Council and request that the following proposed plans of the committee on arrangements be concurred in: 1. The Committee of the Legion desire the use of such streets in the "Down Town" dis trict as it may designate; to close the same from automobile and other vehicular traffic, but in no manner as to injure the ordinary transaction of business. 2. Power to designate and place certain concessions and other means of entertainment 3. Permission to hold a pyrotechnic display from a barge in Port Townsend Bay. 4. Permission to carry on and conduct all of the above without license or tax by the City of Port Townsend. The latter item is requested and urged for the reason and upon th ground that any income, over and above the actual cost of operation and maintenance, will be used toward the establishment of a suitable building for the meetings of the American Legion and other kindred service organizations.
