In checking over the city charters and ordinances we have in our library, I find
that the most recent publication we have from Port Townsend is the Charter of 1891. Will
you be kind enough to give to this library, so that the legislators, judges and lawyers may
have access to them, a complete set of your laws subsequent to 1891.

The City Clerk reported that he had informed Mr. Wright that no such compilation or
code had been printed since 1891 but that his letter would be kept on file.
RE: QUARTERS FQt HISTORICAL SOCIETY.
Communication from the Jefferson County Historical Society, was presented and res
as follows: Port Townsend, Wash., May 24, 1932.
To the Honorable Mayor and City Council,
Port Townsend, Wash.
Gentlemen: -
The Jefferson County Historical Society requests the permanent use of the basemen
room of the City Library which is. now unoccupied, as a meeting place for the Society and
for the assembling and preserving of objects of a historical value gathered throughout the
County. The Society will use its boat endeavors to see that the room is given proper over
sight and care.
It is believed that an organization of this nature can be made of interest and
profit to the Citytand County. It will operate largly without fees or assessments and wil:
have no funds at its disposal for the payment of rent or other expenses.

It was moved by Councilman Starrett and seconded by Councilman Lafferty that the re-
Iquest be granted insofar as the Council can do so. Motion declared carried.
REQUISITIONS.
Requisitions for supplies were presented, read, and disposed of, as follows:
From the Water Department, to -wit:
I - 4" Gate Valve
It was moved by Councilman Lafferty and seconded by Councilman Lammers that the
said requisition be granted. Motion declared carried.
ORDINANCES AND RESOLUTIONS.
RE: CLAIM OF NATIONAL PAPER PRODUCTS CO.
Mayor Bangerter brought in a proposed Ordinance prepared by the National Paper
Products Company, entitled "An Ordinance allowing the claim of NATICN AL PAPER PRODUCTS C01dw
PANY filed with the City Clerk on September 2B, 1931, as amended by Amended Claim filed on
, 1932, for amounts heretofore advanced by said Company to the Chas. R. McCormic
um er ompany to protect the pipeline of the water works system of the City of Port Town-
snnd outside of the City limits, and providing for the payment of said claim."
This was not considered a formal introduction of the said proposed ordinance but
the same was read in full for the information of the Council and was then referred to the
Water Committee and the City Attorney.
UNFINISHED AND NEW BUSINESS.
BOND REDE14PTION FUNDS. In the matter of Bond Redemption Funds, the City Clerk inform-
ed the ounc a un s were on hand to redeem $10,000 of the Dendral,-Obligation Bonds
due Dec. 1st, 1935, and also that there would be at least $10 000 available in the Water
Bond Redemption Fund, 1927, for taking up hhat amount of the *star Bonds due Jan. 1st, 1933,
if the Council desired that such action should be taken.
The matter was referred to the Finance Committee.
RECESS.
It was moved by Councilman Starrett and seconded by Councilman Aldrich that Council re-
cess for five minutes. Motion declared carried and recess taken.
COUNCIL RECONVENES, AND ROLL CALL.
Council reconvened at 10 o'clock P.14., and upon roll call there were present Mayor Geo
Bangerter, City Attorney Jas. W. B. Scott, City Clerk C. F. Christian, and Councilmen W. S.
Lafferty, Wm. Lammers Sr., Jacob Miller, E. M. Starrett and Clark Aldrich,
MAYOR'S MESSAGE, RE: DEFICIT.
Resuming under order of Unfinished and New Business, the Mayor read the following
message, towit:

Port Townsend, Wash., June 7, 1932.
To the City Council,
City of Port Townsend, Wash.
Gentlemen:
After conference conclusion urging immediate action to meet Current Expense defic
its of $4,000 or more, by suggested salary reductions and proposed new tax plans results in
the following enclosed recommendations for your consideration.
(1), We must avoid warrant and interest operations if possible. We can do so by these
salarysacrifices in part. I regret such a need and hope it will be possible to renew Sala
ry standards in 1934 at the latest if conditions warrants.
(2). Every department has been out its full share. We are agreed to request the three
city elective officers, City Attorney, City Clerk and City Treasurer, to accept voluntary
10$ salary reductions to match the spirit and fact of this budget balancing task. We trust
they will aid us in meeting the situation.
Current Expense Fund savings approximating $1200.00 for the last half of the fiscal
year should be effected if you approve these recommendations and have the co-operation of
the elective officers.

After remarks to the effect that he appreciated the Mayorts suggestions, Councilman
Starrett moved and it was duly seconded by Councilman Lammers that the Council approve the
said recommendations of the Mayor. Upon roll call, all five councilmen present voted in
the affirmative and motion was declared carried.
' Re: PECK'S BUILDINGS ON STREET.
Councilman Starrett brought up the matter of buildings occupying parts of streets in
the neighborhood known as Peck1s Camp, and moved, seconded by Councilman Lammers, that the
City Clerk be instructed to Notify Mr. C. H. Peck to enter into a lease with the city for
the use of the said street or streets at a rental of $1.00 per year. Motion declared car-
ried.
HE: JUNK ON MONROE STREET:
It was moved by Councilman Starrett and seconded by Councilman Miller that the Chief o
Police notify the Junk Dealer using the old brewery building to remove all junk* stored or
occupying that part of Monroe Street adjacent to his place of business. Motion declared
carried.

LIST OF OWNERS - NEW SERVICES.
In relation to the Improvements to the Water System, it was moved by Councilman Star-
rett and seconded by Councilman Lammers that City Engineer Sadler be instructed to obtain
and make up a list of the owners of properties where new sewer laterals and copper water
services were installed, if he can find the time to do so before the end of June. Motion
declared carried.
ADJOURNMENT.
Upon motion of Councilman Aldrich, seconded by Councilman Starrett, Council adjourned.
