As Port Townsend is in the same classification with Vancouver, we wish to advise you of the action Vancouver has taken and to urge your organization to take similar. steps. WHEREAS, it has been brought to the attention of the Vancouver Chamber of Commerce, Va couver, Washington that the Pacific Board of Fire Underwriters is about to remove the thir ty per cent deviation from the rates of the Washington Surveying and hating Bureau applyin to mercantile risks, and WHEREAS, it has been reported to this body that the removal of this deviation affects only those cities in the State of Washington rated as "Class Six" and lower, to which Van- couver belongs, and WHEREAS, this chamber believes that any changes in the rate structure that may be nec- essary should be applied to the State as a whole, inasmuch as the rates applicable to any given community are apportioned by the present system of classification, NOW THEREFORE BE IT RESOLVED by the Vancouver Chamber of Commerce that we most strenu- ously protest against the discrimination shown in favor of towns rated from "Two to Five" inclusive, and against the towns rated in "Class Six", or higher, as proposed by the Pacific Board of Fire Underwriters; it being the sense of our chamber that any rate increase that may be necessary be pro rated among all the cities of the State. Yours truly, E. S. Lindley, Executive Secretary. Said communication was referred to the Fire and Light Committee. PETITION FOR INCREASE IN CIRCUS LICENSES. A petition signed by E. J. Klinger and others, requesting the passage of an ordinance in relation to licensing circuses, etc., was presented and road, as follows: May 3, 1932 City Council, Port Townsend, Wash. Dear Sirs: - We the undersigned merchants of Port Townsend having considered the amount of money that has been taken out of town by traveling shows and realizing, that as a result, our business has suffered and also realizing that the city is in need of funds, do hereby petition the City Council as follows: That a license of $200.00 shall be demanded from all circuses, carnivals, and tent shows of all kinds for evening performance; $100.00 for each matinee performance and $50.00 for each street parade. The above licenses to be collected in advance. The said petition was signed by E. J. Klinger and approximately 190 other petitioners and the petition was referred to the Committee on Police and Licenses. The petition is on file and is here referred to and made a part of these minutes as though each and every signature was here recorded in full. DANCE PROTEST. A communication protesting against alleged bad conditions at certain public dances, we� presented and read as follows: Port Townsend, Wash., May let, 1932 To the City Mayor and Councilmen, Gentlemen: Just a word in regard to the dances at Redmens Hall Mrs. East}pan puts on every Saturday night. A disgrace to our town. It is nothing more than a bootlegging joint. The booze is brought in and sold in the back part of hall. I have attended the dances on several occasions and saw young girls, boys and women intoxicated on the dance floor. Furthermore, they do not pay city license, by using the blind, "Over Sea War Veterans," which is not so. They are each bootlegging soldiers. I can verify this statement by many other women that have attended the dances there. Our young boys and girls of this town should be protected from such places by re- moving the cause. The communication was referred to the Mayor, on his order. REPLY BY MRS. EASTMAN AND C. B. MORRIS. Representatives of the dances referred to in the foregoing letter, were present ane received permission to file a copy of the agreement under which these dances have been hale which was presented and read, as follows: Port Townsend, Washington, April 26, 1932. 1. By Laws governing music for V.F.W. Dance on Saturday nights at Arcadian Hall or any other hall they designate. 2. The Orchestra will be known as Reba's Rythm Boys," they will play from-9 P.M. to 1 A.M. on Saturday or any other night both said parties agree on; the orchestra will receive a flat guarantee of Two Dollars (02.00) per man, not include more than 7 in all, and a fifl fifty split after all expenses such as hall rent, publicity, floor wax, and any other bill[ which may be contracted for dance that evening are taken out. 4. Orchestra or V.F.W. men who O.K. man in at one Saturday night dances, When settling up that night will be charged against their account. 5. Music will be under the leadership of Reba and she will be responsible to the V.F.W. for law and order in her department. The V.F.W. sigh will be over the middle of band plat. form. He was questioned by members of the Council in relation to these dances and the City Attorney then quoted; from the Ordinance governing publid Lances. REQUISITIONS'. Upon roll call,.all six Councilmen present voted in the affir- mative and motion was declared carried. ORDINANCES AND RESOLUTIONS. REVENUE RESOLUTION'. The Finance Committee, through Councilman Starrett submitted the following reso u on or 'the consideration of the Council, to -wit: A RESOLUTION. WHEREAS, it seems necessary that additional revenues be raised for the city current expemse due to the increased amount of unpaid taxes; AND WHEREAS, there are certain untaxed sources suitable for consideration at this time BE IT RESOLVED, that the City Council do favor the drafting of an ordinance, for early consideration and hearing, which will set license fees and charges for building permits, all kinds of motor trucks, sidewalk advertising, business occupations, and other items to be named; and BE IT FURTHER RESOLVED, that the ordinance be deemed a special measure for the immedi- ate relief of current city finances and not deemed permanent. Upon Roll Call, all six Councilmen present voted in the affirma- tive and motion was dealarod carried. FIRE ENGINE LEASE EXTENDED. RESOLUTION. Pursuant to instructions from the City Council, City Attorney Scott submitted the following resolution accepting the proposal of the Mack -International Motor 'Truck Corp.,to extend the timasof lease of Fire Engine, to -wit: R E S.0 L U T Z O N. WHEREAS, IT DULY APPEARING TO THE CITY COUNCIL that, On the 17th day of September, 192 the City of Port Townsend entered into and executed a lease agreement with the Mack Inter- national Motor Truck Corporation under the terms, rentals and manner and times of payment thereof, therein set forth, to terminate on the 15th day of April, 1932, said lease agree- ment is hereby referred to and made a part of this resolution, for the rental and lease of a certain fire equipment described as follows; ' One (1) Model AP Mack 1000 gallon capacity triple combination pumping engine and hose wagon, equipped with 200 gallon water booster tank and including 1,000 feet of 2j" two and one half inch hose, Serial No. 682068, Motor P3-46; and which said property was delivered into the possession of said City, and that said city now is in the possession of the above described property, and WHEREAS, it further appearing to the City Council that the city has paid in rentals to date, the sum of $8500.00, leaving a balancd now due as rentals under the terms and provis ions of said lease agreement, the Hum of $7020.00, and WHEREAS, it further appearing to the City Council that said Mack International Motor Truck Corporation submitted in writing a proposition to the city to extend the period of t termination of said lease agreement, hereby referred to and made a part hereof, under cer- tain terms and conditions therein set forth, substantially as follows, to -wit: Thatlthe said lease agreement be extended to April 15th, 1935, provided the Cit of Po Townsend pays the said International Motor 1ruck Corporation forthwith, the sum of 4500.0 $2171.20 on April 15th, 1933, $2060.00 April 15th, 1934, and $1950.00 April 15th, 1935; in crest payable at the rate of dLt6(6%0 per cent if rental is not paid when due; andthat the original lease agreement above referred to shall otherwise remain in full force and effect and WHEREAS, the City Council, at a regular session, held on the 19th day od April, 1932, duly considered said proposition above referred to and being that it would be for the best interest, welfare and benefit of the city and citizens', for better fire protection, to ac- cept said proposition, and did at said session by a vote on motion made and regularly car- ried, accept, conform and ratify said proposition, and WHEREAS, the City Council having deemed it necessary to take further action on Bald proposition by the adoption of a resolution; Now, Therefore, BE IT RESOLVED by the City Council that the proposition of the Mack International Moto
