Standard Oil Co. Franchise Ordinance passed.
It was then moved by Councilman Starrett and seconded by Councilman Smith that said Or-
dinance do now pass. Upon roll call, all six Councilmen present voted in the affirmati'
and motion was declared carried.
COPY OF ORDINANCE. The following is a full, true, and correct copy of said Wrdinace
No, 1017 as pause y the City Council April 19, 1932, approved by the Mayor April 22,1932
and published in the Port Townsend Leader April 25th, 1932, to -wit:
ORDINANCE NO. 1017.
An Ordinance granting to Standard oil Company of California, a Delaware Corporation, a:
its assigns the right to operate and maintain a wharf at the terminus of Harrison Street i]
the City of Port Townsend and to charge and collect tolls for the use of the same.
The City Council of the City of Port Townsend do ordain as follows:
Section.l. That there is hereby granted to the Standard oil Company of California, a
Delaware Corporation, and Its assigns, the right to operate and maintain a wharf with suit,
able approaches and such other structures an may.be necessary to the terminus of Harrison
Street in the City of Port Townsend for a period of ten (10) years from and after the lot
day of May, 1932.
Section 2. That said wharf shall be maintained in substantially the same location and
in the same manner that it is now in with the right and privilege hereby granted to repair
improve, add to and maintain the same as herein provided, the location thereof being sub-
stantially as follows:
Commencing at the southerly line of Water Street in said city where the same crosses
Harrison Street, and extending southerly in and along Harrison Street into Port Townsend
Bay to the inner harbor line, or to deep water,, within the .limits of said Harrison Street
as laid off and plated by the State of Washington and shown on the State Tide Land Map of
Port Townsend harbor, and shall occupy so much of said street as may be necessary for dock
and wharfage purposes.
Section 3. The said wharf and its approaches shall be maintained in a substantial and
workmanlike manner, and shall be subject to inspection by and approval of the City Engines:
of the City of Port Townsend.
Section A. That the Standard Oil Company and its assigns shall have the right to fix,
establish and collect tolls and rates for wharfage,storage and dockage,_ subject. to Bush
regulations and supervision as may be .from time to time prescribed by the.State of Washing
ton, and said wharf shall be sub$eot to the laws of the State of Washington and the ordaia
sea of said city, regulating wharves.
Section 5. That for the rights herein granted the said Standard Oil Company and its a
signs shall pay to the City of Port Townsend the sum of $50.00 per annum for each and ever
yyear during the term of said franchise for the rights and privileges herein granted, pays
ble annually in advance; that in case the said grantee or its assigns shall fail to comply
with any or all the conditions of this ordinance, them and thereupon this ordinance shall
become null and void, and all rights and franchisee herein granted shall become forfeited.
Section 6. The acceptance of this Ordinance by the said grantee shall be deemed an a-
greement by it to conform said wharf wherever it passes over, along or across streets to
the grade of the said streets as now established or to be hereafter established on the re-
quest of the City Council..
Section 7. That this ordinance shall take effect and He in force from and after its
passage, approval and filing of the acceptance of the same by the said grantee and from an
after five days after its publication in the Port Townsend Leader.

UNFINISHED AND NEW BUSINESS.
Re -Finance Fire Truck.
A proposal by the Mack International Motor Truck Corp., in the form of an agreem
to re -finance the balance due on the Mack Fire Truck, was presented and read and same was
referred to the Finance Committee and the City Attorney.
HEARING ON CLAIM OF NATIONAL PAPER PRODUCTS COMPANY.
The claim of the National Paper Products Company for cash advanced to the Chas.
McCormick Lumber Co., for reputed extra coats of logging across the city's pipe line right
of way, now came up for consideration, pursuant to date set by the City Council for herein
said claim. This claim and the several exhibits accompanying same are set forth in full
on Page 196 et aeq. in this volume (Volume S) and are here referred to and made a part of
these minutes the same as if recorded here in full.

The claim proper and the receipt from the Chas. R. McCormick Lumber Co., showing pay-
ment of amount by the National Paper Products Co., were read by the City Clerk.
Mr. E. W. Erickson, Asat. Resident Manager of the National Paper Products Co., and the
attorney, were present and representing the Company and presented arguments and reasons wh
the claim should be allowed. An extended discussion followed which the.City Clerk was un
able to take down verbatim. No definite action was taken by the Council at this session,
being understood that additional documents would be presented later for the consideration
the Council.

I It was moved by Councilman Starret and seconded by Councilman Lafferty that the Council
recess for five minutes. Motion carried and recess declared.

Taking up the matter of re -financing the balance due'od the Fire truck, Mayor Bangerte I
+ read the proposal to extend the lease for three more years upon the agreement by the City
to make certain payments each year and it was moved by Councilman Smith and seconded by
( Councilman Lafferty to accept the agreement to extend the lease. Upon roll call, all s
a Councilmen present voted in favor thereof and motion was declared carried.

Gentlemen: -
You have asked the undersigned to extend that certain lease agreement dated Sep
tember 17, 1929, wherein the City of Port Townsend leased from the undersigned, Mack -Inter
national Motor Truck Corporation, certain fire equipment described as follows:
)•` 1 wagon,
(1) Model AP Mack 1000 Gallon capacity triple combination pumping engine and hose go , equipped with 200 Gallon water booster tank and including 1,000 feet of 2P two and
one half inch fire hose. Serial No. 6B2068 Motor P3-46.
And certain payments were required to be made; said lease to expire April 15th,
1932. The City of Port Townsend has paid as rental under the terms of the said lease the
y� sum of $8500.00. The balance due and becoming due under the terms of the said lease, up
to April 15th, 1932 as extended Is $7020.00.
The undersigned hereby agrees to extend the said lease to April 15th, 1935, pro-
vided the Cityof Port Townsend $ , $2171.20 on

April 15th, 1933, $2060.80 on April 15th, 1934, and $1950.00 on April 15th, 1935; interest
payable ab 6% if rental is not paid when due.
It is agreed that the original lease above referred to shall otherwise remain in r

t amount and dates of payment of rental for the equipment described.
If the foregoing is satisfactory, the undersigned shall expect the 61ty Council
