The City Council of the City of Port Townsend, Washington, met in regular session this
19th day of April, 1932, at 7:30 P.M., in the Council Chambers of the City Hall, Mayor Goo.

Upon Roll Call there were present Mayor Goo. Bangerter, City Attorney Jas. W. B. Scott,
City Clerk C. F. Christian, add Councilman E. M. Starrett, Clark Aldrich, Wm. Lammers. Sr.,
and Jacob Miller; Councilmen W. B. Smith and W. S. Lafferty arriving during reading of the
minutes of the previous session.
MINUTES READ AND APPROVED.'
The minutes of the regular session of April 5th, were read and approved as read, after
the minor addition of the total amount of March Salary Warrants issued.

The report of the City Treasurer for the month of February, 1932,
was presented, read, and referred to the Finance Committee.
WATER SUPERINTENDENT'S REPORT.

REPORT ON OVERFLOW PIPE.
Report of the City Engineer on the communication of Walter S.
Herstrom, was presented and read, as follows:
Port Townsend, Wash., April 15th, 1932
To the Mayor and City Council,
Gentlemen:
There has been no overflow from the reservoirs since about the middle of January,
but there has been a little water through the small drain in the bottom og reservoir No. 1,
due to water used there in construction and a broken valve; the broken valve has been repla-
ced with a new one. There is about 4 Cr 5 inches of water in the box at hoed and Jackson
Streets. possibly some of this leaking through the bottom of the box or the bulkhead that
was put in by Mr. �ireen when the City Council ordered him to. turn all water away from the
bluff. The top of the box is 2" x 12" planking and is badly in need of repair. I would
recommend that the city purchase 2,c15" x 45 degree vitrified clay bends and 1, 15" x 8"
vitrified clay reducer to connect the present 15",vitlified.alay.overflow pipe from the res
ervoirs to the 8" wood overflow pipe to the park. I would also recommend that a portion
of the 15" vitrified clay pipe from the box to the bluff be taken up and the ditch backfil-
led and well tamped with dirt; the wood cover on the box be removed and the box filled with
dirt; also that a gutter be dug on the East aide of Jackson Street to prevent water drainin
from the street toward the bluff. This, I think, would eliminate the trouble as far as th
overflow pipe is concerned. The overflow pipe from Reed Street along Jackson Street to Me
Kinley Street to Clallam Street will have to be renewed in the near future and if the steel
pipe is used that was recommended sometime ago,.connection can be made to the vitrified cla
bends without much trouble.

Water and Drainage on PETITION for increase in minimum.

Your committee on Water and Drainage, to whom was referred the matter of petitioln
of Mrs. Lee R. Gardiner and others, for an increase in amount of water allowed for minimum
charge, would respectfully report as follows: We recommend that no change be made at the
present time in the amount of water furnished under the rates now in effect.

Park Police.
Oouncilman Lammers brought up the matter of no record on file of the appoint-
ment of the park Uaretaker as a special Policeman, and thereupon,.Nhyor Bangerter announced
the appointment of Roy M. Ellis as special policeman fAr the park.
Re: Truck Licensee:
In the matter of lin��e��s�_i�n�g� commercial trucks, referred to the City At-
torney, Mr. Scott reported that he k V £Aned that the City of Port Angeles collected !-
licenses from freight trucks from outside of the city, which went from house to house, deliv j;
ering goods or merchandise, but that no license had been collected from trucks or other com-
mercial vehicles just going to one point in the city and then out again. He further statej;.
that it was a question of law'if the city could legally levy such a license.

Water Minimum Petition. !
Councilman Starrett referred to the report of the Water Committee
on the petition of Mrs. Lee Gardiner and asked for information as to the basis of the raper
Councilman Lammers replied that the change desired would materially decrease the revenues j
and further that the meter rates averaged for a whole year were practically the same or les
than the fixed rates.if
BUILDING PERMITS.
Applications for Building permits were presented,. read and disposed of, as follows:
