(6)a (254 Port Townsend, Washington, March 15, 1932 The City Council of the City of Port Townsend, Washington, met in regular session this 15th day of March, 1932, at 7:30 P.M., in the Council Chambers of the City Hall, Councilman ft- Lammers Sr., presiding until the arrival of Mayor George Bangerter. ROLL CALL. Upon Roll Call there were present City Attorney Jas. W. B. Scott, City Clerk C. F. Ch- ristian and Councilmen Wm. Lammers Sr., Jacob hiller, E. M. Starrett and Clark Aldrich; Mayor Bangerter and Councilmen Peach, Smith and Lafferty arriving later in the session. MINUTES READ AND APPROVED. The minutes of the regular session of March 1st were read and approved as read. Councilman 'N. B. Smith Arrived during reading of the minutes and thereafter took part in the Council proceo ngs. REPORTS OF OFFICERS. Water Superintendent's Februar Re ort. Report of Water Supt. for month of February, 1932, was presenta roe an re erre to a Committee on Water and "rainage. CITY ENGINEER. Main Line Meter Readings: City Engineer Sadler presented reports showing the flour of water roug a man ne meters for the period ending March 14th and same were ordered filed. He: Coyne Contract: CommAnication from City Engineer Sadler relative to contract of Jas. R. Ooyne, was presented and read, as follows: To the ;Mayor and City Council, Port Townsend, Washington, :larch 15, 1932 Gentlemen: - I wish to report that Mr. Jas. H. Coyne, Contractor for Improvements Olympic Grav ity Water System, on contract awarded him October 5, 1931, has completed his work on the pipe lines. This work was completed February 15, 1932. I would recommend that this portion of the contract be taken over by the city and turned over to the Plater "apartment for operation. The "ester Committee consisting of Mr. Lammers, Chairman; };'. S. Lafferty and W. B. Smith together with myself went over the work Saturday, March 12th and found it to be satisfactory and ready for acceptance. The reservoir will not be completed for some time yet owint to:;the wet and frosty weather when it was impossible to pour any concrete. I have also held up the concrete work on the fillin order to give the fill a chance to dry out and settle in order to prevent set tlement as much as possible before placing the concrete. I would therefore recommend that further time be granted on this part of the con- j tract. The work should be completed not Inter than April 15, 1932. IJ Yours very truly, W. J. A report of the Committee on Finance and Claims was presented and rea , as follows: To the Honorable Mayor and City Council Port Townsend, lash., March 9th, 1932 of the City of Port Townsend. Gentlemen: Your Committee, on Finance and Claims, to whow.. was referred the matter of Treas- urer's Report for month of January, 1932, would respectfully report as follows: We find same to be correct. W. B. Smith Said reports were ordered filed. Wm. Lammers Sr. Councilman S. V. Peach arrived at this time and thereafter took I — of th part in the business PIPE LINE VERBAL REPORTS. Councilmen Smith and Lafferty reported verbally that they had personally inspected t e vrork of the Jas. H. Coyne contract on the water system and that the work on the pipe lines appeared to be O.K. and not subject to criticism. TO ACCEPT PIPE LINES. It visa then moved by Councilman Lafferty and seconded by Coun- cilman Smith that the said pipelines be accepted from the contractor. Upon roll call, all seven Councilmen voted in the affirmative and motion was decladed carried. MUNTTES OF MARCH 15, 1932 CONTINUED. 255 (Reports of Standing Committees continued) TENNIS COURT. Councilman Lammers reportedthat he had inveetigated'.'.theof complaint o the 'ienn s Ulub that water from the city mains was flooding part of the Courts and found from close observation that the water complained of was surface drainage and not from the water mains. r GLENDALE BUILDING PERMIT: Reporting on the application of the Glendale Dairy for a r ' building permit, Counc man ammers stated that the proposed boiler house did not conform with the terms of the building ordinance and could not be granted for that reason. ' PROPOSED PAVING: Councilman Starrett reported that some progress was being made on the proposed paving rn the business district and that the latest problem is the sale of bonds for a n Improvement district. City Attorney Scott advised that a Local Improvemen 1: project entailed a lot of preliminary legal and accounting work and expense and informed the Council further in relation to this class of work. # WATER FOR ORTHOPEDIC SHOP. Councilman Lammers brought up the matter of water service for the OrtHopedie r S op in their new location and same was referred to the Water Co - mittee for investigation and recommendation. OLD FARMER'S MARKET BUILDING. Councilman Lammers also brought up the matter of the disposal or the armor s ,ar a ilding alongsSde the Odd Fellows Hall on Polk Street and it was referred to the Building Committee. �t BUILDING PERMITS. tr Applications for Building Permits were presented, read, and disposed of as follows: From Daniel M. Sutton, to -wit: Port Townsend, Wash., March 10, 1932 To":the Honorable Mayor and City Council, Port Townsend, Wash. Gentlemen: Permission is requested to remodel my dwelling house in the Aldrich Addition, at an estimated cost of $200.00. Respectfully submitted, Daniel M. Sutton. {r From Holbrook and Brown, to -wit: r Port Townsend, Wash., March 10, 1932 To the Honorable Mayor and City Council, Port Townsend, Wash. Gentlemen: " Permission is requested to complete the construction of a dwelling house on the south half of Lots 3 and 4, Block 95, in the Eisenbeis Addition, at an estimated cost of $500.00. .
