A further report by the City Engineer relative to the Progress on the Water System mprovements contract, was submitted and read as follows: Port Townsend, Washington, March 1, 1932. To the Mayor and City Council, Gentlemen: I wish to report that Mr. Jas. H. Coyne, Contractor for Improvements Olympic Gravity ';later System has about completed his work on the pipe lines and will be ready in a few days for inspection by the City Council or a committee thereof. I would recommend that this cart of the work be accepted as soon as the Council has made its inspection and is satisfactory to them. The reservoir will not be ready for acceptance until a later date; the work Navin been held up on account of the bad weather. You:•a very truly, l7. J. Sadler, City Engineer. Councilman Starrett of the special committee on paving reported that progress was bo made•through a committee of the Cumber of Commerce who we& canvassing the proper ty owners in the district proposed to be paved. Bailey 14ater Service: Councilmw: Lafferty, reporting on the cummunicatim of Fred J. Bailey re at ve o cTrges for water, stated that under the terms of the lease with the National Paper Products Co., Mr. Bailey is being allowed to take water for his own use only and with the distinct proviso that he is not to furnish others from his line. Councilman Lafferty then moved, seconded by Councilmen Miller that the City Cleric be instructed to write to Mr. Bailey and inform him of his status in the matter as stated above. Motion declared carried. Councilman S. V. Peach arrived just prior to consideration of the above and thereaftor took pnrt m e procce IF o t e Council. Fred Lewis Water Pipe. Reporting on the application of Fred G. Lewis for a larger water pipe to his residence on ::organ Hill, Councilman Lafferty stated that such a line would be for Mr. Lewist use only and that following the rules of the Plater bepartment, the City would lay the pipe to the street line and that a larger pipe line and a larger tap at the main should be at the user s expense. It visa then moved by Councilman Lafferty and seconded by Councilman Starrett that Mr. Lewis sheild be advised to that effect. Motion declared carried. Mrs. Revello complaint: Councilman "'. B. Smith, reporting on the complaint of Mrs. Cha: Revel o re a ve o amage to water service pipes, stated that the matter had been settled satisfactorily and amicably, COMMUNICATIONS. TENNIS CLUB COMPLAINT. A communication from the Port Townsend Tennis Club relative to their courts, was presented and read, as follows: The City Council, Port Townsend, Flash., February 29. 1932 City of Port Townsend, Port Townsend, Plash. Gentlemen: I have been instructed by the President of the Port Townsend Tennis Club to write you regarding the leakage from one of the city water lines into the Tennis Courts belonging to the Club. The courts are located on 'Taylor and Lincoln Streets and we believe the pipe running down Lincoln Street on the side of Mr. Allan Trumbullis home is leaking, and thus c usi causing rater to form in the back of our ccurts, making play impossible. (Tennis Club communication continued) This matter would have been. taken up with you before but we thought that the water wa coming from the Taylor Street lone and would be stopped when that line was replAced•: The Club would appreciate any action that you may decide to take to overcome this hap dicap to our courts. A communication from Fred D. Chesnut, Chief Examiner, transmitting copy of Fourteenth Pion of the records of the city, with comments on same, was presented and read, as Olympia, Washington, February 1, 1932 �. Christian, City Clerk, fit Townsend, Washington. Christian:- Enclosed please find copy of report of fourteenth examination of the Of Port 'Townsend, Jefferson County, Washington, covering period from May 1, 1930, to /�r 31, 1931. It is noted on page 9 of the report that the balance as per bank certificate as of ver 31, 1931 was 4,p105,269.17, whereas the security was only $107,800.00.' We presume --cnst the bank balance is considerably reduced at this time, but wish to call attention to the fact that the Treasurer should have sufficient security of all times upon which the full amount of the deposits of the City could be.realized if such an occasion should arise. It was moved by Councilman Peach and seconded by Councilman Lafferty that said requi- sitions be granted. Motion declared carried. Mayor Bangerter arrived at this time (8/30 P.11.1.) ANd thereafter Ir esided. GLENDALE DAIRY BUILDING PERMIT. Referring -back to "Communications" in the order of business, the following communication from the Glendale Dairy was presented and read,to-wi : Port Townsend, Plash., Feby 29, 1932 To the Honorable Mayor and City Council, Port Townsend, Plash. Dear Sirs: - The Glendale Dairy has recently purchased the brick building, known as the TUCKER BLOCK. located on the corner of Water and Adams Streets, asks the permission if you HONORABLE CITY COINCIL to completely renovate and reconstruct the INTERIOR of said building so as to permit it to be fitted for a strictly SANITARY and modern creamery; also the build- ing of a driveway on the EAST side of the building fronting on Water Street, We also de- sire permission to construct a boiler room at the rear of said building, this will be smal and built of corrugated iron. This addition will conform with the Fire Insurance Company's Form of Boiler Safety. Your acceptance of this request will be greatly appreciated. Respectfully, Per Paul H. Sather, Mgr. It was moved by Councilman Starrett and seconded by Councilman Lammers that all propo- sed changes to the main building be approved and that the matter of the construction of th boiler room be referred to the building Committee and the City Engineer. Motion declared carried. ORDINANCES AND RESOLUTIONS. Standard Oil Co. 17harf Franchise. The Standard Oil Company of California presented a propose ordinance granting the said company a franchise to operate7:t and maintain a wh at the foot of Harrison Street, the said proposed ordinance being entitled as follows: "An Ordinance granting to Standard Oil Company of California, a Delaware Corporatio and its assigns the right to operate and maintain a wharf at the terminus of Harrison Str in the City of Port Townsend and to charge and collect tolls for the use of the same." Said proposed ordinance was read in full And in accordance with the statutes and the rules of the City Council, was laid over for a period of not less than five days. UNFINISHED AND NEW BUSINESS. STREET VACATION HEARING. The matter of a hearing upon': the petition for the vacation of certain streets in the vl7cinity of Point Hudson, having been set for this date, the 1.19 declared the sam to be now in order.
