Port Townsend, hash,, February 16, 1932 The City Council of the City of Port Townsend, Washington, met in regular sessin this 16th day of February, 1932, at 7:30 P.l,:., in the Council Chambers of the City Hall, Mayor George uangerter presiding, ROLL CALL. Upon roll call there were present Mayor George Bangerter, City Attorney Jas. W. B. Sea t, City Clerk C. F. Christian, and Councilmen W. B. Smith, W. S. Lafferty, Wm. Lammers Sr., and Jacob Miller. MINUPES APPROVED. The minutes of the regular session of February 2nd were read and approved as read. CITY CLERK REPORTS OF OFFICERS. Attendance hecord. Pursuant to instructions, the City Clark prepared and presented an stten once recor or the year 1931, with the following showing: There were 26 meetings during the year, with Mayor George Uangerter being present at 20 meetings and absent from 6; City Attorney JasX. B. Scott present at all meetings; City Clerk C. F. Christian pres- ent at all meetings; Councilman E. M. Starrett present 21, absent 2, excused 3; Councilman Clark Aldrich present 7, absent 19; Counc:ilman S. V. Peach present 14, absent 12; Council- man 111. B. Smith present at all meetings; Councilman `,i. S. Lafferty present 23, absent 3 ; Councilman 11m. Lammers Sr., present at all meetings; Councilman Jacob Miller present 20, absent 6. Said report was ordered filed. CITY TREASURER. January Report. The report of the City Treasurer for the month of January, 1932, was presen'e , rea , and referred to the Finance Committee. WATER SUPERINTENDENT. January Report. The report of the Water Superintendent for the month of January, 1932, was presented, read and referred to the Water Committee. CITY ENGINEER. Main Line Meter Readin s. City Engineer Sadler submitted a report, showing the flow of crater through--the—main ne meters for the period ending February 8th and same was or- dered filed. REPORTS OF STANDING COMMITTEES. Prater Complaint. Councilman Smith reported that complaint had been made to him that damage had resuited to the property of Mrs. Revello at 124 "rillow Street through the purported failure of the City "ater Dept. to turn of the water service when requested to do so. The matter was referred to the "Rater Committee for investigation and report. BUILDING PERMITS. Applications for Building permits were presented, read, and disposed of as follows: From J. L. Thompson, to -wit: To the Honorable Mayor and City Council, Port Townsend, dash. Feby 16, 1932 Port Townsend, Wash. Gentlemen: Permission is requested to erect a small dwelling house on my property in Cher- ry Park Addition, at an estimated cost of $750.00. Respectfully submitted, From E. B. COMMUNICATIONS. From F. J. Bailey, re: Plater Service. A communication from Fred J. Bailey, relative to water service to his Glen Cove property was presented and nead, as follows: Port Townsend, Wash., February Bth, 1932 Honorable Mayor and City Council, Port Townsend, 'Nashington. Gentlemen: I respectfully request that Council come to some agreement about the water sit• uation at Glen Cove. I feel that it is only just and fair that I pay for the water that runs through my meter. You all realize that it cost considerably to keep up a half mile of pipe. A year ago I renewed a thousand feet which was black pipe andhad corroded. I was one of those who worked hard to bring good water to town and when the new line was put in I took $10,000 of bonds and without exception have helped everything of a bAsiness na- ture that has come to town needing financial assistance. I now feel I have done my share and should look after the little things I have been in the habit of letting slide when I thought it was of help to the city. I never looked at the water receipts, the girl.in th office paid the bills, but now in looking over my old receipts, I find I have paid around $150. for taps that were turned off. From 1920 to 1928 I paid for two .taps. Mr. Klocker and Dr. Seavey used to come out during the summers and stay for a month or six weeks at th homes and some years did not come at all, but I paid for the taps straight through each ye I have been charged with three and four taps since the mill was built. These people come and go. Mr. Klocker's house is at present vacant and has been for some time, but I am pay ing for his tap just the same. I am sure the Council can see what a mesa thla is and I he they can decide to allow me to pay for the water that runs through my meter instead of by the tap. If this cannot be done please advise me so that I can rig up an electric pump i my well. Respectfully yours, Fred J. Bailey. Said communication was referred to the Water Committee for investigation and report. REQUISITIONS. Requisitions for supplies were presented, read, and disposed off as follows: For City Water Elepartment, as follows: 255 ft. - 4" pipe 1 dos. knock down collars. It was moved by Councilman Lammers and seconded by Councilman Miller that the said re- quisition be granted. Motion declared carried. RECESS. It was moved by Councilman Lafferty and seconded by Councilman Smith that the Council recess for five minutes. Motion carried and recess declared. COUNCIL RE -CONVENES. Council reconvened at 8:45 P.M. and upon roll call there were present Mayor George Ban gerter, presiding, City Attorney Jas. W. B. Scott, City Clerk C. F. Christian and Council- man W. B. Smith, "r. S. Lafferty, 7,1m. Lammers Sr., and Jacob Miller. U11FINISHED AND NFU BUSINESS. Award df Gasoline and Oils Contract. Taking up the matter of bids for furnishing gasoline and oils to the city, it was moveddby Councilman Lafferty and seconded by Councilman Lammers that the contract for gaso line and motor dill be awarded to the Union Oil Company for a period of one year beginning March lst, 1932, and that the Mayor and the City Clerk be authorized to execute the contra on behalf of the city. Upon roll call, all four Councilmen present voted in the affirma- tive and motion visa declared carried. ADJCIJRNMENT.
