day of eoembor, 1931, at 7=30 o'clock P.?d., in the Council Chambers of the City Hall, Councilman William
Lammors, Mayor Pro Tem, presiding.

The City Clerk reported that pursuant to instructions from the City Council, he had written to the
National Paper Products, relative to the Joyce application, as follows:

Attention Mr. li. N. Gentlemen: Simpson, Resident Engineer.
Referring further to your letter of November loth in relation to the application to your Company
of a Mr. 0. Joyce for permission to carry a small water pipe lino across the City'a pipe line right of way,
which application you referred to the City Council to ascertain the stand the Council would take in the mat-
ter, I bag to advise that at lost night's session of the City Council, the City Clark was instructed t
Paper Products Company, the City is barred from granting anyone a permit or o writ
your company to the effect that inasmuch as the said pipe line right of way is already leased to the Nto enter upon or to atierne

the said right of way for any purpose, and that conditions being as they are, the City Council is not to fav of granting such a request.

Dear Sir: -
Your application for permission to carry a small water line across the City of Port Townsend pipe
lino right of way was referred to -lie Council of the City of Port Townsend. They state that they are not
in favor of granting this request.
As lesseca of the pipe line, the National Paper Products Company are not in favor of granting
this request. You will, therefore, be advised that if you have any water linos now on the City of Port Term
candle right of way or any connections to any line whatsoover,
be removed. that those pipes and connections will have to

Gentlemen: -
With reference to your communication to the City Council in relation to a supply of fresh orator
from the Olympic Gravity Water System to flood the property known as the "Ralldoad Flats," I have been di -
rooted by the City Council to advise you that after full consideration of the matter, the Council cannot
see its way clear at this time to grant the request.

City Treasurer's Report for November.
The report of the City Treasurer for the month of November, 1931, was presented, read, add ordered
referred to the Finance Committee.
Victor Supt'a Report for November.
The Report of the Wator Superintendent for the month of November, 1931, was presented, read, and
referred to the Water Committee.
Main Lino Meter Readings:
The City Engineer's report of the flow of water through the main lino meters, for the period end-
ing Doe. 14th, was presented, read and ordered filed.
- Health Officers Report, Re: Schlager complaint.
Reporting on the complaint of the Schlager family that sewage from two houses was being drained
upon their property, Dr. F. J. Delaney submitted a sketch of the vicinity, with the following notation:
"I final conditions sanitary. No menace to health." F. J. Delaney. Dee. 8/31. Dr. Delaney recommended
that a culvert be put in the street adjacent to the Schlagor Property. Said report was ordered filed.
REPORTS OF STANDING COMMITTEES. -
BILLING FOR COPPER SERVICE PIPES.
Councilman Lammers brought up the matter of reimbursing the city for the extra cost of laying cop-
per pipes for water services on Water Street and also for the now sewer laterals vhebbr.the;:street was now
paved and after some discussion, it was moved by Councilman Lafferty and seconded by Councilman Smith that
the City Clerk be authorized and instructed to obtain an estimate of the cost of furnishing the city with
a list of the manes and addresses of property owners on Water Street where such copper services or new savior
laterals had boon installed. Motion declared carried.
BUILDING PERMITS.
Applications for Building Permits were presented, read, and disposed of as follows:
