Starrett requesting leave of absence erne presented and read as fol- To the Mayor and City Council, Port Townsend, Wash., November 13, 1931 Port Townsend, Washington. I hereby ask for one month leave of absence from city council duties to attend to business affairs re- quiring me to go past Yours very truly, E. Norris Starrett, Councilman at Large. It was moved by Councilman Lammers and seconded by Councilman Aldrich that the said request be granted. Motion declared carried. REQUISITIONS. Requisitions for supplies wore presented, read, and disposed of as follows: For Street Department, to -wit: One grader blade. It was moved by Councilman Lafferty and seconded by Councilman S:pith that the said requisition be gran- ted. Notion declared carried. UNFINISHED AND NEW BUSINESS. Coyne Bond and Contract Executed. The City Clerk reported that the contract with Mr. Jae. H. Coyne for certain "Improvements to Olympic Gravity Water System," together with surety bond covering the said contract had been executed and delivered to the City and that the City Attorney had approved same. Coyne "ertifiod Check Released. It was then moved by Councilman Lafferty and seconded by Councilman Lammers that the certified check in the amount of 42000.00 submitted by Mr. Jos. H. Coyne with his bid on the above mentioned contract be released and returned to him. Motion declared carried. Sept. Croon; Re:Joyce Tap. Water Superintendent Green addressed the Council stating that contrary to report, he did not give a Mr. Joyce permission to go on the City's pipe line right of way and to use a part of the old Snow Creek line for his private use or otherwise. 0. Pigmon application. Mr. 0. Pigmon was now given permission to address the Coundil and he made a plea to be given a water tap without the usual cosh deposit and to be given time to pay the city for the name. After same discussion the matter was referred to the hater Committee, the City EnEineer and the Wator Superintendent. Pigmon Estimate: In relation to the Pigmon application on E Street, it was moved by Councilman Smith and seconded y Councilman Lafferty thnt the City Engineer and the Water Superintendent make an estimate of the cost of a 4" water main to supply the water patrons on E street and if it is practical to install such a main and to report findings to the City Council. Motion declared carried. McCormick Logging Costs. Councilman Lamers brought up the matter of the proposed hearing on the claim of the National Pape �- Products Company for cash paid out to the McCormick Lumber Company for reputed extra costa of logging over they City's pipe line and stated that he believed a thorough inspection of the promises should be made before the matter comes on for hearing so that the Council may be more fully informed. Peach just after the following motion was offered and thereafter took part in the Council proceedings. Motion to pay bills. It was moved by Councilman Smith and seconded by Councilman Lafferty that the said claims be allowed end that the Mayor one the City Clerk be authorized to execute warrants upon the proper funds in payment of same. Upon roll call, all six councilmen present voted in the affirmative and motion was declared carried. REPORTS OF OFFICERS. City Clerk - Salary Warrants Issued.
