Christian, and Coun- cilmen, Clark Aldrich, S. V. Poach, IS. B. Smith, W. S. Lafferty and 17m. Lammers Sr. REPORTS OF OFFICERS. Treasurer'a Monthly Report: The report of City Treasurer Harriett E. Dobbs for the month of October, 1931, was presented, road, and referred to the Financo Co:mnitteo. _Water Supt's Report: The report of the Water Superintendent for the month of October, 1931, was presenbod, road, and referred to the Water Committee. Engineer - Motor Readings: The report of City Engineer Sadler showing the average flaw of water through the main lino meters for the period ending November 7th, was presented, read, and ordered filed. BUILDING PERMITS. Applications for building permits were prosented, road, and disposed of as follows: From R. W. Scott, to -wits To the Honorable Mayor and City Council, Port Townsend, Wash., Nov. B, 1931. Port Townsend, Wash. Gentlemen: Permission is requested to build an addition to my dwelling situate in the Broadway Addition, at an estimated cost of $100.00 for the material. Respectfully submitted, From Chas. J. Nelson, to -wit: To the Honorable Mayor and City Council, Port Townsend, Wash., Nov. 7, 1931 Port Toimsend, Wash. Gentlemen: Permission is requested to erect a frame garage on Lot 8, Block,125, Mabel Addition, at an esti cost of $100.00. From Jefferson County Rod k Gun Club. Cormunication from the Jefferson County Rod &::Gun.Club was presented and read, as follows: To the Honorable Mayor and City Council Port Townsend, Washington, Nov. 14, 1931 of the City of Port Townsend, Washington. Gentlemen: At a regular meeting of the Port Townsend Chapter of the Izaak Walton League of America hold on Mad day, November 2, 1931, it was unanimously resolved bt the membership that the officials of the Chapter submit in writing for your consideration the following requests: 1 - That the local Chapter be authorized to tap the city water main near San Juun Avenue and 19th Street for the purpose of diverting certain excess water into the so-called "Railroad Flats" in order to make the water there fresh rather than brackish. All details concerning locations, voldme of water used, time, etc., to be arranged between Chapter officials and the City Water Department. 2 - That the local Chapter be authorized to destroy or otherwise remove the piling, timbers, etc., novr o: LauTenco Street and San Juan Avenues in the part of the "Raulroad Flats" northerly of the right of way of Sta' Road No. 9, the details to be arranged between officials of the Chapter and the City Engineer. The local Chapter of the League proposes to beautify the area known locally as the "Railroad Flats' by the removal of unsightly debris and changing the present body of water into fresh vator by introducing free water at the northerly and and providing an outlet into salt water westerly of the only mill. If the foregoii is possible it is then our intention to plant the necessary coeds, shrubs, flowers, etc., to the end that the present eyo-sore any be removed or at least altered. The plans also provide for a sanctuary or refuge for migratory water fowl in case fresh water can be made available. Heepectfully submitted, Harry A. Cotton, President. P. M. The essential parts of the water line have been gone over by Mr. Morris Starrett, Councilman at Large, whose knowledge of existing-oonditios3s.!andiimprovements that the paper company have made should be used rather than wait for the other members of the Water Committee to make their personal inspection. From National Paper Products Company, Re: Joyce Application for crossing. Communication from National Paper Products Company relative to application to them for permission to arose the city pipe line right of way with water pipe, with application and sketch of proposed line attached, was presented and read, as follows Port Townsend, Washington, November 10, 1931 City of Port Townsend, Port Townsend, Wash. Attention: City Council. Gentlemen: We are enclosing a letter from a Mr. 0. Joyce, whose address is Star Route No. 2, Port Towmsend, Washington, with reference to his application to cross the Port Townsend water lino and right of way at a point approximately 50"!feet in a southerly direction from the Chimanum road where this road intersects the pipe line and right of way. Mr. Joyce is building a group of cabins and rosidonceo adjacent to the junction of the State High- way and Chimanum road and intends to develop a spring�ao a source of water supply for these cabins. We are attaching a sketch showing a proposed line that-W. Joyce++intende to install and the loca- tion where it crosses the Port Townsend water linenand right of way for this water line. Since we cannot grant Mr. Joyous request, not being the ownore of the water line, we are bringing this matter to your attention without either approving or disapproving of the request. As the lessees of the Port Townsend water line, we would appreciate being informed relatives to the stand that you propose to take with reference to this application for a crossing, since we are responsible for the proper maintenance of the water line and the proper policing to keep all persons from illegally occupying the right of way or tapping the water line as it now exists. The following is a copy of the letter or application of the said Mr. Joyce addressed to the Nations Paper Products Company, to -wit: Star Route No. 2, Port Townsend, Wash., November4, 1931. National Paper Products Co., Port Townsend, Wash. Door Sirs: - We have the use of a source of water and a right to run our pipe across the adjoining land and would like to secure the rights to cross the National Paper Products Co. right of way over the new pipe line. Approximately at a point fifty feet south of the Chimanum road. Respectfully, 0. Joyce. The above communications relative to the Joyce application and the sketch attached, were referred to the ,Water Committee, the City Engineer and the City Attorney. to A communication from the National Paper Products Company requesting approval of erection of a house for use of attendant at scroon chamber, was presented and read, as follows, - Port Townsend, Washington, November 12, 1931. City of Port Townsend, Port Townsend, Washington. Atts City Council. Gentlemen: - The National Paper Products Company desires to construct a house at City Lake for the"cttendant at this point, The site of the house will be either in the vicinity of the present old construction shacks now occupied by the attendant or in the vicinity of the screen ohnmber. Wo are asking by means of this letter for the City's approval for the construction of this house on ground now the property of the City, with the understanding that at the expiration of the National Paper Products Companyfs lease for the City of Port Townsend water line, that the house reverts to the paper company unless desired at that time to be purchased by the City of Port Townsend. Since it is quite imperative that this house be made available for the attendant during the coming winter, we would appreciate your immediate approval of the construction of this house and for the approval of the location on which it is proposed to build the house.
