Pursuant to motion made and carried to recess to Thursday, Nov. 5th, 1931, at 1 o'clock P.M., the City
Council re -convected on said date at said hour, Mayor George Bangerter presiding.
ROLL CALL.
Upon roll call there were present Mayor George Bangerter, City Attorney Jae. W. B. Scott, City Clerk
C. F. Christian and Councilmen N. Lammers Sr., Jacob Miller, E. M. Starrett'i W. B. Smith and 17. S. Lafferty.
REPORT OF CITY ENGINEER SADLER ON BIDS FOR }PORK ON WATER SYSTEM.
The report of the City Engineer on the tabulation of bids for Improvements to Olympic Gravity Water
System was called for and was presented and read, as follows, to -writ:
To the layer and City Council, Port Townsend, Washington, November 5, 1931
Gentlemen:
I herewith submit comparison or -bids opened November 3, 1931, for "Improvements to Olympic
Gravity Water System." Those totals are for Machine Trenching and Hand Trenching. Attached to this re-
port is a complete bid shoot for the six bids submitted,'each of them being carried out, showing quantity
called for, price bid and total of same. I would like this shoot returned for record in my office.

Mayor made statement: Prior to the reading of the above report by the City Engineer, Mayor Bangerter
stated that o:e of bi the dders, a Mr. Godfredson, had visited him in his office and stated how he would handle
the work if awarded the contract and that he, the Mayor, resented the purpose of the visit and the situation
it might imply.
RECESS.
It was then moved by Councilman Lammers and seconded by Councilman Lafferty that the Council recc minutes. Motion carried and recess declared. Be for
Councilman Clark Aldrich arrived during the recess period and thereafter took part in the proceedings
the Council.

COUNCIL RE -CONVENES, AND ROLL CALL.
The Council re-oonvened at 2 o'clock P.M., and upon roll call .there were present Mayor George Bange
City Attorney Jan. W. B. Scott, City Clerk C. F. Christian, and Councilmen Yin. Lammers Sr., Jacob Miller,
E. M. Starrett, Clark Aldrich, W. B. Smith and 17. S. Lafferty.
CONTRACT AWARDED TO JAS. FL COYNE.
Councilman Lammers then submitted the following motion: It is the sense of the City Council that
the bid of James H. Coyne is the. best for the economic interest and welfare of Port Townsend and its citizens
and that the contract for "Improvements to Olympic Gravity Water System" be awarded to James H. Coyne, and
that the Mayor and the City Clerk be and hereby are authorized to execute the said contract. Said motion
was seconded by Councilman Smith and upon a call for the question and roll call, all six councilmen pre sont
voted in the affirmative and motion was declared carried.
RETURN CERTIFIED CHECKS.
It was moved by Councilmnn Smith and seconded by Councilman Lafferty that the City Clerk be authorized
and directed to return the certified checks submitted by the other bidders, a receipt for same to be taken by
the City Clerk. Upon roll call, all six councilmen present voted in the affirmative and motion was do-
olared carried.
ADJOURNMENT.
Upon motion of Councilman Smith, seconded by Councilman Lafferty, Council adjourned.
