The minutes of the regular session of October Gth wore road and approved as road. BILLS AND CLAIMS. Royal Insurance Company. The Royal Insurance Company made,'olaim for roimbuesement for loan paid account lost interest ooupone by presenting the following eom unication-claim, to -wit: The City Clerk, San Francisco, Calif., October 16, 1931 City of Port Townsend, Washington, Dear Sirt- Res Registered Mail Loss No. RM-27 On June 13th, 19298 The Royal Insuranoo Company, Ltd. issued to Chas. Hinton, State Treasurer of the State of Washington, Registered Mail Policy No. 1109-B, insuring shipments of currency and securities and other valuables shipped by the State Treasurer per Registered Mail. On July lat. 19310 the State Treasuror, through his Deputy, Florence Everett, enclosed in:a;.letter ad- dressed to the City Treasurer of the City of Port Townsend, Washington, the following documents. Interest coupon No. 7 from Water Works Extension Bonds Noe. 345 to 354 inolusive, and 360 to 363 inclusive) fourteen coupons in all, each of a value of $27.50 an aggregate value of $385.00. Under date of July 31, 1931, Harriett E. Dobbs, City Treasurer of the City of Port Townsend, made affi- davit that Registered Package No. 1604 had not boon received by her, and that the interest coupons said to be contained in that package were still outstanding and unpaid. Under date of July ly, 1931, A. A. Innis, acting Post Office Inspector in charge at Seattle, Washington, advised the Roynl Insurance Company, Ltd. that Registered Package ]is. 1604 was contained ill a mail pouch whin was stolen in transit between Seattle, Washington, and Port Townsend, Washington, on July 2, 1931. All documents in connection with the above are on file with the Royal Insuranoa Company, Ltd. at its San Francisco office under Registered Mail Lose No. 27 and the Royal Insurance Company, Ltd. hereby makes claim on the City Treasurer of the City of Port Townsend, Washington, in the amount of $385.00. Scott stated that the claim was not in form because it wae�not•nwmrn to and that !the claimant should be so notified. The claim was referred to the Finance Committee. REPORTS OF OFFICERS. City Attorney, Res Buhler Motor Co. Building Application Reporting on the application of the Buhlor Motor Company for a Building Permit, which had been referred to him for an opinion, City Attorney Jas. 17. B. Scott presented the following written opinion, to -wit: Honorable Mayor and City Council of the Port Townsend, Washington, October 20th, 1931 City of Fort Townsend, Washington. Gentlemen: In reference to the application of the Buhler Motor Company for permission to move a certain building now located on the south -wont corner of Adams and Washington Streets to the south-east corner of Washington and Adams Streets, referred to me for an opinion as to the power of the Council to grant said application, the character of the material of said building not having boon stated, but to my own personal knowlddgo know such building to be of wood. Permit me to report that I have examined the provisions of Ordinance No. 815, pnaced by the City Council Des, 199 1911, and approved by the Mayor December 29th, 1911, and from such examination of the provisions of said Ordinance, the come being a fire zoning ordinance, am of the opinion that it would be contrary to the language and spirit and the intention of the city council Bet forth in the terms and provisions of said or. finance, to grant said application. Refer to Sec. 24 of said Ordinance. Respectfully submitted, Jas. 'R. B. Scott, City Attorney.. Mentions Bonds: City Attorney Scott reported verbally that he had several conversations with bond broker and that ow ng to the present condition of the security market, these bond buyers would not bid for bonds be - .seen they had no assurance that they could dispose of them at sll.within a reasonable time Ma;or Ban,erter Arriven: Mayor George Bangerter arrived of this time and took, his coat and thereafter resided. r. Dobbs for the month of September, 1931, was presented, read and referred to the Finance Commmitbee. Main Lino Meter ReadinCes City Engineer submitted a report showing the flow of water through the main line meters for the period ending October 12th and same was ordered filed. REPORTS OF STANDING C0131ITTEES. Councilman Lammers, chairman of the Water Committee, reporting verbally, stated that all water patrons on the Gise Street and 18th Street water main, formerly served from a private tap, wore now all connooted to the city's main. Complaints Re. Meteras City Attorney Scott stated that there seemed to be numerous complaints from wa- ter patrons served through motors and asked if it was unusual. City Water Supt. Green stated that many:o£ the patrons having meters were always oomplaining but that complaints for September were much less than for the month of August. S sv omm�t o oceial Pen Committees Councilman Starrett, reporting verbally, stated in substance, that the Spo- cial eeting with the Chamber of Commerce co:•.aittoo and representatives of the Puget Soudd Power & Light Co., and the Citizens Ind. Telephone Co., in relation to putting wiring in conduits in the proposed paved district and were informed that the cost of conduits was prohibitive but that these com- ponies might be able to work out other plane to partly do away with the present aerial wire system. Adams Street Oponing: Councilman Smith, of the Street Committee, reported adversely on the petition to open dams rco a suen Washington and Jefferson Streets, to vehicular traffic, because of the lack of funds and also of the added danger to pedestrians and to traffic on Jefferson Street. Rock removedt Councilman Lammers reported that a large rook in the bluff along Water Street had been removed -toprovent injury to persons and the paving. Is COtdMUNICATIONS. Dr. Cox, Re. Quincy Street Zigzag Walk: A communication from Dr. 0. H. Cox, Medical Officer in charge of the U.S. Marine Hospital, relative to the zigzag walk on Quincy Strout, was presented end read, as follows: TREASURY DEPARTMENT, U.S. Public Health Service. Port Townsend, Washington, October 19, 1931 To City Council, Port Townsend, Washington. Gentleman: I have the honor to call your attention to the dilapidated and unsafe condition of the wooden stair- way and approach leading dorm from the neighborhood of the grounds of the U.S. Marine Hospital on Quincy St. It would seem an appropriate time now to make repairs or extensive alterations so that the factor of danger from slippery surfaces, worn out or missing planks or cleats, and insecure hand rails might be reducei before wet and icy conditions set in. This approach is used much by patients of the Hospital, many of whom are infirm or crippled and it is believed some consideration is duo them from the community. Furthermore a considerable number of visitors and hospital employees come and go daily by this route and it may be pointed out that many people living in the North and Went sections of torn nor this same way. For the many evident reasons it is requested that your worthy body take action at once to put this piece of street property in proper repair and condition without delay. Respectfully, 0. H. STREET LEASES TO MANRESA HALL AND ST. JONHI S HOSPITAL: !, A comannication requesting renewdl of certain street losses was presented and read, as follows: Port Townsend, Washington, 19 October, 1931 Honorable Mayor and City Council, Port T=naend, Wash. Gentleman: - The Pioneer Educational Society and Sisters of Charity of the House of Providence hereby petitions your Honorable Body for their lease of those certain streets in the Eisenbeis Addition, formerly leased by your petitioners, which lease is expired on October First. It is assumed that this application guarantees the performance b, the lessees of the terms and conditions hereinbefore imposed when these certain streets were first leased. Reppectfully submitted, Sisters of Charity of the House of Providonci Pioneer Educational Society By their Attorney, 17. J. Daly Jr. and It was moved by Councilman Lafferty/ seconded by Councilman Smith that the said petition be granted on the Same terms as the previous lease and that the Mayor and the City Clerk be authorized to execute the said leases for the period of one your.
