ORDINANCES AND RESOLUTIONS
Veto of Parking Ordinance:
Mayor Bangerter returned the Parking Ordinance, passed by the City Council at the session of Sept- -
ember 15th, without his signature with the following veto message attached:
Port Townsend, Washington, September 23rd, 1931.
TO THE MEMBERS OF THE CITY COUNCIL:
I do not approve of City Ordinance number 1011 and hereby veto it for the following reasons which t' are tabulated below. `
This Ordinance, number 1011, will not solve any traffic problem in Port Townsend and it will give
people in the County who do business with out merchants a wrong impression of our traffic laws. ;.
It Also is class legislation, in that it gives this priviledge to a -few and not to all people doing
business. Every merchant is entitled to the same priviledge and if this ordinance is signed and placed is
operation, all the merchants will demand similar parking spaces down town and if granted, we shall have no
place to park automobiles in the down town district. s

Councilman Starrett in commenting on the said veto stated that he believed it was a sentiment of ft °
the Council to wait for the proposed parking ordinance to be submitted by the Mayor, before taking further !'
action on the ordinance just vetoed. III
Pursuant to action of the Council in relation to 1932 budgets, ordinance were presented and road,
covering the said budgets.
Ordinance for Water Department Budgets
An ordinance entitled "An Ordinance Fixing and Adopting a Budget for the Water Department for the
City of Port Townsend for the year 1932" was introduced and road in full for the first reading. It was moved
by Councilman Lammers and seconded by Councilman Smith that the first reading be considered the second read-
ing and that the third reflding be by title only. Upon roll call all five Councilmen present voted in the
affirmative and motion was declared carried.
Third Reading and Passages
The City Clork than read the ordinance by title only for the third reading, whereupon it was moved
by Councilman Smith and seconded by Councilman Miller that said ordinance do now pass. Upon roll call all
five Councilmen present voted in the affirmative and motion was declared carried.

An Ordinance Fixing and Adopting a Budget for the Water Department for the City of Port Townsend for the ,•
year 1932.
THE CITY COUNCIL OF THE CITY OF PORT TOWNSEND, WASHINGTON, DO ORDAIN AS FOLLOWS:
Section 1. That the following described Budget, be, and the same is hereby fixed and adopted for the
Water Department of the City of Port Townsend for. the year 1932, divided in the total amounts in each of the
following classes comprising the whole of the budget, to -wits
Salaries and Wages . . . . . . . . . . . . . . . . . . . . . $ 9,286.00
Maintenance and Operation . . . . . . . . . . . . . . . . . . . 5,280.00
