The Committee on Water and Drainage submitted the following written report,

Your Committee, on Water and Drainage to whom was referred the matter of Water Suptfs report for
the month of August, 1931, would respectfully report as follows, We find same to be correct.

Application is respectfully made for a renewal of the lease, for one year, of the street in the
0. C. Hastingsl. Addition, now under lease tp me. I have paid the City Treasurer the sum of $2.50 to apply o:

It was moved by Councilman Lasnera and reeonded by Councilman Lafferty that the request be granted
and that the Mayor and the City Clerk be authorized to execute the said lease. Motion declared carried.
Vacation for Elmer Compton:
Application for vacation from Elmer Compton, Chief of Polies, was presented and read, as follows:

I would like to take my vacation to start Thursday Oct. 8, 1931.

I have your letter of September 19 regarding the anticipated allotment of $500 a miles for the maintenanceofState Road No. 9 through Port Townsend.
It wan anticipated that the city of Port Townsend would receive this allotment but as explained to your Honor.
able Mayor, Mr. George Bangerter, today, in view of an opinion from the Attorney General, it has boon found
impossible to make this allotment of Sunda. The opinion referred to states that in view of the wording of
Section 8, Chapter 185, Laws of 1923, State Road No. 9 must be considered as ending at the city limits of Pori
Townsend instead of running through the city. Such being the cane, the Attorney General rules that the city

Communication from the City Clerk of the City of Bremerton was presented and read, as follower

My Christian Friend:
The City of Bremerton does not charge any license to wholesale oil trucks, delivery truck
of grocers, meat markets or other local merchant, not operating for hire.
We do charge Express Trucks operating for hire as follows: up to and including 1 ton
$6.00. Over 1 ton to and including 3 tone $9.00 all in excess of 3 tone $12.00. Taxi cabs are charged $16.00
per year and Kitneys $50.00 per year. Pedlar's are charged $6.00 per day or $26.00 per month. Persons call-
ing broad, vegetables and other provisions is rated as a pedlar and is charged accordingly. Exception: per-
sona selling newspapers or magazines, or selling fish caught by himself or a farmer selling farm produce rais-
ed by himself may solicit from house to house. Any person making public outcry to invite attention to his
wares is doomed a hawker and is charged twice the amount charged a pedlar.
I hope this will answer your inquiry and if I can be of further service to you please Bo
not hesitate to call on me. I still have a warm spot in my heart for old Port Townsend, and have a very kind-
ly feeling toward its present City Clerk (for over 25 years). I also note several names on your lettorhoad of
whom I have very kindly recollections.

AND VEHICULAR TRAFFIC THAT PART OF ADAMS STREET GRADE BETWEEN WASHINGTON AND JEFFERSON STREETS
We Believe This Improvement Would Be Of Public Benefit For the Reasons:
1. It opens the shortest street route to and from the moot populous parts of the city.
2. It will benefit all properties fronting and adjacent.
3. It is the easiest foot route for all pedestrians compared to the long Monroe walk, Quincy
zig-zag and Taylor terrace climb.
